If you’re old enough to drive, are you old enough to vote? You soon will be if you live in Takoma Park, Md. The famously progressive suburb of Washington has just extended voting rights in municipal elections to 16- and 17-year-olds. Takoma Park was the first city in the country to take such a step, but its action is part of a larger trend toward letting people vote earlier. “We’re not the first community to talk about the idea and I doubt we’ll be the last to adopt it,” says city council member Tim Male, a cosponsor of the measure, which passed on Monday. The Massachusetts Senate on Wednesday held a hearing on the question of allowing municipalities to extend the franchise to citizens younger than 18, as the Lowell city council has twice attempted to do.

Ohio Republicans want to force universities to grant in-state tuition to students from other states if the schools provide documents that allow the students to register to vote in Ohio, a move that could cost universities millions. Republicans in the state House, who included the provision in the state budget now under consideration in the Senate, say they’re trying to streamline the system. Critics say the amendment really is designed to prevent universities from making voting easy for out-of-state students — who traditionally disproportionately vote Democratic.

Among the most dramatic findings reported in the Census Bureau’s Current Population Survey (CPS) is a large decline in turnout rates among young people, particularly those who were first eligible to vote in the 2012 election. In contrast, older persons’ turnout rates remained steady, or even increased. Given the large disparities in support for Obama among younger and older voters, Obama’s smaller margin of victory in 2012 was thus partially a turnout story, as the electorate’s composition was older, and more favorable to Republicans in 2012 compared to 2008.

An important election survey that reveals patterns in voting and registration is the Census Bureau’s Current Population Survey November Voting and Registration Supplement, or CPS for short. The 2012 CPS reveals insights to major stories about the election divined from the exit polls: the changing face of the electorate and the role of young people in determining the outcome of the presidential election. As I suggested previously, the increasing diversity of the 2012 electorate was a partially a turnout story, with non-Hispanic Whites modestly withdrawing from the electorate. The CPS further documents how it is also a story of the inevitable trend of increasing diversity of the country. Perhaps the most revealing new finding is a dramatic decrease in the youth vote, which has important ramifications for future elections.

Along party lines, a Senate committee on Wednesday supported on a 3-2 vote changing the current state voter identification law by removing its clear statutory reference to student IDs as an acceptable form of voter ID. Also Wednesday, the Senate Public and Municipal Affairs Committee voted — again along partisan lines — to recommend passage of legislation that addresses the requirements that one needs to meet to register to vote. Committee Chairman David Boutin, R-Hooksett, said although the specific reference to a student ID is removed under his voter ID amendment, it would allow state university system student IDs to be used under a broad requirement that the would-be voters produce “a nondriver’s identification card issued by” a “department, agency or office of any state.”

The proposal pits these two interests against each other in the Ohio House’s substitute budget bill that has passed the Republican-controlled state House of Representatives chamber and is now under consideration by the state Senate. The provision mandates that an institution of higher learning must charge in-state tuition to any student to whom it provides a letter or utility bill that can be shown to prove residency and vote in Ohio.

Opponents of a voter ID bill that passed the North Carolina House on Wednesday are not backing down, vowing to continue to fight what they say is a discriminatory practice. The measure, which passed the House in a 81-36 vote, would require voters to show a state-issued ID in order to vote. It would also make student IDs from public colleges a legal form of identification, but not student IDs from private institutions, and it would tax the parents of college students who register to vote in the state where they are attending school. The changes would go into effect in 2016 if the bill becomes law. College students quietly protested the bill in the Statehouse Wednesday as the vote took place. They wore black tape over their mouths bearing phrases like “Justice” and “My voice is being silenced.”

Often rallied by campus get-out-the-vote efforts, students can be a significant factor in college-town elections.

Many North Carolina voters may face a shock when they next go to the polls. Republican state legislators have proposed three bills that restrict access to the voting ballot by adding additional fees on the parents of college students who register to vote in a county that is not where their home address is located and by requiring photo identification to vote. The first bill, SB 667, which affects North Carolina residents and has caused a great deal of controversy. The bill states that “If the voter is a dependent of the voter’s parent or legal guardian, is 18 years of age or older and the voter has registered at an address other than that of the parent or legal guardian, the parent or legal guardian will not be allowed to claim the voter as a dependent for state income tax purposes.” The exemptions given to North Carolina parents is worth anywhere from $2,000 to $2,500, and if the law is passed, these parents would face an increase in their taxes. According to an article published by the Huffington Post April 5, “Republican sponsors have defended their push to reform voting laws as a way to save money.”

In the 2012 elections, we saw a glimpse of a more robust and inclusive democracy. Hispanic and youth voters turned out in record numbers, and African Americans may have voted at a higher rate than whites for the first time in U.S. history. But this turnout happened in spite of the most widespread assault on voting rights that we’ve seen since the Reconstruction era. Thankfully, courts blocked many of the recent state laws that make it harder to vote. Nonetheless, hundreds of thousands of citizens — disproportionately African Americans and Latinos — had to wait in outrageously long lines and many were improperly forced to cast provisional ballots. While the resolve of voters who stood in line for up to eight hours was inspiring, it showed that election reform is needed. As President Obama said on election night, “We have to fix that.”

Bills filed in the N.C. Senate Tuesday and co-sponsored by Sen. Dan Soucek of Boone could impact college students who choose to vote where they attend school. Senate Bills 666 and 667 include measures that would bar parents from listing their children as dependents on state tax forms if the children register to vote at a different address. The state generally grants tax deductions ranging from $2,000 to $2,500 per child dependent. “If the voter is a dependent of the voter’s parent or legal guardian, is 18 years of age or older, and the voter has registered at an address other than that of the parent or legal guardian, the parent or legal guardian will not be allowed to claim the voter as a dependent for state income tax purposes,” according to Senate Bill 667, short-titled “Equalize Voter Rights.” The legislation could have a significant impact in areas such as Watauga County, where the number of students enrolled at Appalachian State University represents more than a third of the county’s total population.

As the Pennsylvania Commonwealth Court prepares to hear another challenge to the state’s voter ID requirement, a new study reveals that across the country, voter ID laws disproportionately affected young minority voters in the 2012 elections. While just over half of white youth were asked for identification, election officials asked 60.8 percent of Latino and 72.9 percent of black youth voters for ID in November. Similar disparities existed for photo ID, which is required by law to vote in many states, and in states with no voter ID law. “Race should never play a role in who gets to vote, or who is asked for ID in order to vote,” said American Civil Liberties Union of Pennsylvania associate director Sara Mullen in an email. The study, conducted by Cathy Cohen of the University of Chicago and Jon Rogowski of Washington University in St. Louis, also revealed that 17.3 percent of non-voting blacks cited lack of proper identification as their reason for not voting, over three times the 4.7 percent of whites who had the same explanation.

The North Carolina General Assembly’s agenda for the current session shows the controversial voter identification legislation requiring voters to show photo identification at the poll is still making waves in the legislature. Supporters of voter ID legislation hope to prevent fraudulent voting at the polls and instill confidence in our democratic system. Interest groups such as the National Association for the Advancement of Colored People, Democracy N.C. and other national organizations oppose laws that would require voters to show photo identification.  The NAACP compares the voter ID laws to the times of civil rights movements in the 1960s. Reverend William Barber, president of the NAACP, has stated that requiring a voter to show ID is comparable to a poll tax in early 20th century because of the cost to obtain licenses.

Lawmakers in the Tennessee House of Representatives dropped a proposal to let college students use their campus identification cards at the polls. The House Local Government Committee amended a bill Tuesday to strip out language that would have let students at public colleges and universities in Tennessee show their IDs to vote. The decision put the House at odds with the Senate, which agreed to accept college IDs at the polls just last week. State Rep. Susan Lynn, the measure’s sponsor, said she agreed to the amendment after consulting with committee members and the co-sponsor, state Sen. Bill Ketron.

Voter ID laws had a disproportionate impact on minority youth voters last November, even in states without the restrictive laws.
“The very existence of identification laws makes young people of color more likely than white youth to be asked to prove their identity,” said Dr. Cathy Cohen, a researcher at the University of Chicago. Her findings showed that young minority voters (under 30-years-old) were more likely to be asked for identification, even in states without ID requirements. Nearly two-thirds of black youth report they were asked for ID in states without voter ID laws, and a little more than half of young Latino voters reported being asked. Meanwhile only 42.8% of white youth said that they were asked for ID. In voter ID states, the application of the law was more even, but white youth voters were asked for identification less often than African American youths (84.3% of the time for whites compared to 94.3% for African- Americans).

Paying out-of-state tuition could cost students something more under legislation that will be debated today: their vote. Under House Bill 1311, students who pay out-of-state tuition would not be able to vote in Indiana. Rep. Peggy Mayfield, the Martinsville Republican who filed the bill, said she’s trying to resolve who is an Indiana resident. “We’re having people who are not necessarily residents voting in our elections,” she said. But legal experts, as well as lawmakers in both parties whose districts include some of Indiana’s public universities, say there’s a big problem with the bill before the House Elections and Apportionment Committee: It’s unconstitutional. “I hope that’s a quick hearing,” said Lee Rowland, counsel at the Brennan Center for Justice at the New York University School of Law, which monitors voting rights issues. “Because, frankly, conditioning voting rights on a 12-month residency is so clearly unconstitutional that it would be an utter waste of the legislature’s time to consider such a bill.”

If they are eligible to vote, individuals in youth correctional facilities should be able to cast ballots. That’s the thinking of Representative Paul Rosenthal, who is pushing a bill that would make clear the voting rights of those in Division of Youth Corrections custody.
The proposal is personal: As a teacher at one of these facilities, Rosenthal has seen firsthand how frustrating it is when eligible students can’t vote. “This is pretty commonsense,” Rosenthal says. “I’m only putting into statute what is currently practiced.” Rosenthal, a Democrat and first-time lawmaker who now represents parts of Denver, explains that the standard practice in Colorado is that individuals in youth correctional facilities who meet all the legal requirements to vote are allowed to vote. But, he says, confusion around their rights and what documentation they need makes it even harder for them to obtain what the paperwork they need in time to vote.

California teens could submit paperwork to get on the state’s voter rolls three years before they are allowed to cast a ballot under legislation introduced this week. Senate Bill 113, by Democratic Sen. Hannah-Beth Jackson, would let Californians “preregister” to vote at age 15, giving the state the nation’s youngest minimum age for submitting an affidavit of registration. While the teens would not be able to vote until turning 18, the Santa Barbara Democrat said she hopes the change would increase the number of active voters by linking the “positive experience” of getting a learner’s permit at the Department of Motor Vehicles with registering to vote. Teens could also use the state’s new online registration system under the measure, which is sponsored by Secretary of State Debra Bowen.

For young voters busy registering for classes, registering to vote isn’t always their No. 1 priority. Tack on changing registration laws and voting can turn into a struggle. “When students come back to school, they’re either more worried about schools or worried about, let’s be honest, parties,” said David Schultz, an election law expert at Hamline University. “The first thing on their mind is not registering to vote, especially for students who just turned 18. They don’t know much about the process.” California’s new same-day registration law is a blessing for students with planners already crammed with exam dates, Rock the Vote President Heather Smith said. But across the country there are technical issues students face that could complicate the process for them. Students new to voting often don’t know registration deadlines (in Texas, Oct. 9 and Oct. 12 in New York) or even that they need to register to vote, Smith said. “It’s frustrating when a young person navigating the process for the first time is calling our office on Election Day (saying), ‘I’m here and ready to vote and I didn’t realize I needed to register,’” Smith said. Proposed ID requirements to register, like Texas and Pennsylvania laws currently in the courts that don’t accept all student IDs, have been criticized as adding another hurdle for young voters. For example, students in the dorms or on campuses with good public transportation often don’t need a driver’s license, Smith said.

Out-of-state students preparing to vote in the November elections will likely need to dig up their voter registration card or U.S. passport if they plan to cast their ballot in Oklahoma. Because of the state’s voter ID law, Oklahoma voters are required to show some form of identification before receiving a ballot. The catch, however, is driver licenses from out of state do not qualify, said Jim Williams, Cleveland County Election Board secretary. “That is another unique feature of the Oklahoma law; it does have to be an Oklahoma driver license,” Williams said. “So if you have an out-of-state driver license, you’ll need some other form of ID for voting.” Other acceptable IDs include a state-issued ID, a U.S. passport, a military ID — all of which are photo IDs — but there is one exception: voter registration cards, he said.

In Tennessee, a new law requiring voters to show photo identification at the polls explicitly excludes student IDs. In Wisconsin, college students are newly disallowed from using university-provided housing lists or corroboration from other students to verify their residence. Florida’s reduction in early voting days is expected to reduce the number of young and first-time voters there. And Pennsylvania’s voter identification bill, still on the books for now, disallows many student IDs and non-Pennsylvania driver’s licenses, which means out-of-state students may be turned away at the polls. In 2008, youth voter turnout was higher that it had been since Vietnam, and overwhelmingly for Barack Obama. This time around, the GOP isn’t counting solely on disillusionment to keep the student vote down. In the last two years, Republican-controlled state legislatures have passed dozens of bills that erect new barriers to voting, all targeting Democratic-leaning groups, many specifically aimed at students. The GOP’s stated rationale is to fight voter fraud. But voter fraud — and especially in-person fraud which many of these measures address — is essentially nonexistent.

An estimated 700,000 young minority voters could be barred from voting in November because of photo ID laws passed across the country in recent years, according to a new study. The number of minority voters under the age of 30 likely to be disenfranchised by these new voting laws — passed overwhelmingly by Republican-led legislatures across the country — is a conservative estimate, according to the study’s authors. The actual number of voters in that category who could be disenfranchised is probably closer to 1 million, they said. The projections include African Americans, Latinos, Asian Americans, Native Americans and Pacific Islanders. “It’s a reminder that our voting rights have always been under attack and probably always will be,” said Cathy Cohen, a professor of political science at the University of Chicago who co-authored the report, Turning Back the Clock on Voting Rights: The Impact of New Photo Identification Requirements on Young People of Color.

In some states, communities are debating whether students can vote as state residents or vote absentee from their hometowns. Saying it is time for Quebec’s “silent majority” to express itself in a year marked by massive and sometimes violent student protests, Premier Jean Charest announced Wednesday his province would head to the polls in early September. Charest will be seeking a fourth mandate as premier of the French-speaking province in the Sept. 4 election. Polls have shown his party closely trailing the opposition, separatist Parti Quebecois. Quebec does not have set election dates. Charest said Quebec’s people don’t recognize themselves in the violent acts perpetrated by the demonstrators, which he said caused economic and social turbulence. More than 2,500 people have been arrested since protests began over rising tuition fees in February in what became Canada’s most sustained protests ever. Charest also criticized the PQ’s embrace of the protest movement.

Unfortunately, many Pennsylvania students will be kept out of our political process. Some will not bother to go to the polls because they lack any of the recently specified forms of required photo identification; others will be turned away because they are unaware of the state’s new law. This is because of Pennsylvania’s new, complex voter ID law that puts strict requirements on which student IDs are acceptable for voting. Several student IDs issued by Pennsylvania colleges and universities currently do not comply with the new voter ID law. The few types of identification cards that will be acceptable in Pennsylvania for the November election include U.S. military IDs; employee photo IDs issued by federal or Pennsylvania state, county or municipal governments; photo ID cards issued by a Pennsylvania care facility; photo IDs issued by the U.S. Federal Government or the Commonwealth of Pennsylvania, or photo ID cards from an accredited Pennsylvania public or private institution of higher learning.

With signs shouting “No to repression!” and “Down with the PRI!” the angry students who have taken the streets of Mexico with flash protests have become the most visible face of youth in this election. They have challenged the presidential candidates to debates, urged others their age to pay attention to the campaign, and sought to fight off the return of the Institutional Revolutionary Party, which held power for 71 years until its ouster in 2000. The college students marching in the protests are among the most privileged of the 24 million young people registered to cast ballots on July 1. At the other end of the spectrum sit the majority of Mexico’s young who live in poverty, did not graduate from high school, and earn less than $10 a day. But unlike the elections of 2000, when a majority of young voters agreed that the PRI had to go, this election season has seen a sharp division among youth along class lines. Educated voters in this demographic are opposed to the return of the PRI, while the rest of the voters aged 18 to 29 prefer the candidacy of Enrique Pena Nieto over his two major rivals.
