According to the complaint, Saar was receiving royalties for a polling place device while DuPage was doing business with the company that sold the device. Saar helped write the software for “Ask Ed,” an election device. He failed to disclose this relationship to the county, the complaint says.

“How can Florida, North Carolina and so many other states already have op scan, but we can’t do it here in Maryland?” ~ Gail Ewing of Potomac is a retired at-large Montgomery CO. Council member. The answer is – Linda Lamone. Maryland had the money to buy the optical scanners back in 2006. Then Governor Ehrlich allocated $28.5 million for optical-scanners in March 2006. But State Election Chief Linda Lamone spent the money on Diebold electronic poll books instead, causing nothing but problems for judges when the poll books malfunctioned. Lamone was later censured by the next Governor O’ Malley for allowing Diebold to use her picture and endorsement in sales literature featuring the poll books.

Web site problems, corrupted voting-machine memory cartridges and the late arrival of ballots from Delray Beach delayed the posting of complete election results until just after midnight following Tuesday’s municipal elections.

The company that hosts the site, Tampa-based SOE Software, said a file uploaded from the supervisor’s office at 8:15 p.m. had become corrupted. The file finally uploaded at 9:20 p.m. The supervisor’s Web site was subsequently updated four more times by 12:19 a.m. Wednesday, according to SOE Software records.

Memory cartridges affecting five Jupiter precincts as well as precincts in Palm Beach Gardens and Tequesta were corrupted and could not be read. That problem typically happens when poll workers neglect to shut down the voting machines before removing the cartridges.
Bucher’s office got the results from those precincts by doing a machine count of the paper ballots, which serve as a backup. The count for Jupiter ended just before midnight.

It’s not the first time problems have plagued the cartridges. During a special congressional primary in February, seven voting machine memory packs were corrupted, affecting nine precincts.

Texas’ elections were a mess yesterday. There were issues with polling places being moved, some not opening, and some opening late. Voting was delayed at one location where poll workers couldn’t get the voting machines started. There were voting machine software problems and some contests had to be counted manually – where votes could be counted manually. Wrong electronic ballots went out to one polling place but paper ballots were used instead. Some election workers were in over their heads dealing with the electronic voting machines….

New York’s new optical scan machines, the ES&S DS200 and Dominion ImageCast will treat overvotes in a way that threatens the voting rights of millions of New Yorkers. The machines do not automatically return overvoted or otherwise erroneous ballots to the voter for correction. A recent Florida study showed that “the ES&S DS200 (the only system in Florida which did not automatically return overvoted ballots to voters) had an overvote rate on Election Day 2008 that was eighteen times higher than that of the systems used in other Florida counties”.

WEST PALM BEACH — After a counting glitch led to a long night and morning of shifting results, Ed Lynch emerged Wednesday as the winner of Tuesday’s special congressional District 19 GOP primary by 0.56 percent — just enough to avoid a recount against runner-up Joe Budd.

Palm Beach County Elections Supervisor Susan Bucher said nine votes for Budd and four votes for Price were properly counted on the electronic cartridges that are retrieved from ballot scanning machines at each precinct. But other cartridges in other scanners at those precincts could not be read, Bucher said. In response, elections staffers took all the ballots from those precincts — including the few ballots that had already been properly counted — and scanned them at the elections tabulating center in Riviera Beach.

After posting the incorrect totals on the elections Web site late Tuesday, Bucher said elections officials realized the mistake when they compared vote totals to the number of “ballot accounting forms” filled out at each precinct to keep track of how many ballots are voted and how many are left over.
