A group of Democratic senators is urging President Obama’s election commission to take “strong steps” to ensure that voters are no longer forced to wait hours to cast their ballots, as occurred last November in some areas of the country. “The existence of long lines…defective voting machines, and the lack of staff and adequate resources at polling locations created inexcusable conditions for voters,” Sens. Barbara Boxer of California, Chris Coons of Delaware, Mark Warner of Virginia, and Bill Nelson of Florida said in a letter to the commission’s chairmen sent Tuesday. “Lines created by these conditions are forcing citizens to decide between casting their ballot or caring for a sick child, or earning a paycheck to feed their families. This is a choice that no citizen should have to face.”

National: Republicans vote to end Election Assistance Commission | USAToday

Republicans moved a step forward Tuesday in their continuing effort to eliminate the Election Assistance Commission, which was created to help states run elections. A House committee approved legislation Tuesday to shut down the federal commission set up more than 10 years ago to help states improve their election systems. “This agency needs to go,” said Mississippi Republican Rep. Gregg Harper, who introduced the bill to eliminate the Election Assistance Commission. “This agency has outlived its usefulness and to continue to fund it is the definition of irresponsibility.” The House Administration Committee approved the legislation by voice vote. This marks Harper’s third attempt in four years to close the bipartisan independent commission, which he called a “bloated bureaucracy.” It is not clear when the full House will vote on the measure. Harper said he’s working to persuade a senator to introduce a companion measure in that chamber.

It’s no secret elections Florida have been coming under fire, with long lines, questionable ballots and the time it takes to check if someone is eligible to vote. Now a machine called an electronic poll book could help solve some of that. It’s already used in early voting to verify a voter. Duval County Supervisor of Elections Jerry Holland said he would like to see them in every county precinct on Election Day. He said it will benefit voters in many ways. “Plus, it takes away one of the possibilities that voters can vote twice, which currently today with paper registers they can go from one precinct to the next and vote twice and get away with it Election Day,” Holland said. “The electronic poll book negates that because they are interconnected.”

We shouldn’t be yellow when everyone else is red or blue. We should be able to get that right. You shouldn’t have to wait for six hours to vote,” said House Speaker Will Weatherford following a Work Plan Tour in Tampa.

Florida’s top elections official said he believes Florida’s new election law will solve the problems that plagued the presidential election last year. Florida Secretary of State Ken Detzner praises the law as a bipartisan effort that included contributions and support from Republicans, Democrats, supervisors of elections and the Florida League of Women Voters. The reforms eliminate many of the provisions in Florida’s previous election law that contributed to long lines and frustrated voters.

But now Democrats across the country are fighting back. This week, Colorado lawmakers sent Gov. John Hickenlooper, a Democrat, a bill that allows voters in that state to register at the polls on Election Day; creates an all-mail ballot system; and ensures that voters who move within Colorado don’t have to re-register at their new address. The Colorado law is especially broad, but it is only the latest in a series of victories for those who want to streamline registration and reduce long lines at the polls. The governor is expected to sign the measure, which has overwhelming support among Democrats. During the last legislative session, Maryland expanded early voting, eased absentee voting and approved same-day registration during early voting periods. West Virginia implemented a new system to register residents using state records already on file. Delaware removed the waiting period for nonviolent felons to regain their voting rights, and made re-establishing them automatic. And this week, the Minnesota House approved a measure making absentee balloting easier.

Before the GOP-controlled legislature rewrote elections law in 2011, 14 days of early voting was mandatory. The change contributed to long lines in the 2012 election, the groups say in their letter, and they ask that those 14 days be restored.

We know little about President Barack Obama’s new Commission on Election Administration except for its structure, as outlined in the executive order that explains its task is to improve voting in America, and the names of its two appointed co-chairs: Obama’s former counsel Bob Bauer and Republican attorney Ben Ginsberg, who worked for Mitt Romney. But while it has yet to explain its methodology or get together a full staff (the executive order directs that no more than nine members are to be appointed) the commission—an idea born on election night 2012 when Obama declared we “have to fix” long lines at the polls—is about to get to work. Steve Croley, deputy White House counsel, told Yahoo News the White House is gearing up to announce the committee’s full roster next month and set the group to work. The committee, he said, will be a mix of individuals including “several people who basically run elections for a living” at the state, county or local levels, in addition to those working on the private side. No other details were offered about commissioners.

Boiled down, these obligations include running accurate elections in which all eligible voters can vote.  Where does that leave customer service values such as convenience and speed? These are still important, judging by recent activity. Several groups on Monday criticized language in an elections bill that they say would make it more difficult for some minority, disabled and elderly voters to cast ballots. A provision in the wide-ranging bill wouldn’t allow voters to use assistants to cast ballots if they didn’t previously know them. Also, nobody could assist more than 10 voters per election. That means that people who can’t read English, are blind, have a disability or have trouble voting for any other reason wouldn’t be able to ask for help from trained volunteers at the polls unless they already know them. “This is again not about what’s best for Florida’s elections, but it’s politicians getting in the way of solutions for democracy,” said Gihan Perera, executive director of Florida New Majority, a group that advocates for minorities.

The Senate passed an elections bill Wednesday that would let elections supervisors expand early voting days and sites in an effort to avoid the long lines that left Florida open to criticism last November. The bill, in part, would undo some of the changes the Republican-led Legislature and Gov. Rick Scott made to elections laws two years ago, when they cut early voting days from 14 to eight days and prohibited voting on the Sunday before Election Day. It passed 26-13. The bill (HB 7013) would require at least eight days of early voting, but would leave it up to elections officials if they wanted to have as many as 14 days, including the Sunday before Election Day when many black churches have organized “souls to the polls” voter drives.

Bipartisan agreements seem possible on immigration and perhaps even on guns. Could election reform be next? Is there an opportunity to move past the partisan rancor of the voting wars and modernize America’s out-of-date election system? We all know it needs improvement. Long lines on Election Day are only the most visible symptom, as some voters from Florida to Virginia to Ohio waited up to seven hours to make their voice heard in last year’s election. The culprit often turns out to be the old-fashioned, paper-based registration system used across the country. According to the Pew Center on the States, approximately 51 million Americans are not registered to vote but should qualify to do so. One in eight registrations contain errors or are no longer valid. Nearly 2 million dead people appear on the voter rolls. In 2008, estimates are that at least 3 million voters who thought they were registered showed up at the polls, only to be turned away because of registration problems.

On Election Day at Victor’s polling station, there weren’t enough interpreters for the Creole-speaking native of Haiti and hundreds like her. Turnout was heavy. And lines lasted for hours — partly due to a slew of proposed state Constitutional amendments placed on the ballot by the Florida Legislature.

Racial minorities waited a lot longer than whites to vote last November. Lines weren’t a big issue for most voters, according to a new study from Massachusetts Institute of Technology Professor Charles Stewart III, but they were a huge issue for some – and those people tended to be African-American or Hispanic and live in urban areas. African Americans waited an average of 23 minutes to vote while Hispanics waited 19 minutes and whites just 12 minutes. Those numbers are startling when you factor in that about two-thirds of all voters waited less than 10 minutes to cast their ballots. That means some people, albeit a small percentage, waited a very long time. Stewart found that just three percent of voters waited more than an hour, with the average wait time at about 110 minutes. Rick Scott’s opposition to raising the $500 cap on political contributions to candidates will probably sink campaign-finance reform for the 2013 session, the Senate sponsor of a new elections package said Tuesday. The Senate Rules Committee cleared the two biggest political bills of the year for floor action, voting along party lines for a bill intended to fix the long lines and balloting problems that haunted Florida’s elections in November and approving a plan to abolish the shadowy “committees of continuous existence” that candidates can use as political slush funds. But each bill picked up potentially troublesome provisions that will be hard to work out in the final three weeks of the session. Sen. Jack Latvala, R-Clearwater, sponsored both bills. In March, the House OK’d a finance package raising the $500 cap on contributions to $5,000 per donor in statewide races and Supreme Court retention votes, and $3,000 for district and county races. The Senate bill initially proposed a $3,000 cap but the Rules Committee adopted an amendment lowering the maximum to $500 in all races — the same as it is now. The governor said recently he opposes raising the limit, which was set in 1992.

Two members of Congress have asked the Government Accountability Office to investigate why voters in Virginia and Florida had to wait hours in line to cast their ballots on Election Day 2012. Reps. Elijah Cummings of Maryland and Gerry Connolly of Virginia, both Democrats, made the request in a letter to the government’s investigative arm.

“… we request that GAO conduct a study of the underlying causes contributing to long lines on Election Day, including evaluating laws that impact voting rights and election administration. This study will help inform both federal and state policymakers about the types of reforms that will most effectively reduce long waiting times and ensure that all Americans obtain equal access to the ballot box.”

new report by Charles Stewart III, a professor of political science at the Massachusetts Institute of Technology, shows that non-white voters faced longer average wait times at the polls than white voters did in November.

Viewed nationally, African Americans waited an average of 23 minutes to vote, compared to 12 minutes for whites; Hispanics waited 19 minutes. While there are other individual-level demographic difference present in the responses, none stands out as much as race. For instance, the average wait time among those with household incomes less than $30,000 was 12 minutes, compared to 14 minutes for those in households with incomes greater than $100,000. Strong Democrats waited an average of 16 minutes, compared to an average of 11 minutes for strong Republicans. Respondents who reported they had an interest in news and public affairs “most of the time” waited an average of 13.2 minutes, compared to 12.8 minutes among those who had “hardly any” interest.

The study points out that the findings don’t suggest discrimination on an individual basis, but rather a failure by precincts with high levels of minority voters, typically in urban areas, to appropriately address the issue of long lines. For example, the difference in wait times between black and white voters in the same zip code was less than a minute on average.

Montana: Voting referendums pass Senate | Great Falls Tribune

The Montana Senate on Thursday passed a pair of proposed ballot referendums aimed at changing voting in Montana. The first measure, Senate Bill 405, would ask voters to eliminate same-day voter registration. The second bill, SB 408 would put a referendum on the ballot that would create a “top two primary” system in which only the top two vote-getters would qualify for the November general election ballot. Sen. Alan Olson, R-Roundup, sponsored both bills, which passed on mostly partly-line votes with Republicans supporting the measures and Democrats opposing them.

A series of partisan clashes on an early voting bill Tuesday brought a stern lecture from Sen. Jack Latvala, R-Clearwater, the point man on the legislation, who said he was “taking it a little bit personal.” He leveled a volley of criticism at Sen. Chris Smith, D-Fort Lauderdale, leader of the Senate’s 14 Democrats, who tried in vain to change the bill to Democrats’ liking. Latvala’s bill seeks to address the chaos and long lines at the polls last fall, but Democrats say it doesn’t go far enough. Case in point: The bill (SB 600) mandates at least eight days of early voting for eight hours every day. Election supervisors can expand that to 14 days for 12 hours a day, including the Sunday before the election, but it’s optional, as supervisors wanted, and not required. Smith offered a batch of amendments that failed on 5-3 votes in the Senate Community Affairs Committee, including allowing early voting at any precinct and mandatory 14 days of early voting including the Sunday before the election. Smith said the bill gives county elections officials too much discretion so that it will lead to varying early voting schedules. “It’s almost comical,” Smith said.

In recent years, the issue of voting rights has exploded  into a high-octane partisan battle, with Republicans backing laws restricting access to the ballot, Democrats loudly crying foul, and no resolution in sight. But a new presidential panel aimed at fixing problems in the U.S. voting system could offer a way around the stalemate. Following up on an Election Night pledge to fix the long lines that kept some voters waiting over seven hours to cast a ballot, President Obama last week formally created the Presidential Commission on Election Administration, and gave it a broad mandate to improve the voting experience. “When any Americans—no matter where they live or what their party—are denied that right [to vote] simply because they can’t wait for five, six, seven hours just to cast their ballot, we are betraying our ideals,” Obama said in his State of the Union address.

At the March 19 Board of Supervisor’s meeting, the commission—jointly chaired by Former Board of Supervisors Chairman Kate Hanley and Stuart Mendelsohn, former Dranesville supervisor—released its final report. They recommended additional poll workers, more training and better technology to keep lines moving. President Obama signed an executive order Thursday creating the Presidential Commission on Election Administration, a panel tasked with formulating suggestions on how to cut down on long lines to vote and other problems that plagued voters in 2012. Obama announced plans to launch the effort — co-chaired by lawyers Bob Bauer and Ben Ginsberg who represented the Obama and Romney campaigns, respectively, during the 2012 election — during his State of the Union address. But the White House hadn’t offered details on how the commission would work until Thursday. The order directs the nine-member panel to produce a report for Obama within six months of its first public meeting that will “identify best practices and otherwise make recommendations to promote the efficient administration of elections in order to ensure that all eligible voters have the opportunity to cast their ballots without undue delay, and to improve the experience of voters facing other obstacles in casting their ballots, such as members of the military, overseas voters, voters with disabilities, and voters with limited English proficiency.”

In 2011 and 2012, 180 new voting restrictions were introduced in forty-one states. Ultimately, twenty-five laws and two executive actions were passed in nineteen states following the 2010 election to make it harder to vote. In many cases, these laws backfired on their Republican sponsors. The courts blocked ten of them, and young and minority voters—the prime target of the restrictions—formed a larger share of the electorate in 2012 than in 2008. Despite the GOP’s avowal to reach out to new constituencies following the 2012 election, Republican state legislators have continued to support new voting restrictions in 2013. According to a report by Project Vote, fifty-five new voting restrictions have been introduced in thirty states so far this year. “The 2013 legislative season has once again brought an onslaught of bills to restrict access to the ballot, including proposals to undercut important election laws that have recently opened the electorate to more voters,” writes Erin Ferns Lee. These measures include “strict photo ID policies … voter registration restrictions; voter purges; [felon] disenfranchisement; and policies to cut back or revoke voting laws that have made voting more convenient.”
