Plans to reform the House of Lords are being abandoned after Conservatives “broke the coalition contract”, Lib Dem leader Nick Clegg has announced. Agreement on an elected Lords could not be reached with Tory opponents, he said, and the plans would be shelved rather than face a “slow death”. As a result, he said Lib Dem MPs could not now support Conservative-driven changes to Commons boundaries in 2015. Labour said the Lords climbdown was a “humiliation” for the coalition. Changes to the make-up of the Lords would have seen 80% of peers elected and the total number of members halved to 450.

The same state voter ID laws that have drawn criticisms from Latino groups and immigrants are now taking heat from young voters. Gone are the days when young voters weren’t taken seriously. In 2008, they helped propel Barack Obama into the Oval Office, supporting him by a 2-1 margin. But that higher profile also has landed them in the middle of the debate over some state laws that regulate voter registration and how people identify themselves at the polls. Since the last election, Pennsylvania, Kansas, Wisconsin and Texas and other states have tried to limit or ban the use of student IDs as voter identification. In Florida, lawmakers tried to limit “third party” organizations, including student groups, from registering new voters.

At a recent meeting of the Pennsylvania GOP State Committee, the top Republican in the state House of Representatives, Mike Turzai, declared that a new requirement for voters to show identification with a photograph on it “is going to allow Gov. [Mitt] Romney to win the state of Pennsylvania.” He drew wild applause from Republicans in the crowd. The new law being referred to won approval under the state’s Republican Governor Tom Corbett and the GOP majority in the state legislature. The result is that 9.2 percent of the state’s 8.2 million voters are suddenly at risk of losing their right to vote. Eighteen percent of the registered voters in Philadelphia do not have government issued photographic identification. That means they won’t be able to vote.

The court case against Pennsylvania’s new voter ID law is wrapping up, and supporters of the law say it’s necessary in order to reduce voter fraud. However, when you hear the words “voter fraud,” there are three things you need to keep clearly in mind: In-person, In-person, In-person. Got that? There’s only one kind of fraud that voter ID stops: in-person voter fraud. That is, the kind of fraud where someone walks into a polling place and tries to vote under someone else’s name. That’s it. There are plenty of other types of voter fraud, of course. There’s registration fraud, where you send in forms for Mary Poppins and James Bond. There’s insider fraud, where election officials report incorrect tallies. There’s absentee ballot fraud, where you fill in someone else’s absentee ballot and mail it in. But a voter ID law does nothing to stop those kinds of fraud. Even in theory, the only kind of fraud it stops is in-person voter fraud.

Prop 14, the initiative to put in place California’s new top-two primary system, was backed by business interests and rich folks, such as Charles Munger Jr. This year, as it is being used for the first time in a California election cycle, it has so far been a bust — except for adding considerably to the nastiness and expense of campaigns. A small group of less-than-wealthy citizens — many of them longtime supporters of minor political parties — has gone to the courts to challenge Prop 14, on multiple grounds. Among their objections are that the top-two primary limits the rights of people who would choose to vote for minor political parties (since they no longer appear on the general election ballot) and also excludes write-ins. … But the citizens lost their challenge in court, with judges finding that the top-two primary law was valid and constitutional. But unfortunately for these citizen-challengers, that’s not the end of the story.

Georgia Secretary of State Brian Kemp said he is concerned about “numerous and substantial issues” surrounding Tuesday’s primary election in Fulton County and more concerned with a lack of communication with local voting officials. WSB-TV reports that Fulton County was scheduled to certify the results of Tuesday’s primary by noon Saturday. That deadline came and went. Now county election officials plan to meet Monday night.

A group opposed to the state law that requires Kansans to show a government-issued photo ID to vote will have volunteers at some polls Tuesday to see whether any voters are being deprived of their right to vote. “This law was pushed forward without thinking things through,” said Louis Goseland, coordinator for the KanVote campaign. On Tuesday, voters across the state will participate in Republican and Democratic party primaries. Kansas Secretary of State Kris Kobach pushed the photo ID requirement through the Legislature, saying it was needed to protect against voter fraud. Critics say that incidents of voter fraud are almost nonexistent in Kansas and that the ID requirement will disenfranchise some elderly and minority voters who don’t have a photo ID. There have been several local elections in Kansas since the photo requirement took effect at the start of the year. But this is the first statewide test.

The Obama campaign said in a lawsuit drawing attention this weekend that the Ohio Secretary of State “appropriately” allowed a longer time period for early, in-person voting among members of the military and their families — a line that contradicts suggestions that the suit opposes early voting for servicemembers. The lawsuit — filed more than two weeks ago by the Obama campaign, Democratic National Committee and Ohio Democratic Party — has become a target of the Romney campaign, with Spokesman Ryan Williams telling BuzzFeed that Obama’s campaign “sued Ohio to object to the three extra days the state is giving military voters and their families during Ohio’s in-person early voting period.” Fox News went further, reporting that the lawsuit aims to “block a new state law allowing men and women in uniform to vote up until the Monday right before an election.” In fact, the lawsuit is addressing what it calls “a confused legislative process” surrounding the passage of three voting laws in a short period in Ohio. The effect of those laws is: (1) in-person early voting in Ohio ends for most voters on the Friday before the election and (2) two conflicting deadlines regarding the end of in-person early voting for those voting under the auspices of the Uniformed and Overseas Citizens Absentee Voter Act, which includes servicemembers and their families.

State Sen. Tim Solobay this week called Pennsylvania’s implementation of new voter ID requirements “embarrassing.” Solobay’s comments come in the wake of five days of Commonwealth Court testimony that revealed a “stunning lack of preparation and knowledge on the part of Pennsylvania officials only 12 weeks before national elections.” “This was a bad idea and now we’re seeing a bad idea badly implemented,” Solobay, D-Canonsburg, said. “It’s embarrassing. Reports from the court testimony this week are being broadcast across the country and have made Pennsylvania a laughingstock.” In an hour of testimony “marked by sarcasm and humor,” Solobay said, Secretary of State Carol Aichele insisted that 99 percent of Pennsylvanians have a valid photo ID, in clear contradiction with news releases by her department and the sworn testimony of staffers.  On further questioning, Aichele said she didn’t agree with the analysis of her staff before admitting, “We don’t know.”

Bob Corker in November.

A federal judge on Thursday granted a temporary injunction against five state provisions that affect voter registration in Texas. U.S. District Judge Gregg Costa of Galveston ruled that a law that prohibits third-party voter registrars from working in more than one county and another that mandates registrars in Texas be residents of the state violate the First Amendment. “During the 2011 legislative session, the Governor signed two bills that imposed a number of additional requirements,” Costa wrote in his 94-page opinion. “The result is that Texas now imposes more burdensome regulations on those engaging in third-party voter registration than the vast majority of, if not all, other states.”

Sarah Glasscock of Yakima opened her primary ballot envelope Sunday intending to familiarize herself with the candidates and the issues. One named leaped off the page: Her own. Glasscock saw her name on the ballot as a candidate for a Republican precinct committee post in Precinct 110, an area along West Yakima Avenue. Problem is, Glasscock didn’t file a candidacy declaration and she’s not a Republican. Should she gain the most votes among the three candidates, she could resign. That’s not the problem. The problem is how her name appeared in the first place.  The intrigue includes her declaration arriving as a fax from a New Jersey phone number that belongs to a marketing office for the Japanese manufacturing firm Miki Sangyo. According to its website, the diversified firm has interests in specialty chemicals, pharmaceuticals, semiconductors, specialty paper and opticals.

But this year, the readers will be hooked to the electronic voting machines themselves. Citizens must press down a thumb to activate the ballot system. Some say they fear that could let the government know how each person votes. “If the thumbprint makes the machine work, how do you know it doesn’t end up being recorded who you voted for?” asked Jacqueline Rivas, a 46-year-old housewife.

Republicans should not be surprised if voter laws becomes a major topic of debate this election season—they will be the ones responsible for making it so. Over the past two years, the GOP has made a concerted attempt in a number of states to tighten voter registration procedures, cut back on alternatives such as early voting, and—most controversially—require would-be voters to show state-issued photo IDs as proof of identity. Because there’s such little evidence that these changes are needed to eliminate widespread voter fraud, it’s hard to avoid the conclusion that many Republican legislators want to discourage voting among groups—especially minorities and the poor—that cast their ballots mainly for Democrats.  But it’s worth remarking that beneath these crass political motives are some deeper moral issues. Proponents and opponents of these changes agree on one thing: Voting will be harder, and turnout will be lower. But is that necessarily a bad thing? Proponents think not. Speaking for many others, Florida State Senator Mike Bennett said, “I don’t have a problem making [voting] harder. I want people in Florida to want to vote as bad as that person in Africa who walks 200 miles across the desert. This should be something you do with a passion.”

Why so much? “The sky is the limit here,” says Michael Toner, former chair of the US Federal Election Commission. “I don’t think you can spend too much.” In a time of general belt-tightening, it may sound like a surprising argument, but Toner believes there should be more – not less – spending on US elections. Anything that engages voters, and makes them more likely to turn out is, he says, a good thing. “It’s very healthy in terms of American politics… it’s a symptom of a very vigorous election season, there’s a lot at stake here.” … New figures just released by the Center for Responsive Politics, an independent research group which tracks money in politics, estimate the total cost of November’s elections (for the presidency, House of Representatives and Senate) will come in at $5.8bn (£3.7bn) – more than the entire annual GDP of Malawi, and up 7% on 2008. It makes UK election spending look microscopic by comparison. You couldn’t devise a better political hit-and-run. In the summer of 2010, an unknown group called the Commission on Hope, Growth, and Opportunity asked (PDF) the Internal Revenue Service to grant it 501(c)(4) tax-exempt status. The organization told the IRS it didn’t plan to spend a penny on politics. Once the IRS gave CHGO the green light, however, the group plunged into the 2010 political season. It would ultimately raise $4.8 million—$4 million of that from a single anonymous donor—and spend $2.3 million on TV ads attacking 11 House Democrats running for reelection. (Ten of them lost.) Later, on its 2010 and 2011 tax returns, CHGO claimed it hadn’t spent money on politics. Watchdogs filed complaints against CHGO alleging it had flouted tax and election laws. But sometime in 2011, after the Republicans’ 2010 “shellacking,” CHGO quietly disappeared. The group, and the anonymous individuals behind it, has yet to face any punishment.

The ploy of disguising secretly financed political machines as tax-exempt “social welfare” organizations has become one of the alarming trademarks of modern, big-money politics. Under cover of the tax code, the identities of donors are kept secret while they pay for attack ads against candidates, all the while claiming their main purpose is civic and nonpartisan. Operatives from both parties have gotten deep into this shell game. Fortunately, the Internal Revenue Service is, at last, promising to review and consider changing 50-year-old rules governing the limits of political activity for social welfare nonprofits that enjoy exemptions under section 501(c)(4) of the tax code. This is encouraging news for voters in the dark as ads thunder away and for taxpayers who underwrite the abuse. It follows a court finding that the Federal Election Commission had arbitrarily weakened disclosure requirements.

Alaska: Anchorage Still Cleaning Up Election Mess | alaskapublic.org

The Election Commission will hold the final public canvass session to count ballots from the troubled municipal election in Anchorage Thursday. The ballots were found uncounted in a closet in city hall in July. The room where the 141 missing ballots were stored after they were found in July.  After nearly four months, Anchorage officials say they hope the canvass will begin to shut the door on a messy chapter in the city’s election history. The canvass will be followed by final certification of the election, later this month. Anchorage Assembly Chair Ernie Hall says it’s important to make sure voters have access to the canvass. “What happens at the canvass is if you voted in the election and for some reason your vote was disqualified, you’re notified in writing that your ballot is not going to be counted, you have the opportunity to come to come to that canvass and protest your ballot not being counted,” Hall said. “Maybe it’s misunderstanding, you were not in the wrong district, for whatever reason but it gives you a chance to come in personally and say, no you’re wrong. I am an eligible voter and my ballot should count.”

The U.S. Department of Justice is demanding that Hillsborough turn over voter-purge records, pulling the county into a growing legal fracas over Gov. Rick Scott’s push to clean out the state’s voter registry. The county received a subpoena Wednesday for documents dating to Jan. 1 relating to any efforts at identifying voters as potential noncitizens. The subpoena stems from a lawsuit filed June 12 in Tallahassee by the federal government against Florida and Secretary of State Ken Detzner over state efforts to scrub voter rolls. Hillsborough Elections Supervisor Earl Lennard said he would comply with the subpoena. Like supervisors across the state, Lennard halted efforts to purge voters when the tools to cross-reference citizenship and voter registration — a Department of Homeland Security database and motor vehicle records — proved unreliable, he said.

Georgia: Computer communication issue caused a delay in Muscogee County GA election results | WRBL

Candidates in this year’s Primary Election were left waiting for results from 1,500 mail-in absentee ballots, well in to the early morning hours on Wednesday. Election officials blame a computer communication error for the delay. Absentee by mail ballots come from all over the county from folks who knew ahead of time they could not vote in person in the 2012 primary. To count them, they must be imported in to a computer using an optimal scan unit.  That computer is supposed to “talk” to another computer that then totals the results. When it became clear the machines weren’t communicating with each other, officials were forced to re-scan all 1,500 ballots.

Hawaii: Hawaii County Clerk Kawauchi: Duplicate Registrations and Voters Found | Big Island Now

County Clerk Jamae Kawauchi told reporters today that a review of the Big Island’s voter registry turned up irregularities, but nothing that should have an impact on the upcoming primary election. Kawauchi said the review conducted from July 21-23, which included a weekend, found 50 to 60 people registered more than once, as well as five people who voted twice in the 2010 election. She said the irregularities did not appear to be “systemic” or concentrated in any particular area. She said the duplicates could be attributed to clerical errors, such as incorrect data being inputted. Some also involved slight differences in names, such as a missing “Jr.” or “Sr.” The duplicate registrations are being corrected and the voters who voted twice two years ago will be contacted to determine how that occurred, Kawauchi said. None of the duplicated votes occurred at the same precinct, she said.

State Rep. Frank Dermody leads the House Democratic Caucus, having been re-elected every two years since he first won a House seat in 1990. But he might not be able to vote in the Nov. 6 general election. The Oakmont lawmaker on Wednesday said he received a letter from Secretary of the Commonwealth Carol Aichele suggesting he might not have adequate voter identification to cast a ballot under the state’s new voter-identification law. The department recently compared voter lists with databases from PennDOT, which issues the primary form of acceptable photo ID — a driver’s license. On his driver’s license, the lawmaker is Frank J. Dermody. His given name, however, is Francis J. Dermody. He said he has been trying to shed “Francis” since he was 16.

“To ask me to enforce something that violates civil rights is ludicrous and absolutely something I am not willing to do,” Colwyn’s Democratic inspector of elections, Christopher L. Broach, told the Inquirer last week. Broach was explaining his decision not to enforce the state’s controversial new law requiring voters to present one of a few forms of identification at the polls starting this November. The law could disenfranchise many voters in Colwyn, a small, 80-percent-black borough in Delaware County. (Statewide, 20 percent of voters may not have valid PennDOT-issued ID, according to data obtained by CP. In Philly, 43 percent of voters may not possess valid PennDOT ID.)  It would be a simple but vexing act of civil disobedience: When voters go to the polls this November, the neighborhood people who staff polling places throughout Pennsylvania could just plain not ask voters for the identification the law requires.

Closing arguments concluded this afternoon in the lawsuit seeking to halt the new voter ID requirement, setting the case up for a timeline the judge said should allow a final decision before the November elections. Much of the six days of testimony in the Commonwealth Court were occupied with questioning by the groups challenging the law, as they presented people who they said might be prevented from voting and experts who testified that many people lack acceptable identification and that voter fraud is extremely rare. In his closing argument, Witold Walczak, legal director for the American Civil Liberties Union of Pennsylvania, said the state has shown no interest justifying a law that he said could disenfranchise hundreds of thousands of people.

Pennsylvania: Voter ID Law on Trial | Epoch Times

A trial over Pennsylvania’s voter ID law will either uphold or block a new requirement that state Sen. Vincent Hughes (D-Phila./Montgomery) called “purely about partisan politics.” A ruling is expected this week. In a phone press conference on July 31, Hughes said the law “reverts us back to the days of poll taxes.” He said that if the trial allows Pennsylvania voter ID requirements to stand, “we will do our best to make sure everyone who needs one gets an ID.”

“The context of the trial is that nationally we are in the middle of the biggest national rollback of voting rights in decades,” according to Wendy Weiser, co-director of the Democracy Program at the Brennan Center for Justice at NYU School of Law. The law disproportionately affects minorities, the elderly, and poor people, according to Weiser.
