Arkansas: Group submits petitions calling for term limits in state | Arkansas Democrat-Gazette

The sponsors of a proposed constitutional amendment that would limit state lawmakers to serving 10 years said Friday that they have collected more than 135,000 signatures of registered voters in their attempt to qualify their measure for the Nov. 6 general election ballot. Thomas Steele of Little Rock, chairman of the Arkansas Term Limits committee, signed an affidavit stating that the committee turned in 135,590 signatures on parts of 19,714 petitions to the secretary of state’s office. To qualify for the ballot, sponsors of constitutional amendments are required to collect 84,859 signatures of registered voters. Friday was the deadline for sponsors of ballot measures to turn in their petitions.

Colorado: Nearly 7,000 unaffiliated Colorado voters nullified their primary votes by turning in ballots for both parties | Associated Press

One in 42 unaffiliated voters who tried to participate in Colorado’s first-ever open primaries flubbed it by submitting both Democratic and Republican ballots — ensuring neither was counted. But state election officials, who released numbers Friday, consider the lower-than-expected 2.4 percent ballot rejection rate a success for the inaugural run of the new law in the June 26 primary elections. A total of 293,153 unaffiliated voters returned mail ballots across the state, and 6,914 of those envelopes contained completed ballots for both parties, resulting in their nullification. Backers of Initiative 108, which Colorado voters approved in 2016 to open primaries to unaffiliated voters, praised the outcome in a news release. But they and election officials also said they’d work to lower the rejection rate in future primary elections.

Georgia: Federal judges rule Georgia can use redrawn lines amid redistricting challenge | Associated Press

Georgia’s gerrymandering issues were recently examined by a federal court. The panel of judges ruled Georgia can continue using current district lines pending the outcome of a lawsuit alleging racial gerrymandering in two state House districts. The federal lawsuit says the Republican-led legislature unconstitutionally drew the metro Atlanta districts in 2015 to increase the percentage of white voters and decrease the percentage of black voters. The majority opinion issued in June by a three-judge panel calls the evidence raised in the lawsuit “compelling” but says it falls short of documenting intent to depress black voter strength. For that reason, the opinion says, it’s not appropriate to issue a preliminary injunction to keep the redrawn boundaries from being used while the lawsuit is pending.

Iowa: Arguments Presented in Voter ID Lawsuit | Iowa Public Radio

Petitioners challenging Iowa’s voter ID law were in Polk County District court Friday, urging a district judge to temporarily halt enforcement of parts of the law. Ames resident Taylor Blair and the League of United Latin American Citizens of Iowa are suing Iowa Secretary of State Paul Pate over the law.  The requirements in the law to show identification at the polls don’t go into effect until next year.  But on Friday, lawyers for the plaintiffs argued for a temporary injunction to stop the parts of the law that are already in effect dealing with absentee ballots.

Kentucky: Department of Justice Announces Settlement with Kentucky Ensuring Compliance with Voter Registration List Maintenance Requirements | Imperial Valley News

The Department of Justice Thursday announced that it recently entered into a settlement with the Commonwealth of Kentucky, the Kentucky State Board of Elections, and the Kentucky Secretary of State, resolving the Department’s claims that Kentucky was not complying with the voter registration list maintenance procedures set forth in Section 8 of the National Voter Registration Act of 1993 (NVRA). Under the terms of the settlement, Kentucky will develop and implement a general program of statewide voter list maintenance that makes a reasonable effort to remove the names of registrants who have become ineligible due to a change in residence in accordance with Section 8 of the NVRA and state law.

Maryland: Elections board and MVA reach agreement on number of voters whose information wasn’t transferred on time: 83,493 | Baltimore Sun

The State Board of Elections and the Motor Vehicle Administration appear to have reached agreement on the number of voters whose changes of address or party registration weren’t properly recorded in time for the June 26 primary elections. The number is 83,493, according to deputy elections administrator Nikki Charlson. The MVA put out a statement agreeing with the number. That’s fewer than had been reported by the elections board as of June 28, but more than the number used by the MVA. The elections board at one time reported that the information of almost 87,000 voters had been collected by the MVA but not passed on to the elections board. The cause, both agreed, was a computer glitch.

The Boston City Council will consider ways it can let noncitizens vote in city elections tomorrow in a hearing on a controversial measure being pushed by Council President Andrea Campbell. “All members of a community should have the right to participate and be included in the governance of that community,” Campbell’s order states, noting that Boston has a foreign-born population of more than 190,000, or 28 percent. Her order also states that non-U.S. citizens paid $116 million in state and local taxes and generated over $3.4 billion in spending, according to a 2015 city report.

North Carolina: A little-noticed ballot change could have a big impact this year | Charlotte Observer

A little-noticed bill passed by lawmakers last month could have a big impact on the race for North Carolina’s Supreme Court. The bill, now law, will put Democrat Anita Earls’ name last on the ballot for the court contest. It would have come first under the old law. Studies have shown ballot order favors the candidate listed first, and could make a difference in a close race. That change comes on the heels of another new law that puts all judicial races — including the Supreme Court — at the bottom of the ballot behind other races.  “It’s clearly done in the hopes of Republicans that ballot fatigue will kick in, and that will result in a drop-off of votes for those offices at the bottom of the ballot,” said Wayne Goodwin, the state Democratic chairman.

North Carolina has consistently ranked high in election integrity since we passed a tough verified voting law in 2005. But – in the name of “competition” – some folks want to take us back to the bad old days before the law was passed, when our standards were low to non-existent. We can’t let that happen. Prior to 2005 our counties used 18 different types of voting machines, vendor support was infrequent, maintenance was limited, training was sparse, and security was a joke. Each county did their own thing with ballot printing, and few complied with federal laws and standards. In 2004, we saw many election problems that came largely from decades of not having or complying with election integrity standards. We had a Florida-style meltdown in Carteret County when 5,000 votes were lost at one early voting location, which almost forced a $7.5 million statewide redo election. After the meltdown, the General Assembly in August 2005 passed the Public Confidence in Elections Act with unanimous bipartisan support. The law created statewide standards administered by the State Board of Elections.

In years past, you might have mistaken these preparations as defense against a foreign invasion. But in Washington, in 2018, this is what officials are doing to safeguard the state’s elections systems. Roughly a year after Russia’s interference in the 2016 presidential elections, federal officials announced that Russian hackers had targeted the election systems of at least 21 states, including Washington.

Cambodia: Cambodia claims its election will be fair. Civil society says otherwise | Asian Correspondent

Liberal, pluralistic, democratic, peaceful, free, fair, and non-violent. These were the words used by a Cambodian state-affiliated press office to describe how the government will conduct the general election scheduled to take place on July 29, 2018. Campaigning starts on July 7. A video produced by the Press and Quick Reaction Unit of the Office of the Council of Ministers even boasted that the upcoming election “could be considered one of the best Election (sic) in Cambodia’s history.” The video was likely intended to address the criticism from local and global civil society groups with respect to the deteriorating state of democracy in Cambodia. The Cambodian People’s Party has been in power for 33 years under the leadership of Prime Minister Hun Sen, who is considered to be Southeast Asia’s longest-serving head of state.

Mali: Presidential election campaign kicks off amid tight security | Africanews

The official campaign to become president of Mali kicked off on Saturday under heightened security, three weeks before election day in the West African nation. Mali’s incumbent president Ibrahima Boubacar Keita, who took office in 2013, and opposition frontrunner Soumaila Cisse are expected to be the two main candidates in the July 29 polls out of a field of 24 hopefuls. More than 30,000 security and defence officers have been mobilised, according to the interior ministry, to “secure candidates on the ground and voting operations”, amid fears of possible jihadist attacks.

Malta: Malta facing renewed calls to end voter disenfranchisement | The Malta Independent

With the European Parliament elections just round the corner, Malta is facing renewed calls to end the disenfranchisement of Maltese nationals who live overseas. The European Commission has repeatedly called on Malta and the five other countries to stop disenfranchising citizens by not allowing them to vote unless they reside in their home countries. The others are: Cyprus, Denmark, Germany, Ireland, and the United Kingdom. In Malta, the issue is a bone of contention each time a general election rolls around, with political parties lodging court cases to have certain people struck from the electoral register under the voter registration rules in place.  Citizens are disenfranchised unless they have resided in Malta for at least six months within the last 18 preceding their registration to vote.

Nicaragua: Ortega nixes early election as crisis solution | Associated Press

Nicaraguan President Daniel Ortega is rejecting calls for early elections as a solution to a political crisis in which more than 250 people have been killed amid a heavy-handed crackdown on protests. Ortega said late Saturday that the Central American country’s constitution sets the rules and they “cannot be changed overnight.” He said protesters who are demanding he leave office are “coup mongers” and said they should “seek the vote of the people” if they want to govern.

South Sudan: U.S. condemns effort to extend South Sudan president’s term | Reuters

The United States on Thursday condemned a bill proposed by South Sudan’s government that would extend President Salva Kiir’s term for three years. “The draft bill undermines ongoing peace talks with opposition groups and civil society,” a State Department official, who spoke on condition anonymity, said. Backed by the United States, South Sudan gained independence from Sudan in 2011. Fighting broke out two years later over a political disagreement between Kiir and his former vice president Riek Machar. Tens of thousands of people have since been killed and over three million forced to flee their homes.

Taiwan: Taiwan prepares for spike in Chinese cyber-attacks in lead-up to elections | Taiwan News

Taiwan is preparing for a drastic increase in Chinese cyber-attacks in a bid to influence the result of Taiwan’s municipal and local elections on November 24, 2018 and 2020 presidential election. “We anticipate in the run-up to elections at the end of this year and continuing until the 2020 presidential elections Taiwan will become a global hotspot for cyber attacks and fake news,” said a spokesperson for President Tsai-ing wen (蔡英文), reported the Financial Times of London. Recent months have seen an increase in Chinese-led cyber-attacks against Taiwan, with the most public example being the hacking of the Democratic Progressive Party (DPP) website on July 3. According to a Taiwanese cyber security official, the majority of cyber attacks against Taiwan originate in China, and that China instigates up to 40 million cyber attacks against Taiwan per month.

National: Senate report affirms intelligence community’s conclusion that Russia favored Trump over Clinton | The Washington Post

A Senate panel investigating Russia’s interference in the 2016 presidential election released Tuesday a written summary of its determination that the U.S. intelligence community correctly concluded Moscow sought to help Donald Trump win. The Senate Intelligence Committee’s report affirms conclusions that its members first announced in May. It stands in sharp contrast with a parallel investigation by the House Intelligence Committee, whose Republican members questioned the intelligence community’s tradecraft in concluding the Kremlin aimed to help Trump. The Senate panel called the overall assessment a “sound intelligence product,” saying evidence presented by the FBI, CIA and National Security Agency supported their collective conclusion that the Russian government had “developed a clear preference for Trump” over his opponent in the race, Hillary Clinton. Where the agencies disagreed, the Senate panel found those differences were “reasonable.”

National: White House uses Twitter account to push back at Democrats | Associated Press

The White House is using its official Twitter handle to target Democratic lawmakers who have criticized President Donald Trump’s immigration policies, drawing complaints that government resources are being used to undercut potential 2020 presidential rivals. The White House Twitter handle, which has more than 17.3 million followers, falsely accused California Sen. Kamala Harris on Monday of “supporting the animals of MS-13,” a violent gang that the president has sought to eradicate. In a separate tweet, the White House account erroneously asserted Massachusetts Sen. Elizabeth Warren was “supporting criminals moving weapons, drugs, and victims” across the border.

Arizona: Challenge filed to law barring collecting of mail-in ballots | Associated Press

Another legal challenge has been filed to a 2016 law that bars groups in Arizona from collecting early mail-in ballots from voters and delivering them as part of get-out-the-vote efforts. The lawsuit filed Tuesday seeks to bar officials from enforcing the law and alleges the statute is unconstitutional because it’s trumped by federal law. It argues the state is trying to regulate the delivery of mail-in ballots, even though federal law lets private citizens mail items that belong to others if they do so without getting paid. Nearly two months ago, a federal judge rejected another attempt to overturn the Arizona law, ruling that the people who challenged the law didn’t prove that the election practices unjustifiably burden voting or were enacted to suppress minority turnout.

Florida: Challenge to early voting ban on campuses heading to court | Florida Politics

A federal judge has set a hearing for this month in a case by university students seeking to overturn the state’s ban on early voting at public college campuses. Mark Walker, now chief judge of the U.S. District Court for the Northern District of Florida, will consider their motion for a “preliminary injunction to prevent Secretary of State Ken Detzner from enforcing” the ban. That’s at 9 a.m. July 16, dockets accessed Thursday show. The hearing will be held in the U.S. Courthouse in downtown Tallahassee. A reply to a motion to dismiss also is due this Friday, dockets show.

Gov. Jeff Colyer said Thursday that he thinks the state has a good chance of winning an appeal of a federal court ruling striking down a state law requiring people to show proof of U.S. citizenship to register to vote, especially now that Kansas Attorney General Derek Schmidt’s office has taken over the case. “I think the attorney general will do a fine job, and I intend to win this. I think it’s an opportunity for us to win this thing,” Colyer told reporters Thursday.

Maryland: Maryland’s Big Primary Election Snafu | The American Prospect

On June 26, Maryland officials counted votes and released results on primary election winners, but the election is far from over: just over 1 percent of all votes cast have yet to be counted. Due to a glitch in the state’s Motor Vehicle Administration (MVA) online and kiosk systems, more than 80,000 Marylanders had to cast provisional ballots because the system didn’t update their voter information changes in time for the primary on June 26. One of those voters was Erin Bowman. A Baltimore resident, Erin went to the First English Lutheran Church in Guilford, Maryland, (which was in her congressional district) to vote in the primary. Since first registering to vote over a decade ago, Erin has never missed an election, and has always done her research on ballot questions and candidates, so she went to her polling station well-prepared. Upon arriving, Erin was told by a polling staffer that because of her recent move to the area, she had to vote on a provisional ballot.

The teenage voice in the state of Michigan could become more powerful if legislation recently introduced passes. The legislation, introduced by Sen. David Knezek (D–Dearborn Heights) and Rep. Yousef Rabhi (D–Ann Arbor) aims to lower the voting age to 16, which, if passed, would make Michigan the first state to expand voting rights to any state-elected office for this age demographic. Senate Bill 1064, Senate Joint Resolution T, House Bill 6183 and House Joint Resolution KK were introduced to provide a larger civic engagement platform for the increasing number of young people who are actively and aggressively participating in the political process.

Texas: Texas elections to move forward without changes to state House district map despite racial gerrymander finding | The Texas Tribune

The 2018 elections will move forward without any tweaks to Texas’ political maps. Following the U.S. Supreme Court’s ruling to uphold all but one of the state’s political districts, a three-judge federal panel in San Antonio on Tuesday ordered that the state’s maps should stay in place for this year’s elections despite outstanding issues with House District 90. The Tarrant County-based district was the sole exception the Supreme Court made in OK’ing the state’s maps last week. That district, which is held by Democratic state Rep. Ramon Romero, was deemed an impermissible racial gerrymander because lawmakers illegally used race as the predominant factor in deciding its boundaries.

Utah: Lt. Governor asks Utah Supreme Court to keep Count My Vote off the November ballot | KSTU

Utah’s Lt. Governor is defending the law that allows voters to remove signatures from a citizen referendum petition. In a new court filing before the Utah Supreme Court, Lt. Governor Spencer Cox pushed back on Count My Vote’s request to strike down a portion of election law dealing with signature removal. Count My Vote, which would allow political candidates to gather signatures and skip the caucus-convention system that political parties prefer, failed to qualify for the November ballot after enough voters removed their signatures following an opposition campaign by a rival group called Keep My Voice.

Europe: Parliament backs a modernized EU Electoral Law | EU Reporter

The purpose of the updated electoral law is to boost EU citizens’ participation in the European elections and enhance the European character of the procedure. The new measures were endorsed by 397 votes to 207 against, with 62 abstentions. Among the new provisions, Parliament approved a proposal to introduce a mandatory threshold for constituencies with more than 35 seats. This threshold must not go below 2% and not exceed 5% of the votes cast. The new rule will also apply to single-constituency member states with more than 35 seats. Of the EU countries with more than 35 seats, all except Spain and Germany have a statutory electoral threshold for the EU elections. These two countries will now have to comply with the new obligation and introduce a threshold in time for the European elections in 2024, at the latest.

While 20 different political parties will vie for votes at Cambodia’s national elections on July 29, the contest will be by any honest measure a one-horse race. Prime Minister Hun Sen and his ruling Cambodian People’s Party (CPP), now in power for more than 33 consecutive years, eliminated the only serious competition ahead of the polls but will be hard-pressed to portray the elections as a legitimate expression of the popular will. The 19 other parties contesting the elections are seen by many as either proxies set up by the ruling party in an attempt to give the election a veneer of legitimacy, or too small and with too few followers to carry any seats.

Those infatuated with the technology-driven Electronic Voting Machines (EVMs) fail to realise that elections are synonymous with democracy and are meant to translate the consent of the citizens into governmental authority. To achieve this, elections should be held in strict conformity with democracy principles. … EVMs that are being presently used to conduct elections may be devices of technology excellence. But the moot question is ~ do they comply with the principles of democracy? The answer is: No. The Federal Constitutional Court of Germany in a landmark judgment in March 2009 held the use of EVMs unconstitutional if they do not comply with the ‘Democracy Principles’. The Court did not strike down the EVM ,but left it to the government/election authority to determine whether or not the machines comply with the principles of democracy. These authorities determined that EVMs do not and went back to the ballot paper. Many other countries followed.

Libya: Party chief warns of ‘fake voters’ due to ID card scam | Reuters

The head of one of Libya’s main political movements has alleged widespread fraud involving national identity cards, saying this could jeopardize elections that may be held late this year. Mahmoud Jibril, a former interim leader of the country, called for a thorough investigation into the abuses which could also have led to hundreds of thousands of fraudulent claims for welfare payments. The United Nations and rival Libyan factions say they hope presidential and parliamentary elections can be held on Dec. 10 in a step toward reunifying and stabilizing Libya, which has been in turmoil since a NATO-backed revolt toppled Muammar Gaddafi in 2011.

Mexico: Authorities mulling $10 million fine for election victors | Reuters

Mexican President-elect Andres Manuel Lopez Obrador’s party could face a $10 million fine for violations of campaign finance rules, the national electoral institute said on Wednesday following the group’s wide-reaching election victory. Lopez Obrador, a former Mexico City mayor who has vowed to root out corruption and make government contracts transparent, on Sunday won by a landslide while his leftist National Regeneration Movement (MORENA) took an outright majority in Congress. The possible fine of more than 197 million pesos, slated to be put to a vote by the National Electoral Institute (INE) on July 18, would be the largest related to campaign financing for the recently concluded election season.
