Lawmakers went into back to back sessions today to discuss a pair of bills – the first of which would address funding to purchase new tabulation equipment for the Guam Election Commission. “Si yu’os ma’ase to all of them for their support,” said Guam Election Commission executive director Maria Pangelinan. She refers to swift action by lawmakers today on addressing funding for new tabulation machines. It was last week when Bill 334 lapsed into law appropriating $206,000 from the Supplemental Appropriation Revenue Fund for the purchase of the machines along with ballot stock and coding services. However BBMR recently informed her that there is actually no funding in the SAR account. “So because of that, the only option they would have is to see about using fiscal year funding that was brought up to the attention of the commissioners and we all know that the commissioners and I don’t want to have a deficit at the end of the fiscal year,” she said.

More and more often these days, Neal Kelley and his staff find themselves rooting through shelves at used computer stores in Orange County, Calif., looking for something they can’t find anywhere else: laptops that run on Windows 2000. Kelley is the registrar of voters in Orange County, and one component of his election equipment still runs on the Microsoft operating system from 14 years ago. As in most places around the country, Orange County’s voting technology is based on federal standards set after Congress passed the Help America Vote Act (HAVA) in 2002. The razor-thin presidential election in 2000 between Al Gore and George W. Bush revealed that outdated technology had left thousands of votes uncounted. With HAVA, Congress encouraged local governments to install electronic voting equipment, resulting in a wave of upgrades across the country. Between 2002 and 2004, Congress allocated more than $3 billion for some 8,000 local jurisdictions to replace the punch card devices and lever machines they had been using for more than 30 years. But today, a decade later, that upgraded election infrastructure is quickly becoming obsolete. In a worst-case scenario, current equipment will start to fail in the next couple years, forcing fewer voting booths to process more ballots, a recipe for longer lines and voter frustration. “What you don’t want is disenfranchised voters who are deciding not to cast a ballot because of these issues,” says Kelley. “We can’t let ourselves get to that point. We need to be ahead of this curve.”

Texas: Young County takes voting equipment decision to the 12th hour | Graham Leader

For the fourth time, Young County Elections Administrator Lauren Sullivan pitched the purchase of new election equipment to county officials, and, for the fourth time, county officials tabled the item. The Young County Commissioners Court will discuss the new equipment one final time at its June 30 meeting; the last day the county can purchase the equipment at a drastically reduced price, according to representatives from its manufacturers, Hart Intercivic. The court’s last-minute approach has to do with the cost, more than $330,000 over 60 months, a deal that Sullivan said the county will not see again once the June 30 deadline for the discounted “cutting edge” Hart Intercivic Verity election equipment passes. Once the deadline passes, the new equipment, which Sullivan said will become a necessity one way or another, could raise in price as much as $150,000.

Florida: Trey Radel passes $1.5 million bill to voters for special election | WFTX

He may no longer be in Congress, but Trey Radel may still pass one more bill for the voters of Southwest Florida. The special election to replace Radel, who resigned for his cocaine scandal, is costing you the taxpayer more than $1.5 (m). Lee County Supervisor of Elections, Sharron Harrington, says she could have saved the taxpayers money if the state legislature would consider some new ideas. Harrington wants to have the option to do “mail only” for special and municipal elections. Trey Radel’s resignation will cost the voters of Southwest Florida one million dollars, according to Harrington. Collier County had to shell out another $500,000 to cover their expenses.

Kansas: New E-pollbooks ready to launch | Emporia Gazette

Lyon County election officer Tammy Vopat and deputy election officer Heather Dill recently finished training roughly 80 poll workers on the county’s new E-pollbooks. The books will change the way that voters sign in before entering the voting booth, but in a very minor way. Instead of signing a piece of paper, they will be putting their signature on an electronic pad. Just like the paper version, the new system will simply record that a person voted, not what ballot they received or who they voted for. “The main thing that I want to let the voter know is that we do have new equipment, and actually the only change that the voter will see is when they sign their name,” Vopat said. “It won’t be on paper, it will be on one of the electronic signature pads.”

Despite few reported problems with voting centers during South Dakota’s recent primary election, lofty setup costs and logistics are slowing the expansion of the system that replaces residents’ precincts. According to the National Conference of State Legislatures, South Dakota is one of 10 states that let counties adopt the alternative system. They rely on an electronic check-in process that gives voters the flexibility of visiting one of several locations in the county. Seven counties used the centers in the primary. Research indicates that the centers save money in the long run, said Wendy Underhill, a program manager with the National Conference of State Legislatures. But skeptics argue implementation of the system could be pricey.

New York: City’s Pricey Primary Runoffs Could be Eliminated Under City Council Plan | DNAinfo

A bill to end the city’s current primary runoff system could put an end to the pricey, low-turnout process by the next mayoral election in 2017, potentially saving the city millions, advocates say. Many voters and elected officials were outraged last fall when the city had to spend more than $13 million dollars on a single runoff between then-City Councilwoman Letitia James and State Sen. Dan Squadron — after neither candidate got more than the required 40 percent of the vote for Democratic Public Advocate. Under the new system, primary voters would rank candidates in order of preference in a process known as instant-runoff voting, or IRV, in the voting booth on primary day. The candidate with the least support gets dropped, and the vote for that candidate gets transferred to the voter’s next choice. The process continues until a candidate reaches the 40 percent threshold.

It cost Lake County roughly $10 for each ballot cast in May’s primary election, where voter turnout was just 12.38 percent, the lowest turnout in years. Michelle Fajman, director of the Lake County Board of Elections and Voters Registration, said it costs about $500,000 to conduct a county-wide election, be it a primary or general election, regardless how many voters exercise their right to vote. Before the year is over, the county will spend close to $1 million on the primary and general election cycle. “It basically costs the same whether we have a huge turnout or not,” Fajman said. Costs are relatively static for elections and cannot be reduced just because a low voter turnout is expected. It cost close to $500,000 for the last presidential primary election in 2012 where voter turnout was 60.59 percent. That translates to roughly $2.40 per ballot cast.

If you did not vote on Tuesday, you can still vote in the runoff. Once again, Richmond County voters will have the power to choose even the ones who didn’t hit the polls on the 20th. “There are special rules in place in a primary that don’t exist in any other type election. For those people who did not vote at all yesterday, they may vote in the runoff,” Richmond County Board of Elections Director Lynn Bailey said.

Iowa Secretary of State Matt Schultz concludes that “illegal voters are participating in Iowa’s elections.” Actually, the report shows there is very little “fraud” by would-be or actual voters. And the report reveals that Schultz got very little of value in return for the criminal investigation that has cost the state $250,000. From the time he entered office in 2011, Schultz set out to plant the idea that Iowa’s elections are vulnerable to fraud perpetrated by illegal immigrants, convicted felons and other miscreants. After more than two years of beating the bushes for evidence of this fraud, Schultz reported last week that of 238 cases investigated, 27 criminal charges have been filed by Iowa county attorneys. Of those 27 criminal prosecutions, guilt was established in six cases, four cases were dismissed, one defendant was found not guilty, one prosecution was deferred and 15 cases are pending. In a state with nearly 2 million active registered voters, this handful of cases hardly constitutes evidence of a major problem of voter fraud.

North Carolina: New election software delayed voting report in North Carolina counties | News-Record

The Old Guilford County Courthouse was filled with the candidates’ excitement and anxiety as the first results popped up from Tuesday’s primary. But those in the lead had to contain their excitement — all of the precincts reporting by 8 p.m.? No, that can’t be right. The Guilford County Board of Elections learned almost immediately after uploading early voting results that something was wrong with the software. The State Board of Elections provided software to the counties. From 2007 until last fall, the state used a Tampa, Florida-based developer called SOE Software, but then the state brought election reporting in-house. Problems arose as counties started uploading their data. Although the number of ballots cast was correct in the information published on the county’s screen of the state’s website, candidates and reporters had little idea what they meant because the number of precincts reporting wasn’t correct.

California: Coding error in Marin County’s June primary ballot will cost $100,000 | Marin Independent Journal

An error on the Marin County ballots for the June 3 primary election will cost an estimated $100,000. “I take full responsibility for this mistake and apologize to voters for any confusion this has caused them,” Marin County Registrar of Voters Elaine Ginnold said in a prepared statement. The mistake, due to a coding error, placed Measure A on all of the ballots and voter information pamphlets throughout Marin, including those jurisdictions outside the Marin County Library District. Measure A would provide funding to the Marin County Free Library by extending a $49 per year parcel tax for another nine years.

Kansas: Clay County to return to paper ballots | Center Dispatch

Those fancy voting machines with touch-pad screens will no longer be used in elections in Clay County. County Clerk Kayla Wang, also the county’s election officer, recommended that the county follow what other counties are doing and return to voting on a paper ballot, according to the meeting minutes. The recommendation is based on presentations commissioners and the Clerk;s Office attended on new voting equipment, which included two demonstrations over the last couple of months. Expense is part of the reason the county is returning to paper ballots. The main reason is that the current election equipment that Clay County uses is no longer being made or supported, Wang said. Most of the state of Kansas is going back to voting on a paper ballot and using a precinct counter at each polling place to tabulate the votes.

Oregon: Oregon Secretary of State website breach cost taxpayers $177,000 | The Oregonian

The February breach of the Oregon Secretary of State’s website cost taxpayers about $176,662, including about $4,500 for meals and lodging to allow employees to work through a snowstorm. The breach was detected Feb. 4 and knocked the agency’s elections and business registry databases offline for nearly three weeks. The largest expense — about $72,450 — went to Virtual Security Research for “vulnerability testing,” according to cost figures obtained by The Oregonian through a public records request

Missouri: Secretary of State, House Republicans argue over budget, election integrity | KSPR

Missouri’s Secretary of State is making a splash about a drop in the state budget bucket, drained by House Republicans. Jason Kander is upset with the Missouri House of Representatives vote to strip additional funding from his office’s Elections Integrity Unit. Kander started the unit last year after he was sworn in to office. “I am disappointed that Republicans in the Missouri House of Representatives are less interested in protecting the integrity of our elections than I am. I started the Elections Integrity Unit to investigate both voter fraud and voter access issues,” said Kander. The Republican-led house approved an amendment on March 25 to remove $79,900 from the budget outlined in House Bill 2012. The bill appropriates money for the expenses, grants, refunds, and distributions of statewide elected officials, the Judiciary, Office of the State Public Defender, and General Assembly. That budget includes the Secretary of State’s office, and the $79,900 Kander requested for hiring two new full-time employees (FTEs) for the Elections Integrity Unit.

Illinois: Consolidating St. Clair County voting precincts could save $300K | News Democrat

A plan to consolidate voting precincts in St. Clair County could save $300,000 during a two-year election cycle. St. Clair County Board members Frank Heiligenstein, a Democrat of Freeburg, and David Tiedemann, a Republican of Shiloh, are pushing to combine the county’s voting precincts with the fewest voters. State law recommends voting precincts should have between 500 and 800 voters per precinct. The county has 40 voting precincts with fewer than 500 voters. “If we follow logic and common sense, we could eliminate 65 precincts,” Heiligenstein said, noting he believes each precinct should have about 1,200 voters. St. Clair County Board Chairman Mark Kern said county officials are working to consolidate precincts that fall significantly below the required 500 voter level and the county should adhere to all applicable law when consolidating precincts.

The Guam Election Commission is getting new tabulators in preparation for the upcoming General Election. During a meeting on Thursday, commissioners voted to approve the GEC’s Invitation for Bid committee’s recommendation to award a bid for new machines to Election Systems & Software for new voting tabulators. The company was the lowest bidder out of the three that submitted bids, said Maria Pangelinan, election commission executive director. The other bidders were Hart InterCivic and Dominion Voting Systems. Election Systems & Software offered three central voting tabulators at a price of $134,250, Pangelinan said.

New York: Elections Board head claims agency deliberately underfunded | New York Post

The head of the city Board of Elections stunned City Council members on Tuesday by claiming that the long-battered agency was purposely shorted funds by the city so it would fail. BOE director Michael Ryan made the conspiracy-laden accusation as part of a pitch to secure a whopping $55 million in additional funding from the city’s coffers, even as his agency remains under investigation by the city. A recent Department of Investigation probe identified a host of failings at the agency — including nepotism, voter roll deficiencies and poor training of poll workers. “While the board has historically been a convenient foil for public criticism, it has at the same time been the victim of a funding scheme that seems to have been intentionally designed to ‘cash starve’ the agency to accomplish some unknown and ultimately inconceivable goal,” Ryan said of the city’s preliminary $75.6 million fiscal 2015 budget for his agency.

What would New York City and the state’s 57 counties do with their share of $50 million? Provide housing assistance to victims of domestic violence? Develop after-school or summer youth programs? Provide low-interest loans to businesses to help them expand and create jobs? Help senior citizens with transportation? Or how about reduce property taxes or support community hospitals? These are just some of the options that might be available to New York City and county officials if the state Senate and Assembly consolidated New York state’s two primary elections to one. But the Legislature has not resolved the issue and congressional candidates are now circulating nominating petitions. So, later this year New Yorkers will once again have two primary elections, one in June for the congressional races and another in September for state and local races. The cost to New York City and counties is enormous, as much as $50 million. The roots of the problem go back to 2011, when a federal judge determined that New York was not in compliance with the Military and Overseas Voter Empowerment Act.

Supporters of two stalled bills in the Ohio General Assembly say online voting registration could save hundreds of thousands of dollars statewide each year. A roundup of estimates gathered by the Northeast Ohio Media Group show that those projections may overstate savings for county boards of elections. In four states that already have online registration, relatively small participation rates may be keeping significant savings at bay.

The state’s total cost for special elections has increased from $500,000 to $2.1 million, according to state budget staff. When a special election is needed, local election officials pick up the initial cost. After a verification process, the state is required to reimburse local supervisors of elections for the cost needed to conduct those elections. When the Department of State made its initial budget request in January, it thought $500,000 would be enough to cover the tab. It’s the same number requested in Gov. Rick Scott’s proposed budget. The House’s proposed budget has requested $2.1 million in already needed reimbursements, while the Senate wants $2.6 million for any potential future special elections.

Hawaii: County audit finds 2012 election a bargain | West Hawaii Today

Even counting the County Clerk’s Office staff pulled from across the hall to help out during the contentious 2012 election, it still cost less to run that election than the two elections prior. That’s the finding of an outside auditor the County Council hired last year to compare the election costs. The audit, scheduled to be discussed Tuesday by the council Finance Committee, found that the 2012 election cost $1.5 million, compared to $1.8 million for the 2008 election, the most recent other presidential election. In 2010, when fewer voters came to the polls, the election also cost $1.5 million. The cost per ballot cast was $17 in 2008, $16.19 in 2010 and $14.40 in 2012, the audit found. The 2012 election proceedings became a hot political issue when former County Clerk Jamae Kawauchi fired the division chief and three other elections staff after alleging the former warehouse manager used the site to conduct his own sign-making and screen-printing business, and stored alcohol and held post-election drinking parties there.

Congress on Tuesday agreed to cancel its giveaway of taxpayer money to its own political conventions every four years, as the Senate cleared a bill to cut off funds. Senators approved the bill by unanimous consent early Tuesday, sending it straight to President Obama for his signature. “This is the type of bipartisan legislation that should move easily through the Senate,” Minority Leader Mitch McConnell said as he pushed the bill through.

South Carolina: Bill clarifies that State Election Commission is responsible for presidential primaries | Associated Press

Taxpayers would continue to at least partly fund South Carolina’s first-in-the-South presidential primaries in the future under a bill backed by both major parties. The bill, which lawmakers advanced Monday to the full House Judiciary Committee, clarifies that the State Election Commission is responsible for conducting the contests. It does that by deleting from state law a reference to the 2008 election cycle. Rep. Alan Clemmons, the subcommittee’s chairman, said the bill means future presidential primaries will be funded through the budget like any other election, offset by filing fees that candidates pay.

Wisconsin: Racine County favors state bill to shift recount costs | The Journal Times

Racine County’s recent election history includes multiple tight races that resulted in recounts. The last recount was in the 2012 state Senate recall race, in which John Lehman defeated Van Wanggaard by 819 votes. The recount — the third of three recounts between 2011 and 2012 — cost Racine County taxpayers about $5,400. A proposed state law change would shift more of the cost to the candidates. Racine County Clerk Wendy Christensen and the county’s Government Services Committee favor the change, saying it would close the gap between the fees charged to candidates and the county’s actual costs.

New York: Storage of Niagara County voting machines an issue | The Buffalo News

Niagara County apparently will need a new place to store its voting machines. As Minority Leader Dennis F. Virtuoso, D-Niagara Falls, had promised last summer, he and his fellow Democrats introduced a resolution at Tuesday’s meeting of the County Legislature calling for fresh bidding on the storage space lease. For the last six years, the county has been storing the machines in a former mattress factory on Transit Road in Newfane, owned by Lockport real estate developer David L. Ulrich. The $86,400-a-year lease for the 28,000-square-foot space renews automatically every Aug. 1 unless one side or the other gives notice 120 days in advance. And Ulrich gave that notice in a letter Thursday to County Manager Jeffrey M. Glatz. Last year, the Legislature considered seeking new bids, but Virtuoso raised the issue within the 120-day window for renewal notice, so County Attorney Claude A. Joerg ruled it was too late for action. Virtuoso said at the time he would bring the issue up again early in 2014.

California: Ron Calderon’s decision could add costs, complications to election | Los Angeles Times

State Sen. Ronald S. Calderon (D-Montebello) is under pressure from colleagues to resign, but the timing of any such action could play havoc with this year’s election and its costs, officials say. Senate leader Darrell Steinberg (D-Sacramento) has given Calderon until March 3 to resign or take a leave of absence in response to his recent indictment on 24 counts involving the alleged acceptance of nearly $100,000 in bribes. If Calderon does not do one or the other by Monday, he could face a Senate vote suspending him from office.
