I talk a lot about election costs on this blog … and when I do, I’m usually discussing how states and localities are finding ways to spend less on elections in order to make their budgets work. Recently, however, we’ve seen two stories that involve funding challenges for election offices, both involving a a twist that has an impact on election administrators’ bottom lines. One story is already familiar if you’ve been following this blog. Last week, New York City’s Independent Budget Office (IBO) released a report estimating the cost of a Citywide election in 2012 at approximately $23 million per election. As the report notes, that figure is particularly significant because it represents the extra funds required for a fourth election made necessary by the legislature’s failure to harmonize the election calendar in the wake of a federal court order.

When the $20.2 billion state budget was unveiled this week, voting rights advocates got an unpleasant surprise. Although the House and Senate had included $664,000 for the State Board of Elections in their initial spending plans, it mysteriously disappeared from a compromise budget that both chambers approved on Thursday. “When (the budget) went to the conference committee, we kind of thought it was a no-brainer this was going to be in there since both sides had done it,” said Brent Laurenz, executive director of the nonpartisan North Carolina Center for Voter Education.

Five months away from Election Day with marquee races for president, governor and dozens of other offices, North Carolina legislators have again voted to slash the battleground state’s election budget — a move that will cause N.C. to forfeit $4 million in federal funds and which election watchdogs fear could make voting more chaotic this fall. The budget just passed by Republican lawmakers includes $102,000 in cuts to the N.C. State Board of Elections, which oversees the state’s voting systems. That’s on top of a $660,000 slashing of the Board’s budget in 2011 for a critical state agency whose core operating budget for running elections had been just under $3.5 million a year. That means that the state election board will have less money to train poll workers, maintain voting machines and other measures to keep elections running smoothly. It also triggers a more damaging blow to election funding: By failing to maintain a level of core election spending outlined by the Help America Vote Act, or HAVA, it will also cause North Carolina to forfeit $4 million in federal funds to improve voting systems in the state.

New York: New York City Elections to Cost $80 Million | Epoch Times

Despite proposed budget cuts for sensitive programs such as day care centers and education, it is estimated the city will spend a total of $80 million for the four citywide elections in 2012, according to the Independent Budget Office (IBO). Each of the four elections may cost as much as $23 million, IBO states. The Republican presidential primary held in April, the first of the four elections had a small turnout. Only 5 percent of eligible voters cast ballots; the cost per vote was around $522. The price wouldn’t be as expensive if it weren’t for tight scheduling. There are usually three citywide elections per year, but a federal judge ruled that the congressional primaries in September are too close to the general election in November. Military personnel overseas would not have enough time to receive absentee ballots before the general election. Thus, a whole extra day of voting had to be added.

Wake County commissioners made it clear Monday night in a 4-3 vote that a sales tax increase to pay for transportation projects is not likely to be in the hands of voters this November. They declined to schedule a public hearing that would lead the way for putting a half cent sales tax on the November ballot. If commissioners happen to change their minds, what would it take for that item to wind up on your ballot? Board of Elections Director Cheri Poucher said it’s not as simple as adding an item. At the very latest, commissioners would have to decide to add it to the ballot by the end of July, but all the special paper for ballots needs to be ordered by the end of this month.

Guam Election Commission Executive Director Maria Pangelinan says the GEC is struggling to make ends meet as they prepare for the upcoming primary and general elections. Pangelinan told the Rotary Club of Guam Monday that the GEC is “barely functioning” with a budget of only $850 thousand dollars. That is less than previous years, she said. Pangelinan also spoke about the Commission’s efforts to increase voter participation this year and to encourage more people to enroll in the Decolonization registry.

Wisconsin: Elections board orders recount in Senate race | TwinCities.com

A recount request filed by state Sen. Van Wanggaard was approved Monday by Wisconsin election officials, who ordered Racine County officials to begin reviewing all of the nearly 72,000 ballots cast starting Wednesday, June 20. Wanggaard requested a recount last week, three days after an official canvass showed him trailing Democratic challenger John Lehman by 834 votes. The margin represented 1.2 percent of the 71,868 ballots cast. Democrats had called on the Republican incumbent to concede, saying a recount would only waste taxpayer money and delay the inevitable. But Wanggaard’s campaign said it was concerned about reports of voting irregularities and wanted to ensure the outcome was accurate.

Arizona: Phoenix fights law dictating election years | azcentral.com

Phoenix is preparing to sue the state to block a new law that would force Arizona cities and towns to hold elections in the fall in the same years as state general elections. City Council members who want to challenge the law say it infringes on the city’s authority to control its own affairs and govern based on its city charter. Some are also worried about the unintended consequences of the law, such as forcing sitting council members to serve at least a year longer than their elected terms to comply with the legislation. If Phoenix follows through with the suit, the League of Arizona Cities and Towns and other municipalities likely will add their support, league officials said. But not all council members agree with a legal challenge. Some question why the city should fight legislation aimed at increasing voter turnout and saving taxpayers money.

Arkansas: Study recommends changes in secretary of state’s office | Arkansas News

Bolstering the election’s division staff and considering the privatization of the State Capitol Police force are among recommendations in a report released Tuesday on making the secretary of state’s office more efficient. The 26-page report concluded an eight-month review of the secretary of state’s office by a 10-member committee chaired by former Republican U.S. Senate candidate Curtis Coleman. First-term GOP Secretary of State Mark Martin requested the report. “The committee was taking an almost a-political, almost antiseptic, business-oriented look at the structure,” Coleman said Tuesday. “The committee was looking for what … will help make the secretary of state’s function fundamentally more efficient. How can people get better government for less money?”

Minnesota: Ramsey County elections official estimates photo ID cost per biennium at $1.7 million | Minnesota Public Radio

Elections officials in Ramsey County may consider an innovative response to a photo identification requirement if voters amend the constitution to require it this fall. Ramsey County elections manager Joe Mansky said the requirement could make voting difficult for thousands each year of county residents who change their addresses. Mansky told the county board Tuesday that they might want to consider providing IDs to voters at the polling places.

Texas: Judicial election recount shelved because of cost | Houston Chronicle

A Republican judicial candidate who had sought a hand recount of all mail ballots cast in her race has dropped her request, in part because of the cost of pursuing the recount. Challenger Donna Detamore thought she had beaten County Civil Court-at-Law No. 2 incumbent Theresa Chang at the end of primary election day but found herself 226 votes behind the next morning. County Clerk Stan Stanart blamed the late delivery of about 2,700 mail ballots for the post-midnight shift in the tally. Detamore said she planned to pursue a hand-recount of those paper ballots, but GOP and county officials learned that state law does not allow a partial recount in the race.

A Republican judicial candidate who had requested a hand recount of all mail ballots cast in her race has hit a snag in the law that may derail that recount. The tallies in the County Civil Court-at-Law No. 2 race stand at 61,956 for incumbent Theresa Chang and 61,721 for challenger Donna Detamore, according to the Harris County Clerk. Detamore went to bed ahead, but woke up roughly 200 votes behind after County Clerk Stan Stanart said the Republican Party ballot board (charged with verifying the authenticity of mail ballots) delivered about 2,700 ballots after 10 p.m. on Election Day, leading to the late shift in the tally.

Wisconsin: Report: Recall election most expensive race in Wisconsin history | The Hill

The Wisconsin recall election for GOP Gov. Scott Walker has become the most expensive contest in state history, a non-profit watchdog group said Sunday. The Center for Public Integrity (CPI) said more than $63.5 million had been spent by Walker, his Democratic challenger Milwaukee Mayor Tom Barrett and outside groups ahead of Tuesday’s vote. The tally which includes funds spent since November 2011 topped the 2010 gubernatorial contest, which held the previous record of $37.4 million. Democratic National Committee Chairwoman Debbie Wasserman Schultz said the vote would be a “dry run” for Democrats ahead of November. Polls show Walker with a slight edge on Barrett, but Democrats are making a strong push this weekend to close the gap. Former President Bill Clinton visited the state on Friday to stump with Barrett.

South Carolina: Senate Democrats fail in efforts to defund voter ID | TheState.com

Democratic state senators failed Wednesday in their efforts to remove funding from the proposed 2012-13 budget for the voter ID lawsuit, as floor debate on the spending plan continued for a second full week. The Senate defeated 24-17 an amendment stripping $1 million from the attorney general’s office for its fight with the federal government on a state law requiring voters to show photo identification at the polls. Subsequent attempts also failed. Republicans have argued the law is about preventing voter fraud. The federal government blocked the law in December, saying it could keep minorities from casting ballots. Attorney General Alan Wilson then sued in February.

Virginia voters will see changes at the polls come November. They will now be required to provide identification within three days after the election for their vote to count. Although the new law is designed to combat voter fraud, it comes with a hefty price tag. The State Board of Elections said the cost of mailing voter cards will be about $1.36 million.

Jefferson County commissioners Thursday agreed to appropriate more money to the county board of elections to cover increased expenses associated with the upcoming presidential election. Frank Bruzzese, board of elections board member, said presidential elections are always more expensive to conduct, especially this year when every voter will receive an application for an absentee ballot. The commissioners appropriated $605,000 to the board of elections, with the state contributing an additional $17,000 for mapping congressional districts. Bruzzese said the board of elections spent $746,000 four years ago during the presidential election. Commissioners agreed to appropriate an additional $102,000 to the board of elections, bringing the budget total to $722,000. Bruzzese said that should be enough to cover expenses associated with the general election in November.

Kenya will have one of the world’s most expensive elections next year if electoral officials get their way. Standard Digital can report that taxpayers risk paying several times more per voter than people in other countries fork out. This raises serious questions on whether the proposed costs of the next General Election have been inflated. Officials with the Independent Electoral and Boundaries Commission today rejected Sh17 billion set aside by Treasury for the planned March 4, 2013 poll. Instead, they are demanding Sh35 billion to conduct the first election under the new constitution as well as an anticipated run-off shortly thereafter. IEBC chairman Mr Isaack Hassan said if they plan the March 4, 2013 elections using the Sh17.5 billion Treasury  has allocated the commission in the 2012/2013 budget, they will be forced to extend the election date by  two or three days. He said the commission’s budget has a deficit of Sh23 billion and it will cost them at least Sh17.5billion to carry out a re-run in case of a tie in the presidential election.

Arizona: Cities, counties urge Governor to veto consolidated Arizona elections bill | Arizona Capitol Times

Dozens of local and county officials are asking Gov. Jan Brewer to veto a bill that would force cities to consolidate their election dates with the state. The officials appealed to Brewer’s background as a county supervisor and secretary of state, asking her to help cities maintain local control of their elections. They argued that HB2826 would stamp out local control, politicize non-partisan elections and increase election costs. HB2826 would force all cities in Arizona to hold their primary and general elections for candidates in even-numbered years beginning in 2014, at the same time as state and federal elections. Twenty-seven county election officials signed a letter to Brewer, urging her to veto the bill. At least 40 of the 76 municipalities that would be affected, along with the League of Arizona Cities and Towns, also sent letters to the governor, according to Ken Strobeck, the league’s executive director.

This morning’s Arizona Capitol Times includes a story about several counties’ call for the Governor to veto an election consolidation bill. According to the article, 27 county officials and 40 of 76 affected municipalities signed a letter arguing that the bill “would stamp out local control, politicize non-partisan elections and increase election costs.” More specifically, they are concerned that by bringing local elections in line with federal and state elections would create a host of problems.

Florida: Palm Beach County upgrades troubled vote-counting computer system | Sun Sentinel

Palm Beach County commissioners on Tuesday agreed to upgrade vote-counting software, just over a month after a vote-counting mix-up in the Wellington city council election. The software improvements cost $117,450 in a deal with Dominion Voting Systems, Inc. Supervisor of Elections Susan Bucher had the deal in the works before the Election Night problems in Wellington. Bucher in March initially blamed software problems for her office naming the incorrect winners in two Wellington races. The software upgrades and other procedural changes are supposed to iron out any problems like those that occurred in Wellington and speed up Palm Beach County’s traditionally slow vote counting.

Wisconsin: Local governments face challenge to pay $17 million price tag for recall elections | Green Bay Press Gazette

The governor’s office might not be the only place affected by Wisconsin’s recall election. Local governments are facing a price tag of about $17 million for the related contests. Officials are scrambling to make up for five- and six-figure expenses that have not been figured into their 2012 budgets. In Northeastern Wisconsin’s largest county, for example, the clerk says she might not have enough manpower to keep up with the additional workload. “We’re buried. Just buried,” said Darlene Marcelle, Brown County clerk since 1996. “We’re going to need a temporary employee just to keep up with this.” Her staff estimates that it will spend almost $122,000 to conduct the May 8 recall primary, according to figures from the state Government Accountability Board. The June 5 general recall vote likely will double that cost. Outagamie County expects to spend about $132,000 per election. Seven smaller counties predict they’ll shell out a combined $140,000 on each contest.

What does it cost to implement a strict voter ID requirement?  Many legislators would like to know. So would NCSL. Because we get this question frequently, we looked into it last month. First, we created a webpage with links to many legislative fiscal notes that were attached to this year’s voter ID bills. We then called state and local election officials in states that are implementing new laws this year.  Last, we summed up what we had learned about voter ID costs in a short essay in Electionline Weekly. Here’s an excerpt from that document:

In 2012, cost estimates for voter ID laws range from “no fiscal impact” in Nebraska and Virginia to “unknown greater than $7,027,921” in Missouri for the first year of implementation. The variation can be explained in part by differences in the legislation—what IDs are accepted, and whether there is another mechanism, such as absentee voting, that won’t require an ID.

Greece: Protest by Greek Public Servants to Hamper May 6 polls | CRI

With six days to go before the snap general elections, Greek labor unions called local administration employees on Monday to join a week-long anti-austerity protest, threatening to short circuit the polls. Greece has reduced election spending for the upcoming contest by about 25 percent compared to the previous parliamentary elections held on October 2009, in the context of efforts to cut down on public expenses to counter an alarming debt crisis, according to Greek Interior Minister Tassos Giannitsis. It is estimated that Sunday’s ballots will cost the Greek state approximately 60 million euros (79.38 million U.S. dollars).

Greece will pay 20 percent less to hold a general election on May 6 than it cost in 2009, as the government tries to cut down on spending in a second year of austerity measures. The May 6 vote will cost more than 60 million euros ($79 million), according to initial estimates by the country’s Interior Ministry. Greece’s Supreme Court will announce tomorrow those parties taking part in the election. A total 9.85 million citizens are eligible to vote in one of the 20,560 polling stations in the country, that is 360,000 more than in 2009, Interior Minister Tassos Yannitsis said at a press conference in Athens today.

New York: Special election to replace Kruger costs $1 million for vanishing seat | NYPOST.com

Talk about throwing good money after bad. Taxpayers will shell out about $1 million to elect a replacement for disgraced Brooklyn pol Carl Kruger — who pleaded guilty to taking more than $1 million in bribes — although the eventual winner will spend no more than eight months in office. That’s because Kruger’s 27th District state Senate seat will be wiped off the map by the redistricting process by the end of the year. There still hasn’t been a winner declared in the March 20 special election to replace Kruger — who resigned in disgrace in December — between Republican David Storobin and Democratic Councilman Lew Fidler. Storobin unofficially won by a mere two votes. So now, officials will recount all 22,000 ballots by hand — a lengthy process that could take months and hours upon hours of overtime at the Board of Elections. But the Legislature will adjourn for the year in June, which means the eventual winner may never cast a vote in Albany.

If you love to vote, 2012 is your year. Four major elections will take place in New York this year, starting with Tuesday’s presidential primary. Primaries for U.S. Senate and the House of Representatives follow June 26, and primaries for state and local offices come Sept. 11. The general election caps off the season Nov. 6. “I guess you really get to be a part of the process this year,” Rockland County Republican Election Commissioner Louis Babcock said. The abundance of elections has raised several concerns, including the cost of holding so many and whether voters will keep turning out. “It’s costly and it’s taxing on the voters to come out that many times,” Westchester County Republican Election Commissioner Doug Colety said.

And yet money always matters, so the question remains: how much does it cost to implement a photo voter ID requirement? No one knows for sure. There are before-the-fact estimates, and after-the-fact “actuals,” but none are cut and dried. The truth is that the cost of voter ID — like the cost of virtually everything election-related — is hard to estimate, or to measure.   For now, we can offer a look at legislative estimates and “boots on the ground” details from states that are in the process of implementing last year’s new photo ID laws, and perhaps explain why these numbers are so difficult to pin down.

Jay Inslee and Sam Reed are both right. A special election to pick a replacement for Inslee in the 1st Congressional District could cost state taxpayers close to $1 million, as Secretary of state Reed says. But the extra election won’t cost that much, as Inslee says. “The overall cost (of the 2012 election) doesn’t change,” Kitsap County Auditor Walt Washington said. Well, it changes a little, he said. Putting another choice on the primary and general election ballots adds maybe $5,000 to each election in Kitsap County. But while the overall bill is pretty much staying the same, the state is required to pick up a little more of the tab because it is a special election.

We’re less than a month from the recall primary.  The general election will be in June. The local costs for the election are adding up. Election officials say figuring out turnout for the recall election is a lot like taking a shot in the dark. “I’m just trying to think of is it going to be like a normal partisan primary or is it going to be like an April election, or is it going to be higher turnout than that, so we’re trying to get our head around what exactly a good guess would be because we do have to order the ballots now,” says Eau Claire County clerk Janet Loomis. That turnout drives the cost of those elections. “I’m thinking around 25 percent for the primary, maybe 40 or better for the June,” Loomis says. Eau Claire County is expected to spend an extra $20,000 just to print the ballots for the recalls.
