A former Dane country prosecutor will finally be looking into Nickolaus’ conduct. And by conduct, I mean misconduct, including open ballot bags with no secure chain of custody, voter rolls with tags that don’t match ballot bags, a canvas called a day early which took place with Nickolaus never telling the other canvassers about the “lost” votes for two days during the canvas and much more.

As the Wisconsin recall elections kicked off yesterday, voters were greeted with a test run of the new photo ID law. The “soft implementation,” as officials were calling it, was an effort to get voters used to the real photo ID requirements, which will go into effect next year. Everyone who votes in the recall elections this year will be asked to show ID. If you don’t have one, you’ll still be allowed to vote and will be given a flyer on the new requirements and how to meet them.

The Government Accountability Board estimates that educating Wisconsin voters will cost about $750,000, not including the price of the IDs or infrastructure such as increased poll hours and worker training.

Automated telephone calls to Democrats placed on a primary election day could be adding to an already confusing and controversial election day in Wisconsin.

Wisconsin Right To Life began placing calls to Wisconsin Democrats stating they will be sent applications for absentee ballots for an upcoming election.
The phone calls, which were traced to a telemarketing company in Virginia, carried the following message from Wisconsin Right to Life executive director Barbara Lyons:

Hello, this is Barbara Lyons from Wisconsin Right to Life. I'm calling today to let you know that you will be receiving an absentee ballot application for the upcoming recall elections in the mail in the next few days. These recall elections are very important and voting absentee will ensure that your vote is counted and that we can maintain a pro-family, pro-life state Senate. We hope that we can count on you to complete that application and send it back to us within seven days. Thank you for your support. Wisconsin Right to Life can be reached by calling 877-855-5007.

Six fake Democratic candidates put up by the Republican Party to buy time for Republican state senators subject to recalls accomplished that job Tuesday, but none of them did the unexpected and knocked off a real Democrat.

Candidates backed by the Democratic Party won all six Senate primary elections, all but one of them by substantial amounts. They'll all go on to face the Republican incumbents on Aug. 9, in an attempt by Democrats to regain control of the state Senate and put the brakes on Gov. Scott Walker's agenda. That the primaries were held at all is a function of the twists and turns of political strategy played out in recent months as the state broke into warring camps over Walker's attempt to restrict collective bargaining for public employees.

The Republican Party forced the primaries to give its six senators facing recall another four weeks before facing a Democratic challenger, in order to allow them to take their case to the voters and argue that their work on the budget was good for the state.

At least a few area voters have been confused by a new rule governing absentee voting. Yvonne and George Nelson of Menomonie planned to cast absentee ballots for the 10th Senate District recall primary Monday before taking a trip out of town.

But they were politely told at the Dunn County Courthouse that they couldn't vote absentee because under the new voter ID law, they needed to vote by Friday. Before the new law had been passed, the deadline was the day before the election.

"I'm furious," said Yvonne Nelson, who had been unaware of the change. "I feel disenfranchised. We either have to drive a couple hundred miles to come back to town or not vote. "My husband said he's not driving back 200 miles at $4 a gallon."

After poorly sealed and torn ballot bags became one source of concern during the recent Supreme Court recount, Waukesha County Clerk Kathy Nickolaus plans to introduce new, more secure bags.

She said the bags are made of tougher plastic and are comparable to bags used by banks, with an adhesive tape closing that would reveal signs of tampering. Ballots from individual polling places are bagged after they're counted on election night and stored either at municipal halls or with the county clerk until results are final and uncontested.

About 20 Glendale voters tried to cast recall primary ballots Tuesday at Milwaukee City Hall, a Milwaukee election official said.

The mixup apparently was part of the confusion triggered by the North Shore suburb's decision to consolidate all of its polling places at Glendale City Hall for Tuesday's Democratic primary. State Rep. Sandy Pasch (D-Whitefish Bay) is facing Gladys Huber, a Republican running as a Democrat, for the right to challenge Sen. Alberta Darling (R-River Hills) in the Aug. 9 recall election.

Wisconsin's divisive law ending most public-sector collective bargaining set in motion the biggest lawmaker-recall vote in state history, officials said.

Nine recall elections -- beginning Tuesday with primaries in six state Senate districts -- is "nothing like anyone in Wisconsin or, for that matter, the nation, has seen," state Government Accountability Board spokesman Reid Magney told The Wall Street Journal.

And unlike in most states, Democratic challengers to six targeted Republican lawmakers are opposed by six Republicans running as Democrats -- under Wisconsin's open-primary system, which lets anyone of any party run in any primary.

Weix faces Shelly Moore, a teacher and state teachers union official from River Falls, in Tuesday's Democratic primary election. “We have the opportunity, and we might as well use it,” Garza said in a phone interview Sunday.

Voter Photo ID is now the law in Wisconsin. Starting next year, voters will be required to show a photo ID in order to receive a ballot and vote. While it's not in place just yet, the new law will still have an impact on this summer's recall elections.

Ahead of Tuesday's primary recall elections, area poll workers are undergoing intense training with the passage of the new Voter Photo ID law. Poll workers are required to ask people for photo identification, even though it's not mandatory yet.

“If people don't have photo identification with them then they're required to give them information on what they can bring for photo identification for next spring. The ACLU of Wisconsin is using local food pantries as a means to gather data about the impacts of the recently passed voter ID bill. Outspokenly opposed to the voter ID bill in Wisconsin, the ACLU of Wisconsin called the measure the “the worst and most restrictive we’ve seen,” explaining that the bill would “deny potentially thousands of voters the right to freely cast a ballot based on the non-existent problem of so-called voter fraud.” When the bill was signed into law on May 26, the ACLU went right to work to prepare a lawsuit like the one they filed recently in Ohio.

Their first step was to gather data. And what better place to find all those “disenfranchised voters” than at a food pantry.

JoAnne Balthazor can't remember ever not voting in an election — it's that serious of a civic duty to her. That's why Balthazor, 69, a retired postal clerk from Madison, was getting a state-issued photo identification card Friday at the Division of Motor Vehicles Center on the city's Far East Side.

A new state law requires residents to show photo identification to vote. Balthazor does not have a driver's license — a physical disability prevents her from driving — and so needed to find another way to prove her identity.

The law includes a clause that allows residents to get a state photo ID card for free if they need it to vote. The cost is $28 otherwise. Friday was the first day the cards were available for free. Balthazor, who waited an hour and 51 minutes to get to a window, was not pleased with the process or the law.

"This is what people are going to have to go through," she said. "I think a lot of people are just going to say the heck with it and leave."

The Government Accountability Board was given nearly $2 million by the Legislature to help pay for implementation of the new law.

The board says it will use about $436,000 on a public information campaign to inform the public about the requirement that photo identification be shown at the polls.

The state Government Accountability Board voted unanimously to leave Rep. John Nygren (R-Marinette) off the ballot in the July 19 recall election for Sen. Dave Hansen (D-Green Bay) in the 30th Senate District. The board found that Nygren fell just short of collecting the 400 valid nominating signatures needed to qualify for the ballot, finding he collected only 398 valid signatures.

Columbia County Clerk Sue Moll was testing recall primary ballots for the 14th state Senate district on Friday as part of preparations for the recall election. She said that the summer is typically a time of planned vacations and a catch-up season for elections workers.

"It's time here, normally, I would have a staff person doing this. She's not available. Her last day was Monday so we normally have three staff. We're down to two," she said.

The party said it will not file the final paperwork needed to be put placeholders on ballot in the six recall elections targeting Republican senators, including state Sen. Alberta Darling (R-River Hills).

The idea of using placeholder candidates came after Republicans decided to have "fake Democrats" to run in the Democratic primaries of the six recall elections targeting GOP senators. The move was designed to ensure that primary elections would be held in all six races to give the incumbents more time to prepare for the general election.

Special elections can be costly and now we could have two in the 10th Senate District.  Republican Senator Sheila Harsdorf holds that seat and since another republican decided to run as a democrat out of protest, we could see a primary before the recall election itself.

Poll workers will be required to ask voters for photo identification during this summer's state Senate recall elections — but poll workers can't stop residents from casting their ballots, at least for now.

The Government Accountability Board, the state agency that oversees elections, issued a reminder this week regarding the recently enacted voter ID law. While the requirement that all voters produce a photo ID does not go into effect until the 2012 spring primary, the new law requires that voters be asked for the information beginning with the recall elections.

In 2012, voters who do not have identification on them when they show up at the polls will be given conditional ballots that will be counted only if they can produce identification later.

Don't let anyone say there isn't bipartisanship in Wisconsin.

The newest example of Wisconsin Republicans recruiting fake Democratic candidates, to force Dem primaries and make trouble in the state Senate recalls: Otto Junkermann, an 82-year old former Republican state representative, who will challenge official Democratic candidate Nancy Nusbaum for the recall against GOP state Sen. Rob Cowles.

As the Green Bay Press Gazette reports, Junkermann very openly professes to support Cowles:

Otto Junkermann, 82 of Allouez, said he thinks "very highly" of Cowles, a Republican also from Allouez, and will run against Nusbaum as a "conservative Democrat."

"I respect Rob a great deal. I've known him, I followed him into the Assembly and took the position he had when he went into the Senate, and I always admired him," Junkermann said.

Junkermann served in the Assembly as a Republican for one term from 1987-88. He was also a Brown County supervisor from 1982-87 and ran again in 2002, 2004 and 2008 but lost.

A plan by Republicans to run fake Democratic candidates in this summer's recall elections would cost taxpayers upward of $428,000, according to election clerks. In one Senate district alone, the cost would top $100,000, interviews with county and municipal clerks show.

Even if Republicans back off their plans in some of the districts, taxpayers are all but guaranteed to have to pay the costs of the primary, because Democrats now plan to run multiple candidates in order to guarantee all the recall elections are held on the same day. Tuesday is the filing deadline.

Recall elections for six Republican senators are scheduled for July 12. But if there are multiple candidates from the same party in any of those elections, the July 12 election becomes a primary, with a general recall election to follow on Aug. 9.
