Four companies that manufacture voting equipment for Tippecanoe County presented new machines with printable paper ballots to a packed room of voters Monday night, seeking to instill trust in the updated technologies through public input. Each company had some variation of a similar technology. Candidates are selected on electronic machines — some use touchscreens while others use buttons — and a summary of choices displays when finished. The machines then print ballots, which can be reviewed by voters and then inserted into a scanner that counts them electronically and physically. The paper copies are then deposited into a locked bin connected to the scanner, while the machine’s memory drive stores the results separately. “There has been such a groundswell for paper ballots,” said Lawrence Leach of Hart InterCivic, Inc., a company offering a hybrid electronic-paper machine. “There’s a lot of focus on voting and everything around that process — you cannot get it wrong. It has to be done right, you have to be 100% correct, so we’re striving to make sure every vote gets counted correctly and audited.”

Louisiana is restarting its stalled effort to replace its voting machines, with the solicitation for bidders expected to go out shortly, Secretary of State Kyle Ardoin said Tuesday. New machines, however, won’t be in place quickly. Louisiana will continue casting ballots this fall on the same types of voting system that it has used for 15 years, without the paper backup advocated by many elections security experts. “It’ll be after the election. It won’t be for the presidential election, because we don’t have the time to get through the (bid) process completely,” Ardoin, the state’s chief elections official, told lawmakers during a House Appropriations Committee budget hearing. Allegations of improper bid handling derailed a previous effort to replace Louisiana’s voting machines, so the secretary of state’s office has had to redo its vendor search process. Ardoin’s office has $5.8 million in federal money for voting machines set aside whenever his agency enters into a new contract. He’s asking lawmakers to steer another $1.3 million in state financing to the plan in next year’s budget, to draw down additional federal dollars.

Millions across the nation will be looking to Michigan’s voters today in what could be a decisive moment for the Democratic Party’s nominee for president of the United States. Indeed, as the state’s chief election official, I am keenly aware that the eyes of the country will be awaiting the outcome of our presidential primary this evening. And they will need to wait a little longer than usual. Because it is a new day for democracy in our state, with new rights for voters and greater security measures in place than ever before. This election will be our first statewide election since 2018, when Michiganders overwhelmingly voted to amend our state constitution to expand access to our democracy. Among the changes they made were giving all Michigan voters the right to vote by mail and to register to vote up to and on Election Day itself. These are historic changes that have made our elections more accessible for every voter.

Locals’ coronavirus concerns appear to have prompted some difficulties during Tuesday’s municipal elections in New Hampshire, according to Atkinson Town Clerk Julianna Hale. Hale said that both of Atkinson’s ballot scanners were temporarily clogged by ballots that were wet with disinfectant or hand sanitizer. “It is definitely the year of coronavirus,” she said, referencing the highly contagious, flu-like illness commonly called COVID-19 that has prompted multiple states, including Massachusetts, to declare a state of emergency. She said that some voters brought their own alcohol-based disinfectant to clean both their hands and the voting booths. When ballots came into contact with the disinfectant, she said, they began to break down and clog the machine. “The disinfectant is weakening the paper structure,” Hale said. “That’s what I’m seeing, anyway. I am not an expert, but that is what I am seeing.” The issue was only able to be remedied by calling LHS Associates, the company that distributes the machines.

North Carolina: Two ‘Russian’ Ransomware Attacks Take Down Durham North Carolina City And County Government Systems | Davey Winder/Forbes

The same Russian ransomware that is thought to have been responsible for the City of New Orleans state of emergency last year has now struck Durham City and the County of Durham in North Carolina. As 2019 wound down to an end, the City of New Orleans was hit by a ransomware attack, thought to be attributable to Ryuk. That attack was severe enough for Mayor LaToya Cantrell to declare a state of emergency. Now the City of Durham and Durham County, in North Carolina, have had to shut down networks after being hit by the same Russian ransomware. The City of Durham and Durham County Government IT systems were subject to a successful cyber-attack late Friday evening, March 6. Malware detection systems kicked in to provide immediate notification of the attack, and networks were closed down to prevent further spread. The incident was described as a cyber malware attack, or rather “two separate attacks” at a press conference held by officials Monday, March 9. Thomas Bonfield, Durham City manager, said that while the malware had “been contained ” and the city was in recovery mode, “most city networks and phones remain intentionally offline during the initial stages of the recovery process.” Bonfield said that the National Guard cybersecurity team was helping with the recovery effort. It should be noted, however, that critical public safety systems, including access to the 911 network, remained operational thanks to the emergency cyber-attack remediation process.

Texas: Judge allows Dallas County recount of missed ballots to move forward | Alexa Ura/The Texas Tribune

A week out from Super Tuesday, a recount is moving forward in Dallas County. State district Judge Emily Tobowlowsky on Tuesday approved the county’s request to redo the tally of votes cast in the March 3 primary after it discovered that an unknown number of ballots from 44 tabulating machines were missed in the initial count. It is unclear how many ballots were missing, and if the missing ballots might affect the outcome of any races. Dallas County elections administrator Toni Pippins-Poole made the request for a recount late Friday after finding discrepancies in her vote count. The county will not recount all ballots cast in the election, but will reopen the tabulation on Wednesday to add the missing ballots to its initial tally. Dallas County officials realized they were missing votes when they were unable to reconcile the count of voters who checked in at some polling places and the number of votes recorded. The initial vote count was compiled from flash drives taken from the county’s tabulating machines. There were 454 polling places running on Election Day, and some sites had more than one machine into which voters fed their marked paper ballots to be scanned and tabulated. The county initially believed it had received flash drives from all of the machines distributed throughout the county, Pippins-Poole wrote in an affidavit filed with the court. But officials later discovered that ballots from 44 of the tabulating machines were “unaccounted for.”

At 8 a.m. Wednesday, Dallas County election employees will unseal dozens of boxes containing thousands of paper ballots from last week’s primary and feed them to a high-speed scanner. It’s an attempt to close a gap between the number of voters who showed up to the polls last week and the number of ballots originally counted. The re-do, approved by a judge Tuesday, is the latest development in a primary election that for months teetered on the brink of disaster behind the scenes as both parties scrambled to get enough election judges, while public officials hurled accusations, and ultimately left thousands of voters waiting in long lines late into the evening wondering if their vote was counted. Estimates put the number of ballots that will be counted Wednesday between 6,000 and 8,000 from 44 different polling locations spread across the county. Those were the ones the elections department identified as the root of the undercount. But that likely won’t change the outcome of any election given that they are a fraction of the total number of votes cast.

Wyoming: Secretary of State’s Office Awards Contract for Election Equipment to ES&S | The Cheyenne Post

Today the Wyoming Secretary of State’s Office announces that a final contract has been awarded to Election Systems & Software (ES&S) for the purchase of election equipment for all 23 Wyoming counties. New equipment will be in place for the 2020 Election. “Wyoming’s elections are held with integrity from beginning to end, and Election Day 2020 will be no different. After a diligent and thorough evaluation process, made possible thanks to an appropriation from the legislature in 2019, Wyoming has signed a contract, formed a new partnership and purchased the most secure and up-to-date voting equipment on the market.” said Secretary of State Edward Buchanan. A working group established by the Secretary of State’s Office chose ES&S after a competitive bidding process. The group included five current county clerks, one former county clerk and four staff members from the Secretary of State’s Office. “Security measures on election equipment have certainly advanced in the 15 years since the State of Wyoming last purchased equipment. Wyoming’s elections will benefit from these security advancements. Each ballot will be printed on paper – always creating an audit trail that can be used to confirm the accuracy of every single vote. Voting systems are air-gapped and will never connect to the internet,” said State Election Director Kai Schon. “ES&S has implemented the best security measures and their systems have been tried and tested over years of successful elections in Wyoming.”

Elections are complicated events, involving massive amounts of paperwork, thorny issues of law and a widely scattered cast of poll workers and ballot counters. In Washington State, which is holding its 2020 primary on Tuesday, there is another matter that officials are having to consider this year. “How long does coronavirus last in saliva that is on an envelope?” asked Kim Wyman, the secretary of state in Washington, the state hardest hit by the virus so far. Washington votes by mail, which eliminates most concerns about viral transmission, but also creates some. “We’re telling all of the people who handle incoming ballots to use gloves,” Ms. Wyman said. “We’ve also had a recommendation from National Guard: ‘Folks, you might consider masks.’” Voters have been advised to use a wet sponge or cloth to seal envelopes rather than licking them. But many were probably mailed in before it was clear how big a virus risk there was in the state. The leading Democratic presidential candidates, Joseph R. Biden Jr. and Bernie Sanders, both addressed questions on Sunday about how the virus might affect their travel and campaigning. Public health officials have said adults over 60 are most at risk and should avoid crowds. Mr. Biden is 77. Mr. Sanders is 78. President Trump is 73.

The mayor of Kansas City, Mo., was turned away from a polling place when he tried to vote in the state’s primary on Tuesday, a development he found frustrating and emblematic of broader problems with the American voting system. The mayor, Quinton Lucas, said on Twitter that he had been told he “wasn’t in the system” at a polling place he had used for more than a decade. The episode unfolded shortly after he made a video in which he discussed the importance of voting and encouraged people to show up at the polls. “If the mayor can get turned away, think about everyone else,” he wrote on Twitter. “We gotta do better.” The mayor’s experience was a high-profile hiccup in Missouri, one of the six states holding a primary or caucus on Tuesday — contests that could play a significant role in shaping the Democratic presidential race. Though Mr. Lucas said in an interview that he was later told that he was in fact on the voter rolls and had been turned away by mistake, he said the situation was illustrative of larger problems, namely how hard it can be to vote in America. Mr. Lucas, a Democrat who began his term in 2019, said he had used a utility bill to verify his identity, but during a 10-minute exchange with a poll worker, he was repeatedly told he could not be found on the voter rolls.

Just as the presidential primary season began, a government watchdog warned the Trump administration that it “urgently needed” to address problems with election security infrastructure. The Cybersecurity and Infrastructure Security Agency (CISA), part of the Department of Homeland Security, was to have finalized plans by January to support states and localities with their election security operations. That did not happen, according to a Government Accountability Office (GAO) report. While noting that state election officials generally “were very satisfied with CISA’s election-related work,” the report said the agency “is not well-positioned to execute a nationwide strategy for securing election infrastructure prior to the start of the 2020 election cycle” because it has not completed plans. As if to prove the point, shortly before the GAO findings were released in February, the Iowa caucuses ended in a debacle when a new app for reporting results failed, plunging the first contest of the season into disarray. Then, during Super Tuesday last week, voting machine malfunctions and other technical problems combined with higher than expected turnout, leaving some voters in Texas and California waiting hours to cast ballots.

National: Acting intelligence chief will not brief lawmakers on election security despite expectation he was coming | Alex Marquardt and Zachary Cohen/CNN

Acting Director of National Intelligence Richard Grenell said late Monday he will not be briefing lawmakers on Tuesday about election security despite being expected on Capitol Hill by members of Congress to be on the panel of the country’s most senior national security officials. Grenell had been due to appear alongside the other senior officials in a pair of classified briefings to all members of the House and Senate. A list of top agency officials obtained by CNN from two congressional sources and a person familiar with the plans listed Grenell alongside National Security Agency Director Gen. Paul Nakasone, FBI Director Christopher Wray and others. As of late Monday night, the list and guidance circulated to Congress had not changed. However, Grenell and the Office of the Director of National Intelligence denied that he would be briefing. Grenell’s office would not explain why his name was on the list sent around by multiple congressional offices, and did not respond to requests for comment until after CNN reported Grenell was expected to appear. In a message, Grenell told CNN the expectation was “fake info” and said the intention was always to send “experts.”

National: U.S. Vote Foundation Calls on Congress to Mandate a Nationwide “No Excuse” Vote-by-Mail Option Across All States for 2020 Elections

U.S. Vote Foundation (US Vote) today called for the United States Congress to issue a requirement that all states remove any and all barriers to vote-by-mail/absentee ballot request across all states at all levels, federal, state and municipal, for all 2020 elections including primaries, special, runoff and general elections. “Ensuring voters can vote from home is a responsible and forward-thinking policy action that Congress should include in its response to the current public health situation,” said Michael Steele, Chairman of US Vote and its Overseas Vote initiative. “It is impossible for voters to predict whether they will be healthy and able to vote in-person. They should be assured they can vote safely with an absentee vote-by-mail ballot.” US Vote’s State Voting Methods and Options shows that while 32 states allow voters to request a ballot by mail without providing a reason, or what is commonly called an excuse for not going to the polls, there remains 19 states and 5 territories that do not. These include high population states like Texas and New York.

Elections. They’re both a democratic necessity, and a health official’s worst nightmare. Candidates literally pressing the flesh, traveling from one site to another for weeks at a time shaking hands and kissing babies. And it’s all capped off by thousands of people all touching the same equipment while in a confined spaces. While there’s never really a good time for Coronavirus outbreak, the timing of U.S.’s small-yet-growing epidemic is particularly bad, falling right in the middle of primary season. While 18 states have already voted, more than two-dozen still have to — D.C. and Maryland included — and could face more challenging conditions if Coronavirus cases pick up steam. Maryland Gov. Larry Hogan declared a state of emergency this week after three Coronavirus cases were confirmed in Montgomery County. Some of those challenges were evident on Super Tuesday, when there were reports of poll workers in California and Texas not showing up to work over fears of contracting the virus. But in Virginia, which also voted on Tuesday, most election officials say there was no obvious impact on voter turnout and only slight accommodations had to be made.

In my last post I described a particularly efficient kind of risk-limiting audit (RLA) of election results: ballot-level comparison audits, which rely on a unique serial number on every ballot. The serial number should not be preprinted on the ballot where the voter can learn it, otherwise the voter could sell their vote, or be coerced to vote a certain way, and the buyer or coercer could learn the vote from the file of cast-vote records (CVRs). The solution, when central-count optical scan (CCOS) is used, is that the central-count optical-scan voting machine can print the serial number onto the ballot, as it scans and counts the ballot. But many jurisdictions use precinct-count optical scan (PCOS): the voter marks a ballot, and feeds it directly into the PCOS voting machine, where it is scanned, counted, and preserved in a ballot box. This has three advantages over CCOS: PCOS machines can alert the voter about overvotes, undervotes, or blank ballots, which gives the voter a chance to correct their ballot. PCOS tabulations are ready immediately at the close of the polls, which gives faster election-night reporting. PCOS tabulations give an additional safeguard against low-tech paper-ballot tampering: if the hand-to-eye recount of this batch does not match the results claimed by the optical-scanner, then one of them is wrong. The paper ballots themselves are the presumed ballot of record; State statutes should say that in case of disagreement we trust the paper by default, not the (possibly hacked or buggy) computers; but even so, a disagreement is important evidence of possible tampering that could be worth a forensic investigation. We don’t get this safeguard with central-count scanning of precinct-marked ballots. But PCOS machines are not equipped with serial-number printers. Why is that? It would be straightforward to add one to a standard PCOS design, and it wouldn’t much affect the price of the product (so I’ve been told by the vice president of a major voting-machine company). The reason is not that the vendors can’t or won’t make the product; it’s that PCOS-ballot serial numbers are not so straightforward to use in RLAs.

State Rep. Doug House on Monday floated the idea of the state treasury loaning funds to counties that can’t afford their share of the cost of purchasing new voting equipment for the Nov. 3 general election. House, a Republican from North Little Rock, tossed out this proposal during a meeting of the House State Agencies and Governmental Affairs Committee that also heard a pitch from Anna Claire Tilley, an 11th-grade student at Southside High School in Fort Smith, for Arkansas to implement online voter registration. Sixty-four of the state’s 75 counties had updated voting equipment for the March 3 primary election. These 64 counties included 10 that Secretary of State John Thurston’s office purchased new voting equipment for last year through Nebraska-based Election Systems & Software with the help of state funding made available under Act 808 of 2019 plus funding from most of those counties. Act 808 diverted $8.24 million in excess funds from the property tax relief trust fund to the county voting systems grant fund. The $8.4 million in state funds included about $2 million to reimburse Ashley, Benton and White counties for half of what they paid for their new equipment. (Act 808 also increased the homestead property tax credit from $350 to $375 per parcel.)

The State Election Board is challenging Athens-Clarke County’s decision to reject Georgia’s new statewide voting system. The state board called an emergency hearing for Wednesday on whether the Athens elections board broke several state laws when it voted 3-2 last week to switch to paper ballots filled out by hand instead of by machine. The State Election Board has the power under state law to order a $5,000 fine against Athens’ government for each violation of Georgia laws requiring a uniform statewide voting system. Secretary of State Brad Raffensperger is the chairman of the State Election Board. The Athens election board abandoned the state’s new voting touchscreens because of concerns that the large, brightly lit screens allow people to see voters’ choices from 30 feet away. The board cited state laws that allow for paper ballots when use of voting equipment is “impossible or impracticable.”

The ABC7 I-Team has learned that Matt Emmons, Illinois State Board of Elections IT director, has departed for a job in private industry. After authorities said the state’s voter registration database was breached by Russian attackers in 2016, resulting in the theft of several hundred thousand records, Emmons helped coordinate security operations before the midterm elections. “The most sophisticated threats we are facing are coming from outside the country,” Emmons told StateTech, an online government technology site, in 2018. “We consider the threat of nation-state actors and their near limitless resources the most threatening issue today. Most federal law enforcement agencies believe the foreign meddling with our election systems is going to continue.” Emmons explained that the first task after the breach was to ensure that there was no permanent hacking stake in the Illinois election system. “In the weeks and months after the attack, we worked with the FBI and DHS to confirm the attack was limited to the exfiltration of data,” Emmons said. Now Emmons is gone a week before the 2020 Illinois primary, having taken a position that is said to be in the insurance industry.

North Carolina: Ransomware Attack Hits Durham North Carolina City, County Governments | Lucas Ropek/Government Technology

Hackers of “Russian” origin targeted the city and county governments of Durham, N.C., over the weekend, hampering computer and communications networks with ransomware, according to local officials. The attack, which used the infamous Ryuk malware strain typically spread through malicious attachments in phishing emails, was carried out late Friday by a Russian hacking group, according to the North Carolina State Bureau of Investigations, one of the agencies looking into the attack. On the heels of a year with a precipitous rise in ransomware attacks on state and local government, the incident is one of several to occur in the first few months of 2020 that show the trend does not seem to be slowing.  City and county officials confirmed during a joint press conference Monday that the malware appears to have spread after internal employees clicked on infected emails.

Dallas County’s request for a recount of last week’s election after it discovered a discrepancy between the number of voters who signed in and the actual ballots counted will be heard by a district court judge on Tuesday. The county’s election chief, Toni Pippins-Poole, filed a request to reopen the election late Friday after ballots from 44 vote tabulating machines were not included in the final tally that officials had submitted, according to court papers. Without knowing how many votes are at issue, it’s unclear whether the outcomes of any races will change. State law stipulates that ballots must be counted continuously after the polls close. Once officials have stopped tallying votes, the election is considered completed. Even though the results are unofficial until county commissioners approve them, a judge must order any additional ballot counting. Judge Emily G. Tobolowsky will consider the recount request. Between the two parties, more than 317,000 ballots — 233,014 Democratic and 83,997 Republican — were counted last week, according to unofficial results on Dallas County’s election website. Democratic turnout, in particular, nearly hit a record — second only to 2008 when 298,612 Democrats voted.

Texas: Parker County Commissioner on Hart InterCivic voting machines: ‘We’re not going to tolerate this type of failure again’ | Autumn Owens/Weatherford Democrat

Parker County officials discussed voting machine failures that occurred at five locations on Election Day last week, saying what took place cannot happen again. The discussion took place during Monday’s meeting of the commissioners court and included comments from the elections administrator, county judge, party chairs, commissioners and a representative from Hart InterCivic, the vendor that owns the voting machines. “We had about 14,454 people vote in early voting and that went very smooth — we had seven sites and no major issues whatsoever, so early voting went very well. The problems occurred during Election Day,” Elections Administrator Don Markum said. “We had 13,401 people vote on Election Day at 37 poll sites. The issue we had was the scanners would not read some of the ballots. It was basically five whole sites that had this issue with a lot of the ballots not being able to be read — Santa Fe Baptist Church, ESD 6, Rock Baptist Church, Willow Park and Aledo ISD. Those five sites had major issues.”

Venezuela: Nearly 50,000 Voting Machines Burnt in ‘Terrorist Attack’ | Paul Dobson/Venezuelanalysis

An unknown militant group has claimed responsibility for a blaze which destroyed 99 percent of Venezuela’s electoral machines on Saturday. In a video message published on Twitter on Sunday, seven masked men calling themselves the Venezuelan Patriotic Front stated that the attack formed part of “Operation Sodom,” a reference to the biblical tale of the city destroyed by “divine judgement” on the Jordan River. The group goes on to justify the arson by alleging that electoral authorities have “violated the people’s rights through fraudulent elections.” In the same message, it also claimed responsibility for a fire last month at a state-run CANTV telecommunications center used in elections in Valencia, Carabobo State. While the origins and connections of the group remain unclear, its video message pledged further actions against government supporters and leaders, which it defined as being “military targets,” as well as issuing warnings about “what may occur” at the upcoming opposition march on Tuesday. Speaking Monday, National Constituent Assembly President Diosdado Cabello condemned the fire as a “terrorist attack.” Opposition leaders are yet to comment.

All voting machines these days are computers, and any voting machine that is a computer can be hacked to cheat. The widely accepted solution is to use voting machines to count paper ballots, and do Risk-Limiting Audits: random-sample inspections of those paper ballots to ensure (with a guaranteed level of assurance) that the election outcome claimed by the computers is the same as you’d get by an accurate count of the votes actually marked on the paper ballots. An RLA is any statistical/logistical method that guarantees a quantifiable risk limit. Most RLA methods are much more efficient than a full recount, but some RLA methods are more efficient than others, especially in close elections: the closer the margin of victory, the more ballots you have to random-sample to guarantee the risk limit. One simple method, the Ballot Polling Audit, randomly samples individual ballots from among all the batches of ballots in the entire election, and (by human inspection of the paper ballot) counts how many are for each candidate. If you sample enough ballots, and that “poll” comes out the same way as the outcome claimed by the voting machines, then you get real assurance. (If the “poll” doesn’t come out the same way, you can do a bigger poll or a full hand recount.)

The app failure that led to a chaotic 2020 Iowa caucus was a reminder of how vulnerable the democratic process is to technological problems – even without any malicious outside intervention. Far more sophisticated foreign hacking continues to try to disrupt democracy, as a rare joint federal agency warning advised prior to Super Tuesday. Russia’s attempt to interfere in the 2016 election has already revealed how this could happen: social media disinformation, email hacking and probing of voter registration systems. The threats to the 2020 election may be even more insidious. As I explain in my new book, “The Internet in Everything: Freedom and Security in a World with No Off Switch,” election interference may well come through the vast constellation of always-on, always-connected cameras, thermostats, alarm systems and other physical objects collectively known as the “Internet of things.” The social and economic benefits of these devices are tremendous. But, in large part because the devices are not yet adequately secure, they also raise concerns for consumer safety, national security and privacy. And they create new vulnerabilities for democracy. It is not necessary to hack into voting systems themselves but merely co-opt Internet-connected objects to attack political information sites, stop people from voting, or exploit the intimate personal data these devices capture to manipulate voters.

Top tech officials working for Joe Biden’s campaign aren’t taking any second chances following the 2016 hacking of the Democratic National Committee. The campaign is constantly trying to fend off email phishing attacks that could give hackers inside access to the campaign’s data, according to Dan Woods, the Biden campaign’s chief technology officer. “The most famous thing to come out of 2016 was phishing,” Woods said at an election security conference in Philadelphia on Thursday. “Besides misinformation and disinformation, phishing remains, without question, the biggest threat we face.” That acknowledgment reflects Democrats’ difficult lesson from the last presidential cycle, when Russian hackers targeted dozens of DNC addresses with legitimate-looking emails designed to entice unwitting staffers into compromising their own security. They also targeted Hillary Clinton’s campaign chairman, John Podesta, obtaining tens of thousands of emails that were later published by WikiLeaks.

The security of our elections is top of mind for practically every voter in the US. With the state primaries underway, all eyes are on our electronic (and in some cases mobile) voting systems to understand if malicious attacks are happening — and if our systems are able to defend against them. Most experts agree that we are unprepared and underfunded when it comes to securing our elections — which should concern us all. A big problem is that when we look at the entire ecosystem of the national election process, we don’t treat it the same way we treat business systems. This is a mistake. Voting is a business of our state governments. And the most valuable asset for states is voter information — similar to the customer information and data assets of a for-profit business (which are increasingly safeguarded by data privacy regulations). To modernize our current model of election management, trust, and security, it’s important to examine three interrelated pillars for state governments: technology, people, and attitudes.

Jefferson County election officials, with the March 3 primary behind them, are looking toward what lies ahead as they continue struggling with old touchscreen voting machines that have become balky and prone to failure. Last week, on Super Tuesday, those shortcomings became apparent as technicians struggled to power the machines up and as poll workers struggled to keep them operating. According to Election Commissioner Stuart “Stu” Soffer, a number of poll judges said they won’t be back until the machines are replaced. The voting machines that Jefferson County uses are iVotronic touchscreen voting machines that were purchased from Election Systems & Software more than 15 years ago and were donated to the county from other counties that had upgraded to the new ExpressVote equipment after Jefferson County lost most of its iVotronic machines to water damage in 2018. The total cost of the 140 machines Soffer said the county needs, according to an estimate supplied by the Jefferson County Election Commission, is nearly $940,000. According to a formula worked out by the secretary of state’s office, to purchase the machines, the state would put in $618,434 from federal grant funds, leaving Jefferson County to come up with the remaining $321,367 — money that both Soffer and County Judge Gerald Robinson have said the county does not have.

Local election officials spent one decade and $300 million to design an innovative voting system that many experts thought was the future of elections. But at vote centers throughout the sprawling city on Super Tuesday, some Angelenos waited for more than three hours to cast their ballots. The frustration was hard to ignore as more than 100 people stretched down South Broadway around noon, queueing in front of the opulent Ace Hotel in LA’s Theatre District. Inside, there were just four working voting machines and two check-in stations. One voting machine had been broken since Saturday, but the county had not yet sent anyone to fix it. Los Angeles County is the first jurisdiction to own and design its own voting system. Officials ditched paper ballots for hybrid paper-electronic machines built for accessibility, while also allowing voters to cast their ballots in any vote center, the county’s term for a location where people can vote or drop off a ballot. With more voters than 42 states, the county could provide a template for other jurisdictions looking to develop an accessible voting system that doesn’t skimp on security. This week’s botched rollout could complicate that prospect.

California Secretary of State Alex Padilla has asked Los Angeles County to mail out ballots to its 5.5 million voters after a disastrous rollout of the county’s $300 million voting system Tuesday in which some voters were greeted with downed computer terminals and wait times bordering on four hours. In addition to asking LA County to mail out ballots for the November election, Padilla offered other recommendations Thursday including increased equipment at vote centers as well as more staff that is better coordinated and trained. “With only eight months until the November General Election, it is critical that these issues are addressed in a timely and efficient manner,” Padilla said.The March 3 primary was the first election in which voters used LA County’s new $300 million electronic voting system. Voters should have been greeted by polling place staff with touchscreen tablets who would then direct citizens to a nearly paperless voting machine. Vote centers throughout LA County were open for 11 days before Super Tuesday and voters were not restricted to a center near their home. Unlike in previous years where more than 4,500 polling places were open throughout the county, this election saw about 1,000 open vote centers. Meanwhile, the county is one of just 14 counties participating in the Voter’s Choice Act which gives greater flexibility to local election offices for early voting, but the county does not mail every registered voter a ballot.

Bernie Sanders supporters who complain that the Democratic primary contest is rigged may have an ironic point. Look how he was denied what might have been a bigger victory in California on Super Tuesday that would have countered Joe Biden’s Eastern U.S. rout narrative. Blame incompetent progressive government. California’s tally at our deadline Friday had Mr. Sanders with 33.6% of the statewide vote to Mr. Biden’s 25.3%. But about three million mail-in and provisional ballots still have to be counted, and the state has until April 10 to certify results. So we won’t know how many of California’s 415 delegates Mr. Sanders won for another month or so. Experts predict Mr. Sanders will win most of the uncounted ballots since young people often vote late. But the delayed results will dampen the benefit he might have gained from his California victory on Super Tuesday’s election night. Not that his friends on the left in Sacramento care. “In the state with the largest electorate in the nation, the vote count does not end on Election Night—and that’s a good thing,” declared Secretary of State Alex Padilla on Tuesday. Mr. Padilla is trying to put a positive spin on California’s voting fiasco. Lawmakers recently overhauled election procedures in the name of making it easier for young people and Hispanics to vote. Yet the result was the opposite, and Mr. Sanders is the victim.
