In an aim to boost the number of voters before the registration closes on 20 April, UK’s Electoral Commission has began to tap Twitter as a new medium, reminding people to register to vote in the General Election. The commission, through Twitter, sends a reminder to users in the UK through their timelines, stating the remaining seven-day timeframe to register. It also provides a link with the hashtag #RegisterToVote. The Electoral Commission also sent a tweet that provided a link to to the GOV.UK website, which provides additional information on online registration.

A House bill is aiming to repeal a law that bans people from taking selfies with their ballots. The law was modified last year and prohibits voters from taking pictures of their ballots and sharing them online. Supporters of the law said sharing that information could influence other voters. But the New Hampshire Civil Liberties Union and a number of citizens are challenging it, saying it’s a violation of the First Amendment and freedom of speech. Attorney Dan Hynes testified in favor of the bill Tuesday and brought along a photo he took with the ballot he cast in the last election. “I would like the attorney general to prosecute me so I can contest this law in court and hopefully go up to the New Hampshire Supreme Court,” Hynes said. “This law is unconstitutional.”

A state legislator, and another a candidate for the state House, also publicly published photos of their ballots. Now they’re under investigation by the New Hampshire attorney general’s office. The reason? It turns out the act of photographing or sharing a marked ballot is illegal under state law — and in 43 other states.

The Japanese Communist Party is gearing up for what could be its biggest election win in more than a decade with more of the same: cartoons, puns and breakdancing. The 92-year-old party has revived a rowdy bunch of animated mascots–the Proliferation Bureau–to spread the gospel ahead of Sunday’s lower house election. This year, armed with a bigger budget, they’re out to stop Prime Minister Shinzo Abe from letting the sales tax rise again, restarting nuclear reactors and revising the nation’s constitution. The Proliferation Bureau debuted during the 2013 upper house election after restrictions on Internet campaigning were lifted for the first time. The eight characters were meant to appeal to net-savvy youth who might otherwise associate Communism with bloody revolutions. “This time the theme is us against the Liberal Democratic Party,” Kazushi Tamura, deputy head of the publicity department, told JRT, referring to Mr. Abe’s ruling party. The party wasn’t sure the Proliferation Bureau would return after the last election, but positive feedback on social media made the difference, he said.

New Hampshire: Lawsuit Challenges New Hampshire Ban on “Ballot Selfies” | State of Elections

In a recent lawsuit, the New Hampshire Civil Liberties Union challenged a law that prohibits the posting of photos of marked ballots on social media. TheNHCLU states, “there is no more potent way to communicate one’s support for a candidate than to voluntarily display a photograph of one’s marked ballot depicting one’s vote for that candidate.” NH RSA 659:35(I) bans a person from displaying a photograph of a market ballot, including on the internet through social media platforms like Twitter, Facebook, and Instagram. A willful violation of this statute may be punishable by a fine up to $1,000. House Bill 366, which took effect September 1, 2014, was meant to update a century-old law against vote rigging.  According to Deputy Secretary of State David Scanlan, the original law dates back to the 1880s when vote-buying was rampant and votes were bought with money, liquor, and other enticements. According to Scanlan, digital technology is opening the door again for vote buying and voter coercion, and HB 366 attempts to ensure that door remains shut.

Jonathan Spear barely made it to the polls in Hampton before they closed at 8 p.m. on Tuesday. He filled out his ballot and voted for all Republicans, with one exception: He just couldn’t bring himself to vote for Scott Brown. Instead, he wrote in the name of Revolutionary War Gen. John Stark. When he was done, he snapped a photo of himself inside the voting booth holding his completed ballot, a quick ballot selfie. Then, he decided to commit a crime – he posted the photo on Twitter. And Spear knew exactly what he was doing. “It’s a stupid law, and I don’t agree with it,” he said. “I’ve always been a bit of a rebel, and nothing beats a little civil disobedience to get your point across.” State law says it’s illegal to show another person your ballot, including through social media.

A New Hampshire legislator has sued the state, arguing that a new law banning voters from displaying their marked ballots violates the First Amendment’s guarantees on free speech. The lawsuit, filed Friday in federal court in Concord, N.H., takes aim at an unusual new law passed by the state earlier this year. The law specifically bars voters from taking pictures of their ballots and posting them on Facebook or other social media sites. The law reads:

659.35 Showing or Specially Marking Ballot. I. No voter shall allow his or her ballot to be seen by any person with the intention of letting it be known how he or she is about to vote or how he or she has voted except as provided in RSA 659:20. This prohibition shall include taking a digital image or photograph of his or her marked ballot and distributing or sharing the image via social media or by any other means.

People who willfully violate the law are subject to fines of up to $1000.

For about five short minutes in June, everyone sitting around my lunch table in Kabul thought the Afghan government had shut down Facebook. Attempts to load news feeds were met with an abrupt, uninformative “network error” message, so, naturally, two of us jumped on Twitter to break the news. The others, also expatriates, but less swept up in the politics of the moment, continued eating, though no doubt they were somewhat dismayed at the prospect of their window to life back home being shuttered. It was less than a week after millions of Afghans had commuted to polls around the country to vote in a runoff election, the second round in 2014’s historic, if protracted, presidential race. Heralded as the country’s first democratic transition of power, the election process had taken an ugly turn. And social media followed suit. When former foreign minister Abdullah Abdullah accused election officials and then-President Hamid Karzai of coordinating ballot stuffing in favor of his opponent, former economic minister Ashraf Ghani, Facebook and Twitter feeds were filled with progressively violent and inciteful rhetoric from both sides. Unsurprisingly, the factions largely split along ethnic lines — Pashtuns versus Tajiks — the same antagonists of Afghanistan’s four-year civil war in the 1990s.

Fiji has imposed a strict media blackout on coverage of its first elections since the 2006 coup, warning that journalists face up to five years in jail if they do not comply. The blackout applies to political campaigning, interviews with candidates and election material such as posters or banners. It also prohibits discussion of this week’s vote on public forums including social media sites. Fiji’s elections supervisor Mohammed Saneem claimed the measure was intended to give the electorate a chance to reflect on how to vote in Wednesday’s poll without being bombarded by partisan messages intended to influence their decision. “The blackout is there to protect the voter from incessant campaigning before polling so that the voter can decide without any influence or undue pressure,” he told reporters. Campaign workers in Suva were today busy removing promotional material before the start of the blackout, which runs from 7.30am today (1930 GMT Sunday) to the close of polling at 6pm on Wednesday.

It’s been the campaign of the selfie, the tweet, and the (leaked) email, and new data shows how politicians and political parties rate on their online interactions. Online mentions of both Prime Minister John Key and Labour leader David Cunliffe spiked last night with the TV3 leaders debate, as did comments on minimum wage, tax cuts and income tax. Mentions of Key were higher than comments about Cunliffe during the debate, with a significantly larger number of women than men mentioning Key – although the data does not analyse the sentiment of the comments. The topics discussed during the debate that attracted the most online attention were minimum wage which resonated equally between men and women aged 35-44 and income tax and tax cuts which were mentioned the most by women aged 35-44.

Think twice before taking an election selfie with your ballot paper – you could be breaking the law. The advance voting period began this week, and already early bird voters are sweeping social media, posting photos of themselves at the polling booth. Among them were Labour leader David Cunliffe, Greens co-leader Metiria Turei, and Internet-Mana benefactor Kim Dotcom. Others, including Labour MP Trevor Mallard, have shared photos of their completed ballot papers, prompting warnings they risked falling foul of the Electoral Act. Internet-Mana leader Laila Harre tweeted yesterday: “Reminder that it’s against electoral law to post pics of your ballot paper.” The Electoral Commission advised candidates and supporters to exercise caution when it came to publishing or distributing material that included a ballot paper. This particularly applied to social media where material could be shared, reshared or reposted on election day.

We talk about civic duty, the need for citizens to participate in the governing process, and how the right to vote is the bedrock of American democracy. But let’s face it — if you’re reading this editorial, you’re probably already planning to vote. Let’s talk instead about how we get people out to vote — and why what we’re doing isn’t working. Based on previous turnouts, about 1.4 million people statewide could cast ballots in Tuesday’s primary election, about 20% of the state’s more than 7 million registered voters. That’s unsurprising for a primary in a non-presidential year, with a noncompetitive gubernatorial primary (both Republican and Democratic nominees for the office have been chosen for more than a year).

With the primary season in full swing, it has been a busy spring for state and local elections offices in their efforts to make voting/registering easier for citizens. Like the trees and flowers coming into season, new websites and mobile apps have been blooming from coast to coast. For some a lot of this may be old hat, but it’s important to take notice of these new apps/sites to highlight the progress being made in the elections field; and to encourage others who may late bloomers to get the ball rolling with their own tech improvements. What follows is a snapshot of what some counties, states and voter advocacy organizations have done lately to make voting and/or registering to vote easier. In Connecticut, Secretary of State Denise Merrill recently announced that a mobile app for the state’s new online voter registration system is available. The app — for smartphone or tablet — is available through Google Play and Apple. Since OVR launched in February, more than 2,000 Connecticut residents have registered to vote or updated their registration. Merrill hopes the new app will increase those numbers.

U.S. social networking company Twitter is planning to replicate parts of its India election strategy across countries that go to polls this year, after it emerged as a key tool for politicians and media companies during the world’s largest democratic exercise. In India, Twitter Inc worked closely with politicians including the victor Narendra Modi who used the platform for election campaigning, and also partnered with mobile and media firms to distribute tweets online and offline. Now, with polling due in countries such as Brazil, Indonesia and the United States later this year, the San Francisco-based company plans to take its India lessons abroad to expand its foothold in the political arena and increase its user base.

Twenty years ago, my first job was as a News Aide at The Washington Post. On election night 1994 I was given a telephone and sent on my way to the D.C. Board of Elections (DCBOE). Upon arrival at the DCBOE, I plugged my phone into a jack in the wall in a room set up for reporters and once polls closed about every 30 minutes to an hour someone from the BOE would bring those of us in the room a stack of green bar paper with precinct results listed and I would call in results to then-Metro Editor Joann Armao. Sometime around midnight, with votes still waiting to be counted, but the outcome clear and a home delivery deadline looming, Armao called the race for Democrat Marion Barry who was making a comeback following time spent in prison. It was closer to 2 a.m. by the time I could unplug my phone and take the last stack of green bar paper home with me for analysis in the morning. A lot sure has changed in the past 20 years, but has the instant gratification of social media and the web made the public’s and media’s expectations for election night unrealistic? Do elections officials on social media see it as a burden or a cost-effective way to stay up-to-the-minute with what’s going on at the polls and provide useful information to voters?

Denmark: ‘Sexist’ Voteman video pulled after online storm | Financial Times

It could be entitled: how not to get people to vote. The Danish parliament on Tuesday pulled a controversial video replete with cartoon nudity that was meant to encourage young people to vote in this month’s elections for the European Parliament. The 90-second video features “Voteman”, a muscleman first seen in bed with five naked women who then proceeds to beat up young people to force them to vote. He then decapitates one man, interrupting a couple having sex to throw them and their bed out of a window, and using his dolphin to help him chuck people into voting booths. Morgen Lykketoft, speaker of Folketinget, the Danish parliament, had previously warmly endorsed the video. “We are trying to inspire the very young to go out and vote. It is important we get a higher turnout, especially among the young. You have to use all sorts of methods,” he told state radio on Monday. He added: “I think it’s rather innocent. You can find much worse.”

South Africa: We vote in public… South Africa’s first real-time, tweeted election | memeburn

It’s different this time. In South Africa’s last general election in 2009, 99% of people had never even heard of Twitter (only a handful of people in the county had accounts back then, and they hardly used them). This time round, millions are on Twitter. Over 5.5-million, in fact (according to the most recent study by World Wide Worx). By this stage, that number’s probably closer to 6-million… All tweeting, retweeting and consuming in real-time. Of course the US Presidential Election in 2012 gave the world a taste of all of this. Then, though, the combination of Twitter and TV was still in its infancy. South Africa’s last election — the municipal election in 2011 — was still too early. Plus, politicking and campaigning was very localised. In planning for Wednesday’s election, South African television news networks (and news websites) must’ve been salivating at the thought. Especially now that there are three (!) 24-hour news channels to fill. The complex process of audience interaction on broadcast television has been largely solved by Twitter. The paradigm has shifted completely – from tweeting about what’s on the news, to Twitter becoming news. What better (and cheaper) way to fill hours and hours of dead broadcast time than with presenters reading random tweets?

The Elections Hub is also mobile-friendly. Google has worked with a range of stakeholders including media, civil society organisations and political parties, enabling them to use technology to innovate during the elections and allow voters and politicians to share, discuss, and make informed decisions.

With a presidential election on Thursday, most Algerians see a fourth term for the incumbent, Abdelaziz Bouteflika, as a foregone conclusion. Mr. Bouteflika has already been in power 15 years. In the last election in 2009, he was returned to office with an improbable 90 percent of the vote. So tightly controlled is this North African country that, virtually alone in the region, it passed on the Arab Spring. Yet even as the re-election of Mr. Bouteflika, 77, appears inevitable, his insistence on running again, despite his apparent frail health, has increased popular exasperation, revealed unusual signs of division within the ruling elite and provoked an unlikely show of solidarity among opposition parties, both secular and Islamic, which have united in a call to boycott the election. Exceptionally, a nascent urban middle-class youth movement, Barakat! (“Enough!” in Arabic), styled along the lines of the protests organized through social media during the Arab Spring, has begun campaigning against another term for Mr. Bouteflika. In recent weeks, it broke a taboo by holding small political protests here on the streets of the capital.

The scale of the elections, estimated to cost $600 million, is staggering. Ballots will be cast at 930,000 polling booths and 1.4 million electronic voting machines, with 11 million people — both civilians and government officials — helping facilitate. More than 100 million Indians are newly eligible to vote, bringing the total Indian electorate up to 815 million people. Half of India’s total population is younger than 24, and about 150 million people in India’s total electoral pool are first-time voters. The Taliban launched a series of attacks, focused mainly on the capital Kabul, just a few days ahead of Afghanistan’s landmark April 5 presidential poll. The militant group had threatened to attack polling stations during the vote and warned people against casting their ballots. But activists and ordinary Afghans reacted by taking to the Internet and launching a massive social media campaign where they expressed their determination to elect a successor to President Hamid Karzai, who has been ever since the fall of the Taliban 13 years ago. Karzai is constitutionally barred from seeking a third term. Pictures and slogans saying “Yes, I will Vote!” (main picture) circulated among thousands of Afghan social media users. The campaign paid off on April 5 when millions of Afghans took to polling stations to cast their votes despite the terror threats. The turnout was so high that many polling stations across the country ran out of ballot papers and Afghanistan’s Independent Election Commission (IEC) had to extend voting by an hour. The electoral body estimates that approximately 58 percent – seven out of 12 million eligible voters cast their ballots on Election Day.

The elections on March 30 do not bode well for Turkish democracy. They threaten the basic liberties and rights of many opposition groups in the country, thanks to PM’s Erdogan ultimatum that he will make the opposition “pay for this.” When the corruption scandal broke out in Turkey a few months ago, Twitter instantly became the primary outlet of opposition to PM Erdogan and his AKP. Twitter was about dissemination of ideas, organization, and exposing the corruption, illegal rule [rule by utter disregard of law], the immoral acts of PM Erdogan and those around him. Yet, the results of the elections were instructive. Twitter was effective in terms of organizing the opposition and informing them about the extent of the corruption in which the AKP was mired. Yet, this opposition was relatively small in number, educated, young, and urban; what appeared on Twitter (and, other social media outlets) had minimal impact on the rest of society, which is large in number, less educated, older, and more suburban and rural than urban.

Add a Wisconsin mayor to the list of voters who violated the state’s election law prohibiting sharing pictures of completed ballots. Wisconsin Rapids Mayor Zach Vruwink, 26, faces a possible felony after posting online a picture of his ballot in the primary for his re-election. A City Council candidate saw the post and filed a complaint with the district attorney, who was debating moving forward with charges as of Thursday. Despite warnings from the Government Accountability Board — which governs elections in Wisconsin — the issue has come up in multiple elections in the last few years as voters photograph their ballots and share them on social media. “I understand the law’s intent is to protect the integrity of the voting process,” Vruwink wrote in a text message. “This post was in no way election fraud.”

In June Brazil’s elites received a rude introduction to the power of social media. Protests, many convened via Facebook, saw millions take to the streets to air disaffection with politicians. Those same politicians now want to harness social networks for their election campaigns. Just before Dilma Rousseff was elected president in 2010, 6m Brazilians used Facebook at least once a month. As they gear up for a presidential poll in October, 83m do. Only the United States and India have bigger Facebook populations. One Brazilian in ten tweets; one in five uses Whatsapp—part messaging service, part social network. Cyberspace is seen as a crucial battleground for the election, even before campaigning officially starts on July 6th. In September, shortly after the protests petered out, Ms Rousseff reactivated her Twitter account, dormant since the 2010 election. She has also joined Instagram and Vine, two image-sharing sites, and revamped her Facebook profile. Last month Ms Rousseff’s Workers’ Party (PT) held its first workshop for activists on how best to use social networks. It plans 13 more in the coming months.
