This week, Stateline.org has been running a series looking at the relationship between states and localities in the current fiscal environment. Monday’s story paints a fairly bleak picture, noting that localities are going to have to learn “to do less with less” as funds traditionally available from the state begin to disappear.

A subsequent story looked at ways to rethink the state-local partnership – including efforts in Indiana and New York to reduce or eliminate local government functions entirely. Such changes would have a tremendous impact on election administration, which is still predominantly controlled by officials at the smallest levels of government. Consequently, you might expect local officials to fight any effort to relieve them of their traditional responsibilities.

California: Los Angeles County Voting System Overhaul To Include Options | AM 1220

The Los Angeles County Registrar-Recorder/County Clerk (RR/CC) has embarked on the most significant overhaul of the voting system since 1968. Although the system has been upgraded and adapted to keep up with changes in technology and in the regulatory environment, this project has a much larger scope.

“What we’re embarked on now through the Voting Systems Assessment Project (VSAP) is a full scale effort to actually completely replace our voting system,” said Efrain Escobedo, Executive Liaison for the Registrar-Recorder/County Clerk.

In September of 2009 the RR/CC through VSAP began to engage a number of community organizations, and election and civil rights advocates to find out what they thought about the current voting system, and what a future voting system should be able to do and to provide to voters.

South Carolina: State Election Commission, GOP Will Cover All Primary Costs | West Ashley, SC Patch

The Republican Party of South Carolina and the state Election Commission announced Tuesday that they will cover the full costs of conducting January’s presidential primary.

“In light of the recent request from [the South Carolina Associate of Registration and Election officials] and some county elections offices for reimbursement of additional expenses, the Republican Party has agreed to pay all legitimate expenses directly related to the conduct of the Republican PPP,” said Chris Whitmire, the director of public information for the state Election Commission, in an email. “These expenses would be in addition to the expenses for which the SEC reimburses following other statewide elections.”

Here’s another question: Would it surprise you to know that the recent state budget deal enacted in Sacramento may kill your opportunity to vote by mail in the next county election? This is the shocking result of a sly move buried on page 620 of the $85.9 billion state budget. It was little noted at the time, but I believe it could be long remembered, and for very unfortunate reasons.

Here’s the situation: As our state officials searched for ways to deal with our protracted budget deficit, they slashed one area of funding that’s been in place for decades: Reimbursement to all 58 California counties for the costs incurred in conducting regular elections and making specific arrangements for voters requiring special assistance when exercising their right to participate in our democracy.

The country’s attention will be on North and South Carolina during next year’s election as Republicans will compete in a hotly contested primary and Democrats try to keep the Southern toehold they gained in 2008.

But the nuts and bolts of those elections — printing ballots, keeping machines in working order, making sure every voter who wants to cast a ballot gets a chance — depend on state agencies where budgets have shrunk dramatically. Some officials and observers now worry about whether everything will run smoothly on election day. “We are looking at a potential train wreck with less money and more complexity in handling the administration of elections,” said Bob Hall, executive director of the nonpartisan Democracy North Carolina.

The North Carolina General Assembly’s decision to cut more than $1 million from the state Board of Elections budget this year could make it harder for regulators to ensure county election operations are prepared for 2012, particularly with machinery.

Utah: Five cities cancel November elections thanks to new law | Deseret News

Five Utah cities are taking advantage of a new law that allows them to cancel municipal elections when the number of candidates for at-large seats does not exceed the number of positions available. Providence and Cornish in Cache County, Fielding in Box Elder County, Marriott-Slaterville in Weber County and Beaver in Beaver County all fit that profile and have chosen not to hold November elections.

Providence had four candidates file for three City Council positions. But then incumbent David Low withdrew, leaving incumbents Bill Bagley and John Russel and newcomer Ralph Call on the ballot.

Zimbabwe: Sticker Shock as Electoral Commission Pitches US$88M Referendum | VoA News

The Zimbabwe Electoral Commission says it will need nearly $US120 million to bolster its operational capacity and conduct the referendum on the new constitution which some say could be held as early as November of this year – though a draft is not yet ready.

Electoral Commission Chairwoman Joyce Kazembe said this week that her organization needs some $US30 million to build capacity and $US88 million to run the referendum. She made the comments during a ceremony accepting vehicles, computers and other equipment provided by the United Nations Development Program.

Yesterday, my friends and colleagues on Pew’s Election Initiatives team released the first of a series of Election Data Dispatches, which will be dedicated to examining “what data exist, what they say about elections in America and how states and localities use data to increase the efficiency and effectiveness of their election systems.”

The first Dispatch looks at cost data collected by the State of North Dakota. For years, the Pew team and I have referred to cost data as the “white whale” of election administration – extremely valuable and eagerly sought, but elusive. Imagine our excitement when we discovered that North Dakota regularly collects such data – and had been doing so for 30 years!

West Virginia: County to refuse maintenance contract for voting machines | The Charleston Gazette

Kanawha County Commission President Kent Carper said he will refuse to sign a maintenance contract for the county’s electronic voting machines. Earlier this month, Carper and county commissioners Hoppy Shores and Dave Hardy reluctantly agreed to pay a contract to Election Systems & Software to provide maintenance for the county’s electronic voting machines. The maintenance contract would have cost the county $56,000 a year for four years.

In 2005, under former secretary of state Betty Ireland, state officials negotiated a sole-source contract with ES&S to provide touch-screen and optical-scan voting machines all over the state. State officials told county election officials earlier this year they would be passing on responsibility for maintaining the voting machines to county government.

The state contract gave ES&S a virtual monopoly on voting machines in West Virginia and a monopoly on fixing the machines if they break. In the past, Kanawha County officials have had trouble getting in touch with ES&S representatives and finding qualified technicians to work on the machines.

North Dakota: Smaller Counties Mean Larger Election Costs | Election Data Dispatches

In North Dakota, research indicates that elections cost significantly more per voter in smaller counties than larger ones.

Less populous counties spent up to $22 per voter to run elections in 2010, while several larger counties spent approximately $3 per voter, according to calculations by the Secretary of State’s office. This parallels a 2001 Voting Technology Project report, which found that one of the least populous counties in North Dakota spent more than $14 per voter, while the largest spent less than $2 per voter in the 2000 election.

National: Voters May Face Slower Lines In 2012 Elections | NPR

Elections are expensive. And with money tight, election offices across the country are facing cutbacks. This means voters could be in for some surprises — such as longer lines and fewer voting options — when they turn out for next year’s primary and general elections.

A lot of decisions about the 2012 elections are being made today. How many voting machines are needed? Where should polling places be located? How many poll workers have to be hired?

Gail Pellerin, the county clerk in Santa Cruz, Calif., says she’s considering trimming the number of voting sites in her county by about 20 percent next year because her budget keeps shrinking. “Each year, they come back and say, ‘Do more with less, you know, we’re going to end up having to give you less again,'” she says, adding that her budget for extra workers at election time has also been reduced.

South Carolina: Spartanburg County SC Council rejects paying for presidential primaries | GoUpstate.com

Spartanburg County voters’ ability to vote in next year’s Republican presidential primary is in question. The county will not stage presidential primaries next year unless the county’s costs to run the contests are fully covered or the county is forced by the state to pay certain expenses, County Council Chairman Jeff Horton said Friday morning.

Horton’s pledge came after County Council, a body of six Republicans and one Democrat, voted unanimously to file a lawsuit against the state Election Commission if needed to keep the county from bearing any of the costs of a presidential primary.

Council members — along with the county’s top election official, the county election commission and voter registration board — believe counties should be reimbursed for all costs associated with a presidential primary. Horton has repeatedly called presidential primaries a “beauty pageant” because their results do not carry the weight of an actual election.

Wisconsin: Milwaukee Journal Sentinel comes out in favor of recall revision bill | JSOnline

Setting a higher threshold for recall elections in Wisconsin is a good idea. And while the devil will be in the details, and this has to be done right, a proposal from Reps. Robin Vos, Gary Tauchen and Paul Farrow at least offers a starting point.

Wisconsin was host to a record number of recall elections this summer, all stemming from the controversy surrounding Gov. Scott Walker’s budget-repair and budget bills earlier this year. Six Republicans and three Democrats were the subjects of recalls – the Republicans generally because they had favored Walker’s proposals, the Democrats generally because they had left the state to delay action on the proposals.

The recalls were unwarranted. A vote or stance on one issue is not sufficient in our view to justify the expense of a recall election. And they were expensive: The elections cost the state and local governments $2.1 million; the opposing sides in those campaigns spent a record $44 million, with Democrats and their allies outspending Republicans by just under $3 million, or about 14%.

Connecticut: Secretary of the State Merrill pitches ideas for election changes | The Bulletin

Secretary of the State Denise Merrill on Wednesday detailed her ideas for election changes that would include greater use of technology and support for a constitutional amendment allowing early voting. Speaking during a Southeastern Connecticut Council of Governments meeting in Norwich, Merrill said she wants a more “centralized” system that would cut costs and encourage greater participation by young people.

“I’m worried about where we’re going to get our next generation of voters,” she said. “We need new technology to communicate with people where they are.”

Mexico: Cost of 2012 Mexican Presidential Elections Announced | Inside Costa Rica

The 2012 Presidential Elections in Mexico will cost 180 million pesos (some 14.8 million US dollars), reported Monday Mexico”s Federal Electoral Institute (IFE). This money will be used to buy graphite to mark the electoral ballots, indelible ink, ballot boxes, boxes for electoral packages and other materials. The amount does not include the cost of individual campaigns of candidates.

At least 151,347 polling booths will be set up and 215 million ballots will be printed for the July 1st, 2012, elections, in which the new federal president, 128 senators and 500 legislators will be elected.

An electoral box-package with the shape of a backpack will be used for the first time to carry ballots and to facilitate the transfer of the documentation to the electoral district, informed IFE. A new type of indelible ink, made by the National Polytechnic Institute, which comes inside a tube with a sponge applicator, will also be used for the first time.

Indiana: How much would you pay to cast a meaningless vote? | The News-Sentinel

Perhaps the right to vote is priceless. But should taxpayers really have to shell out more than $1,500 for the right to cast purely symbolic ballots in an election devoid of races, drama and any tangible value?

Turns out the answer to that seemingly outlandish question is yes – at least if you live in New Haven. When members of the Allen County Election Board last week unanimously agreed to place the names of unopposed candidates on the Nov. 8 ballot despite a new state law to the contrary, they may have thought they were upholding a higher principle: that even the lack of an opponent shouldn’t disenfranchise people whose right to vote was bought with blood, not money. In most cases it would be a nice – if meaningless – gesture.

But not in New Haven, where two polling places that were to have been closed in November because of the total lack of contested races must now be opened, fully staffed and equipped – just so anybody who bothers to show up can futilely vote in elections that were decided long ago.

Utah: County, state ponder election changes to reduce costs | standard.net

A municipal primary that may eliminate only one candidate from the field in setting the November ballot could cost a city as much as $50,000.

But other than being able to advance candidates to a November general election through a nominating convention — a process that Fruit Heights uses — the state election code offers little flexibility for cities trying to reduce election costs.

However, efforts are being made at the county level to consolidate municipalities’ polling locations, and there are rumblings at the state Capitol that lawmakers during the 2012 legislative session may look at changes in the state’s election code. “Cost is certainly an issue,” State Director of Elections Mark Thomas said of lawmakers’ interest in revisiting the code. “But it shouldn’t be the No. 1 issue.”

West Virginia: Kanawha County opts out of state contract for voting machine maintenance | Charleston Daily Mail

Kanawha County Commissioners opted not to go with a statewide contract for maintenance of electronic voting machines and instead struck their own agreement with Electronic Systems & Software.

Commissioners discussed at Thursday’s meeting whether to get in on the statewide contract, which was negotiated between ES&S and Secretary of State Natalie Tennant’s office. Chief Deputy County Clerk David Dodd said that although he hasn’t yet read the entire contract, he believes it would be cheaper to sign an individual contract with the company.

The county will pay ES&S $56,269 a year for four years to maintain the 374 electronic voting machines and two tabulators. Dodd said the county saved $800 for maintenance on just one tabulation machine by going with the individual contract instead of the statewide agreement. “Going with the state contract would have definitely cost us more money,” Dodd said.

Indiana: All candidates will be on ballot | Palladium-Item

Unopposed candidates in this fall’s municipal election in Richmond will have their names on the ballot thanks to a decision Monday by Wayne Superior Court No. 2 Judge Greg Horn.

Horn granted an injunction stopping Wayne County Clerk Jo Ann Stewart from omitting the names of unopposed candidates from local ballots. Stewart was following a new state law, effective July 1, that required county clerks across the state to omit names of unopposed candidates.

Ohio: Voting in Mahoning County to return to paper ballots | Youngstown News

Nine years after switching from paper ballots to electronic touch-screen voting, the Mahoning County Board of Elections plans to return to paper for the November general election. The new, more sophisticated system will have voters complete a paper ballot and feed it into an optical-scanner machine.

The machine would keep track of the vote totals with the paper ballot dropped into a sealed box. State law requires all ballots have paper backups. It would cost $684,000 to buy the new machines from Election Systems & Software, the same company that sold the electronic voting machines to the county, said Joyce Kale Pesta, the board’s deputy director.

The county may not have the money to purchase the machines so leasing them is an option that would cost less than $100,000 a year, she said.

Voting Blogs: Mahoning County’s Voting Machine Switch and the Growing Buyer’s Market in Voting Technology | PEEA

Mahoning County, OH (Youngstown) recently announced that it will be switching to optical scan voting machines for the November 2012 general election. The decision means County voters will no longer rely on touchscreen machines as the primary method of casting ballots, as they have since they were purchased in 2002.

The Mahoning story is a perfect example how the market for voting technology has changed in the years since passage of the Help America Vote Act (HAVA), enacted by Congress in 2002 in response to the controversial 2000 Presidential election.

HAVA authorized almost $4 billion in federal funds for election improvements at the state and local level – much of which were earmarked for voting machine upgrades. Those funds – and the various mandates included in HAVA – made election offices motivated buyers and created a huge sellers’ market as vendors rushed to help states and localities spend their newfound dollars. In this environment Mahoning County’s $2.95 million purchase of 1100 touchscreen machines was typical.

California: Legislative Analysis Shows Election Administration-Related Problems Caused by Prop. 14 | Ballot Access News

As reported previously, AB 1413 had been set for a hearing in the California Senate Elections Committee on September 7. That hearing was never held, but in preparation for the hearing, legislative employees had prepared an analysis of the bill, which was introduced to make alterations in the “top-two” Proposition 14 procedure. Proposition 14 passed in June 2010 and says all candidates for Congress and partisan state office run on a single primary ballot in June. Then, only the two top vote-getters may run in November.

The analysis says, “In 2009, as part of a state budget agreement, a measure was placed on the ballot for the voters to consider authorizing a ‘top-two’ primary election system. At the same time that measure was approved, the Legislature also approved a series of changes to the Election Code to implement a top two primary election system. Unfortunately, due to the nature in which those statutory changes were adopted, they created a number of problems for the effective and efficient operation of elections. Last year, the Assembly Elections and Redistricting Committee held an oversight hearing to hear from elections officials about some of the problems with those statutory changes. Among other problems, county elections officials testified that certain ballot printing requirements created an unnecessary burden, and could significantly increase election costs.

Indiana: Judge: Ballot suit ruling Monday | Palladium-Item

Wayne Superior Court No. 2 Judge Gregory Horn will decide by Monday whether to order the Wayne County clerk to put the names of those running unopposed in Richmond’s Nov. 8 general election back on the ballot.

Horn presided over a preliminary hearing Friday in the lawsuit filed last week by Wayne County’s two political parties, two candidates in that election and two voters in districts where candidates are unopposed.

They filed an injunction asking for a prompt ruling opposing an interpretation of a new Indiana law that requires county clerks statewide not to list names of unopposed candidates on ballots in municipal elections. The Indiana Legislature this year created the law in the hope of helping counties save on election costs.

National: Budget Cuts Mean Voting Could Get Ugly in 2012 | Governing.org

Election Day is more than a year away, but Zachary Klutz is already bracing for the worst. Klutz, a Republican member of the Allen County, Ind. elections board, is fighting budget cuts he says would result in an ugly day at the polls: more mistakes by election workers, longer lines for voters, and lots of frustrated, angry people. That’s because next year — a presidential election year — the county is set to allocate to the elections department 18 percent less than what it gets this year.

To Klutz, the plans are perplexing, since turnout in the 2012 presidential election is expected to be almost 90 percent higher than that of this year’s municipal election, in which the biggest race on the ballot is for mayor of Fort Wayne. “We can’t conduct a full election like that,” says Klutz. “I don’t know what to do.”

For now, the office is pleading with the county to provide $90,000 more than what’s already been allocated, even though that’s still well-below what the office says it needs to run the 2012 election. With those extra funds, election officials would still use 200 fewer machines and 240 fewer poll workers than what they say is really needed. “I’m all for cutting government spending,” says Klutz. “But there has to be a responsible balance between cutting government spending and conducting duties that are necessary in a democratic society.”

Nevada: $540,000 allocated for special election | Reno Gazette-Journal

Nevada lawmakers have allocated up to $540,000 for the upcoming special election for the 2nd U.S. House District.

The Las Vegas Sun reported last week that the Legislature’s Interim Finance Committee unanimously approved reimbursing counties for their election costs. Lawmakers complained about drawing funds from a bank account that’s supposed to meet expenses until 2013.

Nevada: Legislative contingency money will pay for special election | ReviewJournal.com

The state, not the counties, will pay the $539,137 cost of the Sept. 13 special congressional election spawned by disgraced John Ensign’s decision last spring to quit the U.S. Senate. After bickering about the cost Wednesday, members of the Legislature’s Interim Finance Committee agreed unanimously to take the money out of their contingency fund, rather than making counties pay for the election.

Secretary of State Ross Miller, the state’s chief election officer, said that the counties had no time to prepare for the special election and that forcing them to cover costs out of their current budgets would pose a hardship. Counties typically pay their own election costs. The election would have cost Clark County about $33,000, according to a June estimate by the elections department.

The election watchdog’s staff used taxpayers’ money to buy fruit for their lunches, credit for their mobile phones and a leaving card for a colleague, it was revealed yesterday. The Electoral Commission used government-issued credit cards to pay for everything from milk to London Underground fares.

Thousands of pounds were charged to the cards for conference rooms just a few miles from the quango’s head office. Staff at the commission, which is charged with ensuring clean and efficient elections, racked up a total of £345,553.70 on the cards in the financial year that ended in March.

The period included last year’s general election, which saw the organisation and its head, Jenny Watson, receive heavy criticism over the late-night queues that developed outside some polling stations, preventing many voters from casting their ballots.

Voting Blogs: Election Costs: A New Weapon? | PEEA

A recent story from Port Orchard, WA demonstrates how important election costs are in the current tight fiscal environment. There, the City Council had voted in late May to take advantage of a state law that allows cities to modify their status to become “code” cities and thus give themselves more flexibility in their affairs.

Shortly thereafter, one member of the city’s Planning Commission who had argued that citizens be given an opportunity to weigh in on the change filed papers to put the question to a vote. But because of a misunderstanding about deadlines, the question was not certified in time for this November’s general ballot and thus would have required a special February election next year.

Michigan: Local school, election officials mixed on bill to move school elections to November | The Daily Telegram

School districts in Michigan would only be permitted to hold elections in November of even-numbered years under a bill passed Wednesday by the Michigan House of Representatives. The bill passed by a vote of 72-36 and was billed as a way to cut costs and improve efficiency. But not all local officials agree.

Schools currently can set elections on any of the state’s four annual election dates, as can municipalities. The districts are responsible for the costs, which vary. In Adrian in 2011, for example, the May election cost the school district $6,171.

Washington: Port Orchard’s City Council rescinds ‘code city’ resolution to avoid election cost | Port Orchard Independent

Port Orchard’s City Council members faced a decision Tuesday that Councilman Jim Colebank equated with “blackmail” or “coercion.” They could reverse a decision they made for citizens that they believed to be right, or they could incur a cost of up to $30,000 to let the citizens vote on the decision themselves. They voted for the cheaper option, but they weren’t happy about it.

The council wanted to give city government the authority to operate in a less restricted manner, by changing the city’s operating status from “second class” to “code,” and voted to do so in late May after several sparsely attended public hearings on the issue.

But Gil and Kathy Michael, who run the Cedar Cove Inn on Seattle Avenue overlooking the waterfront, collected about 550 signatures to put the issue before citizens in the next election.
