National: Thousands Stage Manhattan Voting Rights Demonstration | The Afro-American

The assault on voting rights and voting practices drew loud and targeted protest in New York City Dec. 11 as a coalition made up of civil rights, organized labor and community advocacy organizations staged a march and rally they called the Stand for Freedom in midtown Manhattan. The rally, attended by approximately 25,000 demonstrators, according to one estimate, marked the vanguard of a counter-assault on the drive to erode voting rights, according to its organizers who say voting rights for minorities are under siege.

The coalition initiating the march and rally included the National Association for the Advancement of Colored People (NAACP), the National Urban League, Service Employees International Union Local 1199, and the American Civil Liberties Union, the demonstraters rallied against efforts by lawmakers in 34 states to undermine voter rights and zeroed in on 14 states where such laws have been passed. They also are trying to block attacks on early voting, Sunday voting and same-day registration.

National: New GOP Data Shows No Need For Voter ID | OpEdNews

The Republican National Lawyers Association (RNLA) in an attempt to discredit a NAACP report this week on the lack of voter fraud evidence has bolstered the view that there is no need for voter ID laws, imposed by many states. The RNLA produced data showing 46 states and various convictions for voter fraud. Presumably by their absence, 4 states and the District of Columbia had no convictions.

Viewing the data for the period 2000-2010, the report by its own account shows there is no link between voter fraud in states and the need for stricter voter ID laws.   The data shows that during the entire 10 year period, 21 states had only 1 or 2 convictions for some form of voter irregularity.   And some of these 21 states have the strictest form of voter ID laws based on a finding of 2 or less convictions in ten years.   Five states had a total of three convictions over a ten year period. Rhode Island had 4 convictions for the same 10 years. Taking a close look at the RNLA data shows 30 states, including the District of Columbia had 3 or less voter fraud convictions for a 10 year period.

National: McConnell warns of popular vote ‘catastrophic outcome’ | NBC

Addressing what he called “the most important issue in America that nobody is talking about,” Senate Republican Leader Mitch McConnell warned Wednesday that the National Popular Vote movement is “getting dangerously close to achieving their goal of eliminating the Electoral College without actually amending the Constitution -- without anybody even noticing, unfortunately, what they’re up to.”

The National Popular Vote is a compact among state legislatures under which they pledge that they’ll award their electoral votes to the presidential candidate who wins the most popular votes nationwide, even if that candidate was not the majority choice of their state’s voters.

So far, California, seven other states, and the District of Columbia (all of which have large Democratic majorities) have passed legislation taking the National Popular Vote pledge. Those states and D.C. account for 132 electoral votes. The compact says it is to take effect when states with a total of at least 270 electoral votes have agreed to it.

National: GOP Nonprofit Backs Electoral College | Roll Call

An obscure but well-funded campaign to reinvent the Electoral College and elect the president via a national popular vote has alarmed GOP leaders, who have mounted a counterattack with the help of a newly revived nonprofit. The fight over the Electoral College is "the most important issue in America nobody's talking about," Senate Minority Leader Mitch McConnell (R-Ky.) said at a Wednesday forum co-sponsored by the Heritage Foundation and the State Government Leadership Foundation, a GOP-friendly nonprofit that has recently unveiled a new website and ramped up its operations.

The National Popular Vote campaign would replace the Electoral College system, which assigns electors to states based on the size of their Congressional delegations and requires a candidate to win at least 270 of 538 electoral votes to become president. Eight states and the District of Columbia have enacted laws that would instead deliver their Electoral College slates to the candidate who won the most popular votes nationwide. The laws will go into effect when enough states pass similar legislation to break the 270-vote threshold.

National: Postal Service cuts could interfere with elections, delay ballots | The Daily Caller

With Congress debating plans to shut down post offices and possibly eliminate Saturday mail delivery, some election officials are worried that bringing the U.S. Postal Service out of the red could harm election procedures — perhaps even in time for the November 2012 presidential election.

In November the Postal Service announced it lost $5.1 billion in fiscal 2011, not including the mandated $5.5 billion owed to the federal government to prefund retiree health benefit payments. For the service to return to profitability, it must cut $20 billion by 2015.

Senate legislation would protect Saturday service for the next two years, but a House bill would permit a reduction to five-day-per-week mail delivery six months after enactment. The Postal Service has said it intends to cut Saturday service unless Congress requires it to continue.

National: As 2012 turnout battle brews, Justice Department eyes voter ID laws | NBC

If it’s presidential campaign season, it must be time for another furor over voter fraud and voter suppression. As the Democrats did in 2008, they are again charging that Republicans are trying to use photo identification laws and other changes in election laws to winnow out would-be Democratic voters.

The difference this time: six more states have enacted laws, or strengthened their existing laws, requiring voters to show a form of photo identification such as a driver’s license in order to cast a ballot. The standout among the new voter ID states: Wisconsin, which may have a recall election next year for Republican Gov. Scott Walker. It also has a marquee Senate race and will likely be a battleground in the presidential race.

Last week Democratic National Committee chairwoman Rep. Debbie Wasserman Schultz launched a new mobilization effort, saying, “Republicans across the country have engaged in a full-scale attack on the right to vote, seeking ways to restrict or limit voters’ ability to cast their ballots for their own partisan advantage.”

The NAACP launches a campaign Monday against new state laws that tighten voter qualifications. The NAACP and the NAACP Legal Defense and Educational Fund, two separate organizations, will release a report that finds the laws tend to suppress minority voting — a trend the report says emerged after unprecedented minority turnout in the 2008 election and Census figures that show people of color gaining a larger share of the population.

The groups will send the document to congressional leaders, state attorneys general, secretaries of state and the Department of Justice in hopes of prompting legislation to roll back laws requiring government-issued identification at the polls and reducing the number of early-voting days and other measures they say could disenfranchise as many as 5 million voters. The NAACP, the National Association for the Advancement of Colored People, will lead a march to United Nations headquarter in New York on Saturday to draw attention to the issue.

The House on Thursday approved a bill ending the Election Assistance Commission (EAC) that was set up to ensure states meet certain standards at the voting booth, and ending the public financing of presidential campaigns. The bill passed in a mostly partisan 235-190 vote.

The vote followed a sometimes contentious debate in which some Democrats charged that the GOP effort to end the EAC is in line with other Republican attempts to suppress voter turnout in next year's election. The EAC was established in 2002 after the very close and controversial presidential election of 2000 election, and was meant to ensure states meet certain voting standards. The EAC has disbursed more than $3 billion in “requirements” payments to states to update voting machines and enhance election administration.

Republicans in state legislatures across the country have spent the past year mounting an all-out assault on voting rights, pushing a slew of voter ID and redistricting measures that are widely expected to dilute the power of minority and low-income voters in next November's elections. Now that effort has come to Capitol Hill, where a congressional committee will vote Thursday on a GOP-backed bill to eviscerate the Election Assistance Commission (EAC)—the last line of defense against fraud and tampering in electronic voting systems around the country.

The EAC was created in the wake of 2000's controversial presidential election as a means of improving the quality standards for electronic voting systems. Its four commissioners (two Republicans and two Democrats) are nominated by the president and confirmed by the Senate. The commission tests voting equipment for states and localities, distributes grants to help improve voting standards, and offers helpful guidance on proofing ballots to some 4,600 local election jurisdictions. It also collects information on overseas and military voters and tracks the return rate for absentee ballots sent to these voters.

On Friday, a House subcommittee on elections will vote on Rep. Gregg Harper's (R-Miss.) bill eliminating the EAC along with the longstanding public financing system for presidential campaigns. Republicans claim that the commission has already achieved its aim of cleaning up elections. Its responsibilities, they argue, can be reabsorbed by the Federal Election Commission (FEC), which oversaw voting machine certification prior to the EAC's creation in 2002. Ending the EAC, Republicans estimate, will save $33 million over the next five years.

Democrats said Thursday they are planning a major effort to protect voting rights in the 2012 election after several states passed voter identification laws and restrictions on early voting and same day registration. Concerned over what they call voter suppression efforts in states, party officials said they were organizing on a number of fronts to overturn some of the measures, educate voters on the types of documents necessary to vote and pursue lawsuits if necessary.

"We have a history of challenging these matters in court if need be. We'll be more than prepared to continue that into the future," said Will Crossley, the Democratic National Committee's counsel and director of voter protection.

Kansas, South Carolina, Tennessee, Texas and Wisconsin have passed laws this year that allow voters without the required photo ID to cast provisional ballots, but the voters must return to a specific location with that ID within a certain time limit for their ballots to count. Efforts to restrict early voting have been approved in Florida, Ohio and Wisconsin.

The House voted today to end taxpayer financing of presidential elections.
In a 235-190 vote, the House approved a measure to terminate the Presidential Election Campaign Fund and shut down the Election Assistance Commission, a national clearinghouse on the mechanics of voting.

Senate Majority Leader Harry Reid (D-Nev.) said the bill has no chance in the Senate, harshly criticizing House Republicans for advancing it. “Instead of making it so it’s easier for people to vote, they want to do everything they can to make it easier to make it harder for people to vote. I don’t understand this,” Reid said. “They want to have as few people to vote as possible.”

In an effort to beat back what Democrats are calling a Republican assault on the voting rights of blacks, Hispanics and other minority groups ahead of the 2012 presidential election, the Democratic National Committee has launched a new initiative to educate voters on restrictive mostly Republican-sponsored voter ID laws.

The initiative includes the release of a report, "A Reversal in Progress: Restricting Voting Rights for Electoral Gain," and the launch of a websitewww.protectingthevote.org. Both are intended to "expose efforts by the Republican party to limit the right to vote for political gain," said Democratic National Committee Chairwoman Debbie Wasserman Schultz during a conference call this morning.

Schultz called the laws "a full-scale assault" on the voting rights of mostly minority voters in states where both groups strongly supported the president in 2008. And that the laws are "essentially designed to rig an election when Republicans can't win these election on the merits."

Ahead of Nov. 6, states are making innovative changes to make it easier to cast ballots and get information about where, when, and how to vote. On tap for next year: secretaries of state offices are set to carve out a larger presence on Facebook and Twitter, roll out pilot programs offering voters the chance to do everything from marking their ballot on a tablet to finding a polling place on a smartphone app, and allow expanded online voting for some in the military or living overseas.

In Oregon, where disabled residents used iPads to cast ballots during a pilot test for the special election earlier this month, officials say they are ready to deploy the tablets again in January. And the state’s step forward could very well spark a trend: the secretary of state’s office told POLITICO that Washington state, Idaho, California, West Virginia and Johnson County, Kansas have all contacted Oregon about the use of the iPads for voting.

“I’ve been doing elections for 33 years, and I think electronic poll-books have been the best advance in elections I’ve seen since we began computerizing many years ago,” says Wendy Noren, county clerk in Boone County, Mo.

What is an electronic poll-book? In Boone County, it is a system of networked computers in each polling place pre-loaded with data on registered voters. This system has shortened voter check-in time at polling places from 5 to 6 minutes to just 15 to 20 seconds, which everybody likes. That translates into huge savings; in 2012, Noren expects to hire 25 percent fewer poll workers, dramatically reducing one of her two largest expenses.

The other big expense? Training for poll workers. Here, too, electronic poll-books have provided savings. A well-designed, uncomplicated electronic poll-book reduces training needs and associated costs.

National: National Coalition Formed To Confront Tough New Voter ID Laws | South Florida Times

A coalition of nearly 20 organizations, including the NAACP and the National Urban League, announced they have launched a “Stand for Freedom” voting rights campaign and also a major mobilization on Dec. 10 — United Nations Human Rights Day — to protest what they say is an attack on voting rights throughout the country.

The campaign will take aim at election laws which, the coalition says, will suppress the rights of millions of Americans to vote in 2012 and beyond. In dozens of states, new rules will create what the coalition describes as a modern-day poll tax by requiring voters to obtain and present official photo ID in order to cast ballots. In many of those same states, new laws significantly cut early voting and Sunday voting, as well.

Five million. That's the number of eligible voters that could find it harder to cast their ballot in the 2012 elections. It's also the figure that advocates against state voting law changes repeatedly echoed during a Capitol Hill forum on new state voting laws that several House Democrats, including Representatives John Conyers, Steny Hoyer, Robert Brady, Jerrold Nadler, and Keith Ellison called Monday.

The NAACP, ACLU and League of Women Voters, among other research and advocacy organizations asked lawmakers to pass legislation to protect voters' rights. They also wanted Congress to pressure the Department of Justice to deny approval to the states that need it for their new laws to take effect. So far, this includes Alabama, South Carolina and Texas, which are among the nine states that need federal approval for any changes to voting laws under the Voting Rights Act.

Voters' rights advocates are asking congressional liberals to stymie state voter ID requirements, which they contend are part of a political effort to disenfranchise poor and minority voters, who tend to be Democrats.

Hilary O. Shelton, director of the NAACP's Washington bureau, urged lawmakers to support a bill introduced last week that would prohibit poll workers from requiring photo identification. Sponsored by U.S. Rep. Keith Ellison, D-Minn., the legislation could prevent enforcement of legislation now under consideration in Pennsylvania and 26 other states. Mr. Shelton's comments came during a hearing convened Monday by a contingent of congressional Democrats.

The Securities and Exchange Commission is being flooded with support for a proposed regulation that would undo at least some of the effects of the U.S. Supreme Court ruling in Citizens United vs. Federal Election Commission -- which opened the floodgates to often secret corporate political contributions that threaten to swamp American elections.

The proposed SEC regulation requested by a committee of professors on corporate law would require "public companies to disclose to shareholders the use of corporate resources for political activities." In other words, even if corporate executives now earmarking company money for political candidates and parties would not have to reveal the recipients to the public or the media, they would have to disclose the amounts and recipients to stockholders. The SEC has been considering the rule since it was proposed in August.

Technology to make registering to vote and receiving ballots easier for U.S. service members and Americans living abroad will be getting support from federal government grants, Government Technology reports.

The first six Defense Department grants, part of the Electronic Absentee Systems for Elections program, were announced Nov. 3. The states of Virginia, Maryland and Ohio, as well as El Dorado and Santa Cruz counties in California and King County, Wash., are the first six recipients of the grants, worth more than $7 million. Government Technology reports that jurisdictions receiving the initial six grants serve 134,585 military and overseas voters.

In 52 weeks, we'll hit the polls in the next national election -- but more than 3.2 million may not make it past the check-in table. By then, new laws may go into effect requiring voters to present a government-issued photo ID at polling stations in Kansas, Rhode Island, Wisconsin, Alabama, South Carolina, Tennessee and Texas. Most other states -- including, for the time being, New York -- still accept signatures or utility bills, making it easier for would-be voters to verify their identities.

According to data from New York University's Brennan Center for Justice, an estimated 3.2 million potential voters don't have state-issued IDs in Kansas, Wisconsin, South Carolina, Tennessee and Texas. Add in the other two states, and the number is sure to be higher.

Charles Rangel and community and labor leaders to announce plans for nationwide protests on Dec. 10 and across the South in the following weeks, decrying what they described as a nationwide voter suppression effort.

Tuesday is Election Day in the United States, and although the mostly state and local races won't stir the same passions as next year's presidential contest, millions of people will cast ballots. They'll do it in much the same way that Americans have for centuries: by showing up at a polling place and ticking off boxes for their candidates of choice.

All of which raises the question: In an era when virtually every daily task can be done on the Internet, why can't we vote online, too? The answer depends on whom you ask. Advocates say the time is right to seriously consider letting voters cast a ballot from the comfort of their homes or even on the screens of their mobile phones.… But critics, many of them in the cybersecurity world, argue that letting people cast votes from their home computers is a recipe for chaos.

The rise in popularity of vote-by-mail ballots means the winners of Tuesday's elections likely will be determined before the polls even open. In recent years, as many as 70 percent of voters opted to pay for a stamp rather than find time to use a voting booth. Such early voting has been on the rise for several years, made even easier when California eliminated the fiction of the absentee ballot, which required voters to sign an affidavit saying they wouldn't be present on election day.

The shift to the early voting has transformed the election calendar and prompted savvy campaigns to reconsider the timing of political hit pieces and voter outreach efforts. But despite the convenience, the rise of vote-by-mail doesn't necessarily improve participation.

Republican-dominated state legislatures, in the name of preventing electoral fraud, are cutting back on provisions that make it easier for voters to exercise the franchise. Florida, for example, reduced early voting from two weeks to one week (because Republicans claim it is more susceptible to fraud and errors) and eliminated voting on the Sunday before election day. Ohio, pending a referendum, reduced its early voting by more than half, eliminated early voting on weekends and stopped allowing voters to register on election day. Georgia reduced its early voting period from 45 days to 21 days. Seven states have imposed a requirement that voters show photo identification.

But the Republican war on fraud is a bit of a sham, and cynical to boot. The Brennan Center for Justice, a liberal think tank at New York University, predicts that as a result of these restrictions, 5 million eligible voters will face obstacles to casting ballots. Even if that estimate is too high, the center makes a persuasive case that the new provisions will discourage large numbers of voters, especially minorities (who, not coincidentally, tend to favor Democratic candidates), from turning out. Twenty-five percent of African American voters, the center estimates, do not possess a valid government-issued photo ID, compared with 11% of voters of other races. Voting on Sundays is said to be particularly attractive to African Americans, and its elimination in several states has been seen by some as explicitly targeting black voters.

Dawn Quarles, a high school teacher, is facing a $1,000 fine for doing something Florida has been cracking down on lately: registering students to vote. The state’s leaders want to stop registration drives that add more qualified voters to the rolls – and they are having a disturbing level of success.

Florida’s crackdown on voter registration is part of a larger national campaign against voting, which includes tough new voter ID laws in many states, rollbacks on early voting and other anti-democratic measures. Supporters of these laws argue that they are concerned with deterring fraud. But the real driving force is keeping down the number of voters – especially young, old, poor, and minority voters.

Quarles is a government teacher at Pace High School in the Florida Panhandle. Along with teaching her students about democracy, she has tried to get them to participate, by helping them register to vote. This should be a good thing. Our nation’s founders insisted that government should operate with the consent of the governed. Ideally, everyone who is eligible should be registered and vote.

National: Watchdogs accuse FEC of lax oversight | The Boston Globe

Transparency advocates yesterday excoriated the Federal Election Commission for what they called increasingly lax oversight of campaign finance as the country barrels toward what are expected to be the most expensive elections in history next year. The advocates - including nonpartisan watchdogs Democracy 21, Public Citizen, and the Campaign Legal Center - said the FEC has repeatedly failed to issue new regulations clarifying aspects of a Supreme Court ruling last year allowing companies and other organizations to spend unlimited amounts on elections.

Among the questions still unanswered: Can foreign companies with some US operations legally contribute to US elections? In the past, foreign citizens and companies have been barred from spending money in the American political system. Also unanswered: Should American organizations that spend money to influence elections have to disclose the source of the money?
