A state district judge said Wednesday that he will move forward with an order easing restrictions for voting by mail in Texas in light of the new coronavirus pandemic. After conducting a video conference hearing in a lawsuit filed by state Democrats and civic organizations, Judge Tim Sulak told the attorneys he will issue a temporary injunction allowing all voters who risk exposure to the coronavirus if they vote in person to ask for a mail-in ballot under a portion of the Texas election code allowing absentee ballots for voters who cite a disability. His ruling, which is almost certain to be appealed by the state, could greatly expand the number of voters casting ballots by mail in the upcoming July primary runoff elections. Until now, voting by mail has been limited in the state. Texans seeking an absentee ballot that they can fill out at home and mail in had to be 65 years or older, have a disability or illness, be out of the county during the election period, or be confined in jail. The Texas election code defines disability as a “sickness or physical condition” that prevents a voter from appearing in person without the risk of “injuring the voter’s health.” Citing ambiguity in state law regarding what qualifies as a disability, Sulak agreed that qualification can currently apply to any voter in Texas. His official order has not yet been issued.

The Wisconsin spring elections were less than a week away, and with the state’s coronavirus death toll mounting, Democrats were challenging Republican plans to hold the vote as scheduled. In an emergency hearing, held via videoconference, John Devaney, a lawyer for the Democrats, proposed a simple compromise: Extend the deadline for mail ballots by six days past Election Day, to April 13, to ensure that more people could vote, and vote safely. “That’s going to be much more enfranchising,” said Mr. Devaney, arguing one of the most politically freighted voting-rights cases since Bush v. Gore from his bedroom in South Carolina as his black lab, Gus, repeatedly interrupted at the door. The presiding federal judge, William M. Conley, agreed, pointing out that clerks were facing severe backlogs and delays as they struggled to meet surging demand for mail-in ballots. Yet with hours to go before Election Day, the Supreme Court reversed that decision along strict ideological lines, a decision based in large part on the majority’s assertion that the Democrats had never asked for the very extension Mr. Devaney requested in court. It was the first major voting-rights decision led by the court’s conservative newest member, Justice Brett M. Kavanaugh, and it was in keeping with a broader Republican approach that puts more weight on protecting against potential fraud — vanishingly rare in American elections — than the right to vote, with limited regard for the added burdens of the pandemic.

That dash to expand polling options could bring a new wave of court fights around the 2020 election, legal experts say. As states move to bolster balloting options — or face challenges to such plans — both sides in the debate are likely to take those decisions to court. And when Election Day arrives, questions over the handling of mail-in ballots could lead to more court fights. “We do not want the election resolved in the courts and so I hope it does not come to that,” said Richard Pildes, a law professor at New York University. Legal experts say the nightmare scenario would be a situation resembling the Supreme Court’s decision on Bush v. Gore, which was seen as an ideological one that undermined both the legitimacy of the court and the 2000 presidential election results among critics of the decision.

President Donald Trump has called mail‐in voting a practice ripe for fraud. He’s said that if elections were to be carried out entirely by mail, a Republican would never be elected again. And yet, Pennsylvania voters this week got mailers from the Republican National Committee encouraging them to apply to vote by mail. The filers described the option as “convenient and secure.” Pennsylvania’s Republican-controlled legislature passed a bill to expand vote by mail before the coronavirus was known. And nationally, Republican governors and secretaries of state have advocated for vote by mail. While the issue has become more partisan since Trump weighed in, the split is more complicated at the state and local level. “I am a conservative Republican,” said Christian Leinbach, chair of the Berks County Board of Commissioners, who wants his county to be able to vote entirely by mail on June 2. “I have conservative Republican friends who believe that’s a really bad idea. I don’t. I believe we need to make voting in the current health crisis as safe as possible.” Experts on voting rights say mail-in ballots have really only been politicized recently. Utah, a deep-red state, is one of five that utilizes mail-in voting almost exclusively. Kim Wyman, Washington’s GOP secretary of state, is an outspoken proponent. And Ohio’s Republican Gov. Mike DeWine urged an all-mail primary later this month.

President Donald Trump on Wednesday directed Republicans to “fight very hard” against efforts to expand mail-in voting amid the coronavirus pandemic, suggesting that such a shift in ballot-casting practices would yield unfavorable electoral results for the GOP. “Republicans should fight very hard when it comes to statewide mail-in voting. Democrats are clamoring for it,” Trump wrote on Twitter. “Tremendous potential for voter fraud, and for whatever reason, doesn’t work out well for Republicans.” The president fiercely criticized mail-in voting as “horrible” and “corrupt” during the White House coronavirus task force’s daily news conference Tuesday, but also conceded that he voted by mail in Florida’s primary last month. Trump offered no legitimate explanation for the discrepancy between his position on mail-in voting and his personal voting habits, but insisted “there’s a big difference between somebody that’s out of state and does a ballot, and everything’s sealed, certified and everything else.” In other instances of mail-in voting, however, “you get thousands and thousands of people sitting in somebody’s living room, signing ballots all over the place,” Trump claimed.

President Trump and his Republican allies are launching an aggressive strategy to fight what many of the administration’s own health officials view as one of the most effective ways to make voting safer amid the deadly spread of Covid-19: the expanded use of mail-in ballots. The scene Tuesday of Wisconsinites in masks and gloves gathering in long lines to vote, after Republicans sued to defeat extended, mail-in ballot deadlines, did not deter the president and top officials in his party. Republican leaders said they were pushing ahead to fight state-level statutes that could expand absentee balloting in Michigan, Minnesota, Arizona and elsewhere. In New Mexico, Republicans are battling an effort to go to a mail-in-only primary, and they vowed on Wednesday to fight a new move to expand postal balloting in Minnesota. The new political effort is clearly aimed at helping the president’s re-election prospects, as well as bolstering Republicans running further down the ballot. While his advisers tend to see the issue in more nuanced terms, Mr. Trump obviously views the issue in a stark, partisan way: He has complained that under Democratic plans for national expansion of early voting and voting by mail, “you’d never have a Republican elected in this country again.”

The political and legal chaos that engulfed Wisconsin’s primary Tuesday marked the beginning of a national battle over how democracy will function in the middle of a pandemic — a months-long struggle that could tip the balance of power between the major political parties. At stake is the most basic function of a democracy — the ability to hold elections that partisans on both sides regard as valid. That consensus, already eroded in the Trump era, is now being further undermined. Prompted by Republicans’ refusal to postpone the state’s primary, the Wisconsin meltdown whipsawed voters with on-again, off-again election plans, polling locations drastically reduced, and makeshift protections against contagion. It provided the most public view so far of partisan tension over election rules and how they threaten to sow chaos in upcoming primaries and the general election. Republicans for years have viewed measures to expand access to the ballot as attempts by Democrats to gain an advantage. In the current crisis, they have launched a coordinated national effort to limit the ramp-up of absentee and mail-in voting, which have been urged by independent election-integrity experts in the face of the coronavirus. If the pandemic continues into the fall — or if the virus recedes during the summer and then returns, as many experts expect — that could force millions of voters to choose between casting their ballots and safeguarding their health. The battle is playing out now because states that don’t currently allow widespread mail-in balloting would have to begin changing their systems soon to have any hope of pulling off a mail-in election in the fall.

The Supreme Court just met its first test of the coronavirus era. It failed, spectacularly. I was hoping not to have to write those sentences. All day Monday, I kept refreshing my computer’s link to the court’s website. I was anxious to see how the justices would respond to the urgent request from the Republican National Committee and Wisconsin’s Republican-controlled Legislature to stop the state from counting absentee ballots postmarked not by Tuesday’s election but during the following few days. A federal district judge, noting that Wisconsin’s election apparatus was overwhelmed by the “avalanche of absentee ballots” sought by voters afraid to show up at crowded polling places, had ordered the extra time last Thursday, with the full support of the state’s election officials. Was I the only one left in suspense on Monday, holding out hope that the five Republican-appointed Supreme Court justices would put partisanship aside and let the District Court order stand? In early evening, the answer landed with a thud. No, they would not.

President Trump has recently come out against expanding voting by mail, despite the fact that he regularly votes by mail himself. He tweeted that it has “Tremendous potential for voter fraud and, for whatever reason, doesn’t work out well for Republicans.” Given that expanded mail-in voting is going to be an inevitable piece of the November election because of the coronavirus pandemic, it is important that Americans understand what risks come from voting by mail and what can be done about those risks before November, so that voters can have confidence that the election can be fairly conducted, in part, through mail-in balloting. To begin with, election fraud has been rare in this country for decades. Impersonation fraud, where one person shows up at the polling place claiming to be a voter who died or moved, is practically nonexistent, yet it has formed the excuse for some Republican-led states to pass strict voter-identification laws that many Democrats believe are motivated by a desire to deter their likely voters.

Elliott said she’d circulated her idea to the governor and others and got no negative feedback. She said it was a common-sense thing to do given the possibility of a continuation of coronavirus in November. Any qualified elector could request a ballot. It would allow voters to vote safely without encountering virus dangers, she said. She noted the recent experience in Wisconsin when the U.S. Supreme Court refused to delay the election and voters gathered in close proximity to cast ballots. “There’s no reason for that to happen here.” She also said this change would be temporary. It would go away Dec. 31. Elliott said she’d tried to win bipartisan support. But that wasn’t possible. Instead, Rep. Jim Dotson of Bentonville filed a competing amendment that would allow no-excuse absentees only if the governor still had an emergency declaration in effect.  His amendment also said that those who request an absentee ballot would give up a right to vote at the poll. Sometimes people lose their absentee ballots and go to the polls. Dotson’s amendment would make that impossible. After Elliott’s proposal was defeated amid fervent Republican opposition, he withdrew consideration of his proposal.

About 60,000 Georgia voters recently received absentee ballot request forms with the wrong return mailing or email address. Election officials said Wednesday that the absentee ballot requests will be delivered to their correct destinations, even if voters send them to the erroneous pre-printed addresses.The misprints occurred among absentee ballot request forms mailed to Georgia’s 6.9 million active voters by the secretary of state’s office last week, an effort to encourage voting away from precincts during the coronavirus pandemic.The issue affected voters in Troup County in west Georgia and Dawson County north of Atlanta. In Troup County, the return address for the local elections office listed the post-office box number as the street number, according to the county’s Facebook page. The U.S. Postal Service told the county it will deliver the forms to the correct address.

Attention turned to missing absentee ballots Wednesday as state officials reported three tubs of them were discovered in a mail processing center and the Milwaukee Election Commission called for an investigation into a separate set of undelivered ballots.  And Fox Point officials said 100 or more ballots a day were returned to the village as undelivered in the week leading up to the election.  The discoveries emerged as would-be voters across the state expressed a host of frustrations about trying to obtain absentee ballots so they could avoid going to the polls during the coronavirus pandemic. Many have said ballots they requested long ago did not arrive by Tuesday, the deadline for getting their ballots postmarked.  “I learned today that the (Wisconsin Elections Commission) received a call from a postal service worker informing them 3 large tubs of absentee ballots from Oshkosh and Appleton, were just located,” Republican Sen. Dan Feyen of Fond du Lac said on Twitter.  Meagan Wolfe, the administrator of the Elections Commission, said she had been talking to the U.S. Postal Service about the situation but so far has not determined whether the ballots had been on their way to voters or already filled out and on their way back to clerks.

North Carolina’s top elections official said Friday that much of the federal stimulus money the state expects to receive for elections will go to local boards to offset cuts caused by the pandemic. North Carolina is set to get $10.9 million for its elections from the $2.2 trillion bill that Congress passed last month. “Our real goal is to try to push as much of that money as we can down to the counties,” Karen Brinson Bell, executive director of the State Board of Elections, told the Observer. “We’re at a time when we cannot do more with less.” With businesses closed and unemployment rising, the pandemic is expected to squeeze state and local revenues. N.C. officials are planning for an election that will be one of most important in memory, and one of the most fraught. Not only will millions of voters cast ballots for president and governor, but they’ll help determine which party controls the U.S. Senate and House and decide who controls the General Assembly. And they’ll do it in a public health environment no one can foresee. The coronavirus pandemic that has shut down much of the state could linger into fall.

A federal judge Thursday kept next week’s presidential primary on track but allowed more time to count absentee ballots after excoriating Wisconsin officials for not doing more to protect voters during the coronavirus pandemic.  The ruling — which was immediately appealed — will allow absentee ballots to be counted if they arrive by April 13, six days after election day. U.S. District Judge William Conley also gave people until Friday to request absentee ballots and loosened a rule requiring absentee voters to get the signature of a witness. But Conley did not go as far as Democrats and voter mobilization groups wanted and declined to postpone Tuesday’s election. On the ballot is the presidential primary and elections for state Supreme Court and local offices around the state.

U.S. House Speaker Nancy Pelosi said on Wednesday she wants to virus-proof the November election by including funding to boost voting by mail in the next pandemic response plan being put together by Democrats in the House of Representatives. Pelosi said at least $2 billion, and ideally $4 billion, was needed to enable voting by mail, to give citizens a safe way to vote during the coronavirus pandemic, which has killed more than 4,300 people across the United States. She noted Democrats got just $400 million for that purpose in the $2.3 trillion coronavirus stimulus bill President Donald Trump signed into law on Friday. “Vote by mail is so important to … our democracy so that people have access to voting and not be deterred, especially at this time, by the admonition to stay home,” Pelosi told reporters. Trump told Fox News on Monday that voting by mail would hurt the Republican Party. Pelosi rejected that argument.

North Carolina: Top Republican Dismisses Ideas To Make Mail Voting Easier | Steve Harrison/WUNC

North Carolina’s top Republican lawmaker, Senate leader Phil Berger, said Wednesday he opposes some recommendations made by the North Carolina Board of Elections to make it easier to vote by mail because of the coronavirus pandemic. Elections executive director Karen Brinson Bell has proposed a number of changes, including eliminating the requirement that mail ballots be signed by two witnesses or a notary, or only requiring one witness. She says that would encourage social distancing. And she has proposed making it easier for people to request mail ballots. In an interview with WFAE, Berger said he’s concerned that if North Carolina loosens its laws on mail voting it could cause problems similar to the 9th Congressional District mail ballot scandal in 2018. “I understand that some progressive, liberal Democratic groups would like to roll that back and put us back to where we were,” Berger said. “I’m afraid that’s where the elections director would take us with her proposals.”

Iowa: Secretary of State will mail every registered voter a ballot request form for June primary | Stephen Gruber-Miller/Des Moines Register

The Iowa Secretary of State’s office will mail every registered voter in Iowa an absentee ballot request form ahead of the state’s June 2 primary, it announced Tuesday. The plan to send ballot request forms to 2 million Iowans comes as concerns about in-person voting have mounted due to the coronavirus pandemic. Other states have moved their primary dates back out of fear of spreading the virus as people gather at polling sites. Iowa’s June 2 primary is scheduled to go forward as planned, but Iowa Secretary of State Paul Pate is encouraging Iowans to vote by mail to reduce the spread of the virus. Last week, Pate extended the early voting period for mailed ballots to 40 days, up from 29. That means Iowans will be able to cast mailed ballots beginning on April 23. “The safety of voters while casting their ballots is our top priority,” Pate said in a news release. “The June 2 primary election will go on as scheduled because it’s important for Iowans to make their voices heard by voting. The safest way to vote will be by mail.” The ballot request forms will be sent as one mass mailing in mid- to late April, Pate said, and will include prepaid postage for return mailing to county auditors. Pate encouraged Iowans who hadn’t done so to register to vote or update their address so the form will be sent to the right location. Voters can register online.  Iowans can also download the ballot request form online at the Iowa Secretary of State’s website.

A federal judge on Monday evening denied a last-minute request to allow absentee ballots for today’s runoff elections to be counted as long as they are postmarked by today and received within 10 days. In denying a temporary restraining order requested Friday by the nonprofit Christian Ministerial Alliance, citing voting difficulties caused by the covid-19 pandemic, U.S. District Judge James Moody Jr. noted Gov. Asa Hutchinson’s March 20 executive order suspending some election laws. The order was issued “to aid County officials and County Board of Election Commissioners to carry out their duties in respect to the March 31, 2020 election deadlines.” It allowed eligible voters to request absentee ballots from their counties of residence and for the ballots to be sent if the applications were received within seven days of Election Day. “The effect of this Executive Order is to allow anyone to request an absentee ballot, regardless of whether they are unavoidably absent or unable to attend, and to allow them to request the absentee ballot by mail within seven days of an election,” Moody said.

The nonprofit Christian Ministerial Alliance, backed by a national legal group, turned to federal court Friday hoping to force state officials to extend the deadline by which absentee ballots must be submitted to be included in results of Tuesday’s runoff elections, in light of the covid-19 pandemic. On March 20, Gov. Asa Hutchinson issued an executive order suspending this week’s Tuesday deadline for absentee ballot applications to be emailed, faxed or mailed. But the requirement that election officials receive absentee ballots by 7:30 p.m. on Tuesday — election day — for the ballots to be counted has not been suspended, a federal lawsuit filed in Little Rock complains. It asserts “that provision poses a direct and severe obstacle to absentee voting.” “We don’t have the authority to alter election deadlines,” Chris Powell, spokesman for Arkansas Secretary of State John Thurston, said Friday in response to the lawsuit, which he said Thurston was aware of and which followed discussions about the deadline between the governor’s office and the secretary of state’s office.

In Connecticut, we pride ourselves on ensuring that every citizen has the opportunity to make their voice heard, whether it be in town meetings, at the ballot box, or in referenda that many towns hold every year. Despite that legacy, we have fallen behind most states in one crucial area: making it easy for registered voters to actually cast their ballots. Forty-one states allow their voters to mail in a ballot without a reason, vote early in a polling place or both. Five states conduct all of their elections by mail, and California, Pennsylvania and others are moving in that direction by allowing permanent mail-in voting status. Connecticut stands with Missouri, Kentucky, Mississippi, Alabama, South Carolina, New Hampshire and Rhode Island as the only states in the country that won’t let voters vote before Election Day and won’t let them vote by mail without an excuse. And of those states, we have the ignominious distinction of having the most restrictive absentee ballot laws in the country. The argument for flexibility in voting methods isn’t that Connecticut is behind most other states, although we are, or that it would make it more convenient for voters to vote, although it would — the argument right now is that we are in a public health emergency, and our inflexibility is threatening our democracy.

Democrats sued Wisconsin election officials Wednesday to extend absentee balloting for the April 7 presidential primary because the coronavirus pandemic has confined many people to their homes. The lawsuit by the Democratic National Committee and the state Democratic Party also seeks to drop a requirement that voters provide a copy of their photo ID when they request absentee ballots. The lawsuit is also aimed at giving people more time to use the web to register to vote — and to do so without providing proof of residence. The lawsuit, filed in federal court in Madison, argues that some of Wisconsin’s voting laws should be set aside because the world is in the grip of a pandemic that has forced voters to stay at home.  “In this unprecedented situation, the regulatory scheme (for the election) has become hostile to voting rights and, as a direct result, thousands of Wisconsin voters are likely to be disenfranchised,” attorney Marc Elias wrote in his filing.

There were no major hiccups during Saturday’s primary election, but there’s some who say it could be a much different story in November’s general election. South Carolina’s new voting machines may work efficiently, but election officials say counting absentee ballots may be an issue. The State Election Commission noted a sharp increase in absentee voting ahead of Saturday’s Democratic primary. “What’s different about this new system is we would have to open up each ballot, not just the mail ballots. So, if you come and cast a ballot in person, we now have to open up those ballots,” said Isaac Cramer, Project Manager for the Charleston County Board of Elections. “That took a lot more time than we had anticipated, and we believe this might be a problem for future elections when we have more absentee ballots cast. In presidential election years, we have a huge turnout of absentee.” Cramer said in-person absentee ballots must now be printed, sealed in an envelope and placed in a ballot box. Under current law, absentee ballots cannot be opened and counted until 9 a.m. on Election Day. He said they had roughly 60,000 absentee ballots in the 2016 general election and they’re expected upwards of 80,000 this time around.

A top Republican lawmaker on Wednesday came out in opposition to legislation that would ease Michigan election clerks’ ability to process an expected surge of absentee ballots and avoid a delay in releasing results, saying it would set a “dangerous precedent.” Local officials want legislators to let them start opening return envelopes for absentee ballots the day before Election Day. The actual ballots would still stay inside secrecy envelopes until counting on Election Day. As of Tuesday, the number of absentee ballot applications was at 703,400 for the March 10 presidential primary, up 70.5% from 412,425 at the same pointin 2016. The figures have jumped since voters approved a ballot initiative in 2018 that allows people to vote absentee for any reason, according to Democratic Secretary of State Jocelyn Benson’s office. The number of returned ballots was at 245,874 three weeks before the primary, up 48% from 165,947 four years ago. While the bill was not expected to be approved in time for the primary, Senate Majority Leader Mike Shirkey’s stance means the proposed change may not be enacted before the November presidential election in a key battleground presidential state.

A New Jersey lawmaker is backing away from a proposal that would have allowed the state’s 21 counties to count vote-by-mail ballots one week before Election Day. The provision is buried in a bill sponsored by state Sen. James Beach (D-Cherry Hill). The stated purpose of the bill is to give county clerks more time to prepare for the 2020 primary. But the provision allowing each county’s Board of Elections to open and count mail-in ballots a week early has drawn the ire of some progressive activists. “We’re calling it legalized cheating,” said Yael Niv, president of the Good Government Coalition of New Jersey. County elections staff are often closely tied to party machines in the state. Under the proposed legislation, early results are supposed to be confidential. But Niv said she’s worried that candidates backed by the machine could gain an edge and better direct their resources if county employees share the early vote totals. “They have a whole week to send their canvassers, to send their pamphlets, and the money, and the ads and everything that they need to those places,” Niv said.

Gov. Phil Murphy isn’t backing or opposing a bill that would allow mail-in ballots to be counted in the week preceding election day. “I don’t think we’ve taken a position on that,” the governor said. The measure’s primary stated goal is moving the filing deadline for candidates back from April to March to avoid overtime bills at county clerks’ offices. The bill’s language appears to have been written with the intent that only ballots cast in the 2020 primaries be counted a week before polls open. Some activists and Republican lawmakers have raised alarms over the measure, claiming political insiders could leak early returns to better inform campaign strategy in the closing week of the election. Under the measure, results are not to be disclosed until after polls close, but leaks aren’t exactly uncommon in New Jersey politics.

The State Election Board voted down a citizen petition Tuesday that would have allowed voters to deliver their absentee ballots to the polls on Election Day, but the board moved forward with several other rules for running elections with printed-out paper ballots. One of the new rules calls for mobile ballot printers that can print absentee, provisional and back-up paper ballots on demand in each of Georgia’s 159 counties. The mobile ballot printers will prevent local election officials from running out of ballots. Georgia Secretary of State Brad Raffensperger, the chairman of the State Election Board, said the rules will ensure that votes are counted when the state’s new $104 million voting system is rolled out to all voters during the March 24 presidential primary. The system will use touchscreens that are connected to printers that create paper ballots. The State Election Board voted 4-0 to open a 30-day public comment period on the rules, which require voting equipment testing, voter registration application forms, ballot security, provisional ballot access and notification of voters about rejected absentee ballots within three days.

Thousands of Ohio voters were held up or stymied in their efforts to get absentee ballots for last year’s general election because of missing or mismatched signatures on their ballot applications, an Associated Press review has found. The signature requirement on such applications is a largely overlooked and spottily tracked step in Ohio’s voting process, which has shifted increasingly to mail-in ballots since early, no-fault absentee voting was instituted in 2005. To supporters, the requirement is a useful form of protection against voter fraud and provides an extra layer of security necessary for absentee balloting. To detractors, it’s a recipe for disenfranchisement — a cumbersome addition to an already stringent voter identification system. Susan Barnard, of Dayton in Montgomery County, said her 78-year-old husband, Leslie, who has cancer, missed a chance to vote last year because of a delay related to the signature requirement. “We had planned a cruise last fall to give him something to look forward to,” said Barnard, 73. “It fell at the time of the election, and we were going to vote the absentee ballot. We got right down to the wire and we didn’t have one for him, and so he did not vote because of that.”

With absentee voting skyrocketing since voters approved a ballot proposal  last year allowing for its expansion, clerks across the state are worrying about counting ballots next year, when a record turnout is expected for the presidential race. Some clerks and Secretary of State Jocelyn Benson are calling on the state to allow election officials to be able to open and prepare absentee ballots for counting — and maybe even begin tabulating — votes before Election Day. Opponents worry that early processing and counting could lead to more voter fraud because ballots could be less secure until they’re ready to be counted. They’re also concerned that results could leak out and have a chilling effect on voters who haven’t cast ballots yet. In the August primary and November general election, when city leadership races and police and parks millages were at stake, absentee voting in some communities was as high as 82%. Election officials are growing increasingly concerned that the Trump administration’s trade war with China could make it more difficult and expensive for overseas voters — including those in the military — to cast ballots in the 2019 and 2020 local, state and federal elections. The issue is the pending withdrawal in October by the U.S. from the Universal Postal Union, a group of 192 nations that has governed international postal service and rates for 145 years. Last October, the U.S. gave the required one-year notice stating it would leave the UPU unless changes were made to the discounted fees that China pays for shipping small packages to the United States. The subsidized fees — established years ago to help poor, developing countries — place American businesses at a disadvantage and don’t cover costs incurred by the U.S. Postal Service. With the U.S.-imposed deadline for withdrawal or new rates fast approaching, states officials are running out of time to prepare for overseas mail-in voting. Last week, Kentucky elections director Jared Dearing pleaded for help from the Election Assistance Commission — for himself and his peers in other states. The deadline for his state and most others to send out absentee ballots for the fall elections, Dearing said, falls a few days before a Sept. 24-25 UPU meeting in Geneva, Switzerland, to discuss the U.S. proposal to revise the rate system. That makes it difficult to provide voters with guidance about how to return their ballots. If the United States ends up withdrawing from the UPU, overseas citizens may not be able to return their ballots using regular mail service and could have to pay upward of $60 to use one of the commercial shipping services, Dearing said.

House leadership rolled out a wide-ranging election bill Thursday to tinker with early voting hours, let counties that use touchscreen voting machines keep doing so and tighten absentee ballot rules in response to last year’s 9th Congressional District scandal. Among other things, Senate Bill 683 would start a pilot project to cover postage on absentee ballots so that voters wouldn’t have to buy stamps. There are other measures meant to keep campaigns from trying to collect absentee ballots en masse, including a rule requiring prohibiting outside groups from returning ballot request forms. Those forms would also change every election so groups couldn’t simply photocopy old ones and submit fraudulent requests. The 12-page bill has been under construction for some time, and it has a ways to go to become law. Rep. David Lewis, R-Harnett, a House leader on election issues, said in a statement that he looks forward to working with the Senate to get the bill passed “in a timely manner.”
