Technology to make registering to vote and receiving ballots easier for U.S. service members and Americans living abroad will be getting support from federal government grants, Government Technology reports.

The first six Defense Department grants, part of the Electronic Absentee Systems for Elections program, were announced Nov. 3. The states of Virginia, Maryland and Ohio, as well as El Dorado and Santa Cruz counties in California and King County, Wash., are the first six recipients of the grants, worth more than $7 million. Government Technology reports that jurisdictions receiving the initial six grants serve 134,585 military and overseas voters.

The Federal Voting Assistance Program (FVAP) recently released its 2010 Post Election Report, which included a wealth of information on the participation of military voters and their spouses. This release follows the recent publication of data and a report on military and overseas voting by the U.S. Election Assistance Commission.

While the report includes numerous details focusing on the specifics of members of this community, the general trend is clear: members of the military and their spouses are highly engaged in the elections process and continue to register and vote at higher rates than the general electorate.

Unlike the EAC, which simply reports data provided by states as part of the Election Administration and Voting Survey, the FVAP adjusted military participation data to account for the age and gender of the generally younger and male population of uniformed voters. FVAP also surveyed a number of populations to ascertain their level of participation in 2010.

The principle of bringing the consulate closer to citizens seems a warrant forgotten by our foreign service, which becomes pretty relevant these days of upcoming election. An estimate of two million Venezuelans, from all sort of ages, reside abroad, but the Venezuelan consular structure is the old one brought into the present, during those days in which Venezuela did not use to be country of emigrants as it does nowadays.

Based on the table recorded by the National Electoral Council (CNE), according to which 60% of people are able to vote, slighty over one million Venezuelans abroad should vote in the presidential election of October 2012. As a matter of fact, it is otherwise.

In the last election held on September 26, 2010, only 56031 citizens - who resided abroad and were able to vote from there - enrolled in the registry of voters, from which only 15,434 people fulfilled their democratic commitment, for an abstention of 72.45%. Ending September 2011, enrollment could reach 62,000 people. In presidential elections, abstention shrinks to 60% with a 40% turnout. Due to the low turnout that has been recorded, several NGOs and groups of citizens have teamed up in order to assess the situation and develop mechanisms that allow those citizens to exercise the right to vote.

On Tuesday, the Federal Voting Assistance Program (FVAP) released a report and underlying dataassessing the extent of voting by military voters in the 2010 election.

The data paints an encouraging but still mixed picture; while participation rates for members of the military (adjusted for age and gender) appear to be strong, there are still areas where the system could improve. For example, 29% of military voters reported that they requested but never received an absentee ballot - up from 16% in 2008. These figures are likely to form the backdrop for continued enforcement and potential expansion of the MOVE Act of 2009, which was designed to improve voting for military and overseas voters.

The FVAP report is so rich with data that I knew there was no way I could dive in alone; that's why I reached out to my fellow election geeks for their read on the release. Not everyone wanted to speak for the record, so we'll keep all of these anonymous - but what they had to say was fascinating and helped me (and hopefully you) see the data in different ways.

New York: State counted only 74% of military, overseas ballots | The Journal News

New York had the poorest showing in the country when it came to counting overseas and military ballots last November, a new report from the U.S. Election Assistance Commission found. The national average for ballots counted was 93.2 percent. But in New York, 73.9 percent of the 22,303 ballots cast were counted.

State Board of Elections spokesman John Conklin said New York's numbers may have been skewed because boards of election counted every ballot, including those that were returned as undeliverable, toward the total number returned. It appears other states may not have included undeliverable ballots in their overall total, he explained. Returned ballots can be rejected for a variety of reasons, such as they are mailed too late or there is a problem with the voter's signature.

Do voters need their ballots emailed to them? Legislators are now debating whether it's necessary, or even possible. Emailing absentee ballots isn't new. In fact, it's done all the time for the military and overseas voters. But, state democrats say email availability should be extended to everyone.

City clerks say most people vote the day of the election. And if they're out of town, they'll fill out their ballot early at the city clerk's office, voting absentee. Some democrats in the state legislature say there should be more options.

“I support the idea that clerks should be able to email out ballots. People are using email today instead of the post office. It’s a fast, easy way to get information,” says State Senator Kathleen Vinehout.

A new, little-noticed state law guarantees voters can receive absentee ballots by email, but it may not be on the books for long. When legislators in May adopted a requirement that voters show photo ID at the polls, they also changed the law to ensure voters can receive absentee ballots by email if they ask for them. While voters can receive the ballots by email, they still have to return them by traditional mail or drop them off in person.

But in June, the state Senate included a provision in another bill that would repeal the requirement that municipal clerks email absentee ballots to all voters who request them. The clerks would still have to email absentee ballots to military and overseas voters, but not other voters.

Repealing the provision on emailed ballots was tucked into a bill that would move the partisan primary from September to August. Moving the primary is required to comply with a federal law meant to ensure military and overseas voters have enough time to return their ballots.

There is nothing quite like new data to set the election geek world into a frenzy of delight. The EAC's release yesterday of the latest report on the Uniformed and Overseas Civilians Absentee Voting Act (UOCAVA) is the latest information we have about the fate of ballots cast by military and overseas voters. The report (teased mercilessly on Twitter by the EAC in a masterstroke of geek marketing, by the way) is especially important as it reflects the first data reflecting changes made by the MOVE Act of 2009.

The data contains lots of good news for anyone who cares about the ability of military and overseas voters to participate in democracy from a distance and appears to validate somewhat the efforts by Congress and state/local election offices to improve the UOCAVA balloting process.

Colorado: More counties sending ballots to inactive voters | The Pueblo Chieftain

Boulder and Pitkin counties have reversed course and will send election ballots to inactive voters this month, the Colorado Secretary of State Scott Gessler's office confirmed Monday. That turnaround comes only two days after a Denver district judge refused to block Denver and Pueblo counties from doing so.

Boulder will send ballots to about 24,000 inactive voters, while Pitkin will send out about 2,500 ballots. Mesa County officials also notified Gessler on Monday that they will send ballots to their inactive military and overseas voters only, but not to inactive voters within their county. El Paso County, which has a heavy registration of overseas military voters, was the target of protests Friday from one veterans group objecting to Clerk Wayne Williams' decision not to send ballots to about 800 inactive military voters. Williams reaffirmed after the court ruling that his county does not intend to send ballots to any of its 63,000 inactive voters, regardless of Friday's court ruling.

Veteran Pakistani politician Imtiaz Safdar Warraich has assured the Pakistani community in the UAE that he will raise the issue of voting rights for overseas Pakistanis to President Asif Ali Zardari.

Warraich, who was on a visit to raise funds for the flood victims in Sindh province of Pakistan, told the community that after the completion of his UAE visit he will submit a report to President Asif Ali Zardari with recommendations for the voting rights of overseas Pakistanis and issuance of passports with a validity of up to 10 years.

Pueblo County Clerk Gilbert "Bo" Ortiz wanted an answer Thursday from Colorado Secretary of State Scott Gessler to a simple question but one heavily laced with politics: Could Ortiz send out roughly 70 mail ballots to registered county voters in the military, but who did not vote in the 2010 election? "I want an order from the secretary's office by Friday (today) saying that I cannot send out those ballots because I believe I should under the (Uniform Military and Overseas Voters Act)," Ortiz said Thursday morning.

He got his answer at closing time Thursday. Gessler's letter to Ortiz said the secretary of state was sticking to his position that no inactive voters should get ballots sent to them this election — including out-of-area military voters, or those "covered" by the Uniform Military and Overseas Voters Act.

"A covered voter who is registered to vote may apply for a ballot. Ballots are not automatically sent to covered voters," Gessler's letter said. "Thus, Pueblo County may only send mail ballots to inactive voters who submit a timely request as required by the (Act)." Perusing the letter Thursday night, Ortiz said Gessler had provided an order as asked.

Arizona: Cortes denies being a sham candidate in Pearce recall election | Arizona Republic

Recall candidate Olivia Cortes took the stand Thursday to defend herself against allegations that she is a sham candidate running to draw votes away from candidate Jerry Lewis and help Senate President Russell Pearce retain his seat. “I wanted to offer my points of view as a naturalized citizen, a concerned citizen for the future of Arizona,” Cortes said. “I want to serve my community.” She said the accusations about her campaign make her feel “bad.”

“I feel they are taking away my constitutional right,” she said. “Anybody can run. I’m running to win. I want to win.”

During her testimony, Cortes said she is paying for her campaign but admitted she hasn’t yet spent any money. She said she does not know who paid professional circulators to collect the signatures to get her on the ballot. She said she also does not know who paid for the signs with her name on it that were put up around West Mesa. She doesn’t know who created her Web site. Cortes said she was not forced or paid to run. She said East Valley Tea Party leader Greg Western is the only one helping her with her campaign and as a political novice, she has left many decisions to him.

Last week, the U.S. Department of Justice (DOJ) asked a federal judge to order New York State to change the date of its 2012 primary election. The government argues that current September date gives military and overseas voters too little time to return their ballots and thus fails to comply with the Military and Overseas Voter Empowerment (MOVE) Act enacted by Congress in 2009.

DOJ and New York are well-acquainted with the courtroom and one another; DOJ sued in 2006 for failure to implement the Help America Vote Act and the state has been operating under a consent decree virtually ever since. Indeed, it is fair to say that no state has been as reliably consistent in the last decade as the Empire State in the implementation of new federal election laws.

The US Federal Voting Assistance Program (FVAP) is the Department of Defense Agency charged with assisting military and overseas voters with all aspects of voting, including registering to vote, obtaining ballots, and returning ballots. FVAP's interpretations of Federal law (*) says that they must perform a demonstration of electronic return of marked ballots by overseas military voters (**) in a Federal election at the first Federal election that occurs one year after the adoption of guidelines by the US Election Assistance Commission. Since the EAC hasn't adopted such guidelines yet (and isn't expected to for at least another year or two), the clock hasn't started ticking, so a 2012 demonstration is impossible and a 2014 demonstration looks highly unlikely. Hence, this isn't a matter of imminent urgency; however, such systems are complex and FVAP is trying to get the ball rolling on what such a system would look like.

As has been discussed previously on this blog, nearly all computer security experts are very concerned about the prospect of marked ballot return over the internet (which we will henceforth refer to as "internet voting"). Issues include vulnerability of client computers, issues with auditability, concerns about usability and coercion, etc. On the flip side, many states and localities are marching full steam ahead on their own internet voting systems, generally ignoring the concerns of computer scientists, and focusing on the perceived greater convenience and hoped-for increased turnout. Many of these systems include email return of marked ballots, which computer scientists generally consider to be even riskier than web-based voting.

Voting in Garland, TX and other cities in Dallas County has gotten a lot more complicated, thanks to Senate Bill 100. The Bill was introduced to the Texas Senate, passed by the Senate and House and was signed into law by Governor Rick Perry on June 17.

Mary Kayser, Garland City Secretary said the purpose of the bill is to adopt voting procedures necessary to implement the federal Military and Overseas Voter Empowerment Act (MOVE Act) which is aimed at making the voting process easier and faster for military and overseas voters.

The State Board of Elections made it easier on Wednesday for overseas voters, including military voters, to register to vote.

The board voted to allow overseas voters, which could also include embassy employees and contractors working in Afghanistan, to fax a voter application to a Virginia registrar.

"These people don't have mail boxes on every corner," said Charles E. Judd, chairman of the State Board of Elections. The proposed rules change would take effect Sept. 1, if approved by the U.S. Justice Department.

Gov. Pat Quinn Sunday signed three bills to provide more protections for Illinois’ servicemembers and help injured veterans get the services they need.

These bills prevent Illinois utilities from cutting off heat to veterans and servicemembers during the winter months; extend the driver’s license renewal time for servicemembers returning from overseas or out-of-state; and create a fund to support public service announcements to increase awareness of veterans’ programs, a release from the governor’s office said.

Amendments to the Parliamentary Elections Act would empower the parliamentary commissioner to establish polling stations outside The Bahamas and allow for early voting for a wider range of Bahamians.
Prime Minister Hubert Ingraham introduced the bill in Parliament yesterday.

The bill contains a broad spectrum of amendments and changes aimed at streamlining the voting process. Under the new legislation, polling places would be established outside the country at Bahamian embassies and high commissions.

North Carolina: New legislation makes it easier for military overseas to vote | NewsObserver.com

Gov. Bev Perdue Monday signed into law model legislation that makes it easier for North Carolina military serving overseas to vote. Standing in front of dozens of National Guardsmen, Perdue said the legislation was part of North Carolina's efforts to become make the state military friendly.

The bill mandates that absentee ballots be sent at least 60 days before a general election to military overseas. It would also apply to civilians stations overseas.

The measure, which had bipartisan support in the legislature, follows a model law approved last year by the Uniform Law Commission. A report by the Pew Commission of the States in 2009, found that many military stationed overseas did not have time to vote.

National: Organisation appeals for expat Americans to stand up and be counted | Telegraph

The Overseas Vote Foundation (OVF), a not-for-profit group dedicated to helping Americans overseas take part in federal elections, began its “Counting Citizens” project in April this year.

Using the power of social media to spread the word, the group is appealing for expats to register on a dedicated website, and help the organisation produce a reliable estimate of the number of Americans currently living abroad

“At the moment, there no is no accurate up-to-date estimate of how many American citizens abroad there are or where they are,” said Susan Dzieduszycka-Suinat, the president of the OVF. “Expats are not included in the US census, and previous estimates have been very rough, and often non-official.

And now for some completely different election news: A seemingly innocuous Texas Senate bill, passed and awaiting the governor's signature, may drastically affect Austin's local elections, even extending the terms of the mayor and three City Council members by six months.

Senate Bill 100, legislation from San Antonio Dem Leticia Van de Putte, was drafted to bring the state in line with federal law requiring that federal ballots be delivered to military and overseas voters at least 45 days before an election. It preserves Texas' current March primary date, while postponing potential primary run-offs to the fourth Tuesday in May, so as to meet the 45-day requirement.

This Tuesday, the state House of Representatives is scheduled to vote on legislation from Secretary of State A. Ralph Mollis that would change Rhode Island's presidential primary calendar in order to ensure that military voters and others living overseas get their ballots faster.

The legislation is in response to the federal Military and Overseas Voter Empowerment (MOVE) Act, which requires states to mail ballots to overseas voters at least 45 days prior to an election.

Gov. John Hickenlooper signed a bill Friday that changes some election dates in Colorado so the state complies with a federal law aimed at giving military and others living overseas enough time to vote.

The bill Hickenlooper signed into law makes Colorado's primary elections and precinct caucuses happen earlier on even-numbered years and requires that mail-in ballots be delivered or mailed to military personnel serving overseas 45 days before an election so they have enough time to vote and have their ballots counted. It's part of a provision of the Military and Overseas Voter Act that Congress passed in 2009.

Before the new law, Colorado mailed out ballots to military and other voters overseas 30 days before elections.

Alabama: Secretary of State Chapman praises state lawmakers for passage of Alabama military voting bill | Shelby County Reporter

Alabama Secretary of State Beth Chapman on June 1 praised the Alabama House of Representatives for passing the final version of a bill that would make it easier for military and overseas voters to vote while serving abroad.

Senate Bill 55, created by Chapman and Sen. Gerald Dial, R-Lineville, was approved with a 97-0 vote and now goes to Gov. Robert Bentley for approval.

The Alabama Legislature is creating new ways for the military and other Alabama voters who are overseas to return their ballots.

Currently, the military and other Alabama voters who are overseas can only use the mail to return an absentee ballot. The legislation allows them to use fax, a commercial carrier like UPS and FedEx, and secure electronic transmissions.

Questions as to whether Texas might move its primary from March into April appeared resolved late on Tuesday when the House amended a voting bill to keep the March primary intact. Turns out the uncertainty might not be over quite yet. Under the current arrangement, local May elections and early voting for primary runoffs would be just two days apart.

Senate Bill 100, which passed the House on third reading Wednesday, is aimed at trying to make it easier for military and overseas voters to cast absentee ballots. Federal law requires that Texas make the changes.

National: Defense Department offers $15 million to improve overseas voting | Stars and Stripes

Defense Department officials late last week announced more than $15 million in grants designed to improve how voter registration forms and absentee ballots are sent to overseas voters, in an effort to solve problems well in advance of the 2012 presidential election.

Bob Carey, director of the Federal Voting Assistance Program, said officials don’t have any set plans on how many grants they’ll award or exactly what the final projects will look like. The grants are open to state and local election officials, and the parameters call for using new technologies to decrease the delivery time for registration, ballot requests and changes of address.

State Rep. Mike Dovilla was serving in Iraq four years ago when he attempted to obtain an absentee ballot to vote in that year’s municipal elections. The Cleveland-area Republican said he submitted the paperwork to the board of elections but later was told he didn’t include all of the required information.

“Through no fault of my own, and despite a proactive effort to obtain a ballot, I was disenfranchised in that year in the municipal elections,” Dovilla said. “Since that time, I’ve vowed that if I were ever in a position to be able to address this public- policy challenge and prevent it from happening to others in the military service, I would do so.”

Mike Dovilla was deployed to Iraq in 2007, he wanted to cast a vote in that years municipal elections.While on leave, he sent in his application to the Cuyahoga County Board of Elections, and when the Navy veteran returned to Baghdad, he was told he had not provided some necessary information.

“The problem was there was incorrect information on the county’s web site at that time that didn’t specify the need to include those items,” said the Berea Republican. “As a result, by the time the additional correspondence went back and forth from the theater, the ballot didn’t arrive on time. In fact, I never received a ballot at all.”Since that time, I vowed that if I were ever in a position to be able to prevent this from happening to others in military service I would do so.” Dovilla joined Rep. Michael Stinziano, D-Columbus, today in introducing a bill designed to improve access to voting for members of Ohio’s military serving overseas and other overseas voters.
