Voting for the May primary begins next Tuesday, which is a little too early for Ohio Secretary of State Jon Husted. Rather than starting early voting 35 days before an election, it should be less than 30 days, Husted said Monday during a 70-minute meeting with The Vindicator’s editorial board. But Husted, a Republican elected in 2010 to secretary of state, said he doesn’t have a specific plan. Husted wants in-person at county boards of elections early voting to be less than 30 days before an election with some weekend access, extended hours during the final week before an election and no in-person voting on Mondays before Tuesday elections.

A shortage of such officials proved to be a major cause — though not the only one — of the voting delays. At some precincts, people didn’t finish voting until 10 p.m., or three hours after the polls were scheduled to close.

The ACLU of Virginia and more than a dozen other groups concerned about voting rights today sent a letter to Governor Bob McDonnell urging him to veto legislation that imposes stricter identification requirements at the polls, which the groups expect will limit eligible voters’ access on Election Day. “We all agree that the integrity of our electoral process is paramount,” said ACLU of Virginia Executive Director Claire Guthrie Gastañaga.  “And part of maintaining the integrity of the process is ensuring that no eligible voter is denied the right to vote. Last year, Virginia changed its voter ID laws and spent $2 million in taxpayer dollars to issue new voter registration cards and launch a voter education campaign,” added Gastañaga.  “Now, following an election with long lines but no instances of fraud, we are looking at legislation that imposes even stricter ID requirements that are unnecessary and will be burdensome, particularly for voters who are elderly, racial and ethnic minorities, students, persons with disabilities, and low-income.”

But this narrow mandate to monitor elections in six Southern states grew quietly over the years, extending to unexpected corners of the country, including the Bronx. Jose Comacho, a Bronx grocer, sued unsuccessfully in 1958 to have the English literacy test removed as a voting requirement. The borough landed on the list of places to be monitored more than four decades ago, along with Brooklyn and Manhattan, when the statewide English-language literacy test required of voters suppressed participation in Hispanic and black neighborhoods around the city to rates low enough to prompt federal intervention. That test, then used by the local political machine to hold on to power as the minority population swelled, is long gone, but the federal oversight has remained. Deborah Ruggiero has proposed a bill that would allow Rhode Islanders to cast their votes over the course of about three weeks before Election Day. Ruggiero has introduced legislatio n that would allow early voting in Rhode Island beginning the third Thursday before a primary, general or special election. Registered voters would be able to cast their ballot in person at designated locations from that Thursday until the Friday before the scheduled election. Early voting would take place on weekdays, with hours that begin no later than 9 a.m. and end no earlier than 4:30 p.m. The bill has the backing of Gov. Lincoln Chafee.

The Florida House on Tuesday voted – once again – to overhaul the state’s elections law, this time by partly undoing changes from 2011 that were blamed for confusion and long lines at the polls in the last election. On the first day of the annual legislative session, House members approved 118-1 a bill (HB 7013) that increases the permitted days of early voting from eight to 14. It allows early-voting polling places at more kinds of sites, like fairgrounds, civic centers and convention centers. And it sets a 75-word limit on proposed initial ballot summaries to constitutional amendments. The bill also restores the possibility of early voting on the Sunday before Election Day, when blacks often vote after church in a tradition known as “souls to the polls.”

Violence has flared on election day in Kenya, with at least 13 people killed in co-ordinated attacks on the coast. A group of 200 Mombasa Republican Council (MRC) secessionists armed with guns, machetes and bows and arrows set a trap for police before dawn, killing five officers, the Kenyan police inspector general, David Kimaiyo, said. One attacker also died. A second attack by secessionists in nearby Kilifi killed one police officer and five attackers, Kimaiyo said. A Kilifi police official, Clemence Wangai, said seven people had died in that assault, including an election official. The separatist group denied any responsibility for the attacks, however. “We are not responsible for any attacks anywhere in this region,” the MRC spokesman Mohammed Rashid Mraja told the Reuters news agency, adding that the group only sought change through peaceful means. Kenya is facing a huge test as it seeks to avoid a repeat of the ethnic violence left more than 1,100 people dead and 600,000 displaced following the 2007 election. Officials, candidates and media have made impassioned pleas for peace this time.

But Sen. They said the reforms caused long lines at polling places and made it harder for people to vote. Now the Legislature is moving to undo some of those changes. The effort was to add an amendment to a loosely-related bill — one that would increase voter access in Chaparral, where long lines plagued the area. The amendment was tabled 38-31. The final bill, sponsored by Rep. Nate Cote, D-Las Cruces, would require an early voting site for a population center of more than 1,500 residents that is more than 50 miles from the nearest early voting site. The bill passed on a 38-31 vote. The Secretary of State’s office was not on board with the legislation.

Yes, it’s shameful that 102-year-old Desiline Victor of Miami faced a six-hour-long line when she showed up to vote last November. Indeed, as many as 201,000 frustrated Floridians left the polls before voting that day, according to an analysis by an Ohio State researcher for the Orlando Sentinel. So on election night, President Obama was right to say “we have to fix that.” But during his State of the Union address, at which Victor was an invited guest, the president was wrong to suggest a federal fix for standardizing how elections are held across the country. A one-size-fits-all formula is not the most effective and efficient way to manage elections from Miami, which experienced long lines, to Milton in Florida’s Panhandle, which did not.

That’s an emotional argument that’s fair because it’s called out from the beginning as being emotional. Newby acknowledged that it is a difficult conversation, in part, because the country is no closer to Internet voting in the United States, really, than it was five or 10 years ago. “Discussion has been successfully stonewalled, so why fight with success?” Newby said. ”The best argument that could be made would be that there is a growing use of Internet voting options for military and overseas voters, but even those options have been much more evolutionary than revolutionary.”

One of the biggest stories talked about in the wake of Election Day 2012 were the long lines at the polls. As Election Night played out in real time on television, people were able to see firsthand–or not see, as the case was–the votes come in from districts in states that had closed their polls hours ago. Jump over to any local station in these areas, and you could probably find a local reporter talking to prospective voters, many of whom said they had been waiting in line for hours. President Obama, speaking the day after, declared: “we have to fix that.” Some states have already started to address these problems. Florida Secretary of State Ken Detzner filed a report earlier this month with his findings as to the best ways to reduce long lines and streamline elections. Florida saw some of the worst lines last year. Chief among Detzner’s proposed solutions include requiring county commissioners to pay for technological upgrades, giving election administrators greater leeway to make decisions that will shorten lines, and requiring that legislators have a word limit for the constitutional amendments they place on the ballot. He also suggested that, besides unpreparedness among election officials, one of the greatest problems leading to Election Day lines was the cutback passed by the state legislature on the number of early voting days and locations. Victor’s home state of Florida had the longest average wait timeof any state at 45 minutes. Victor waited for three hours. Other Floridians reported standing in line for up to 7 hours. Not every voter had Victor’s stamina: Professor Theodore Allen at Ohio State University estimated that long lines in Florida deterred at least 201,000 people, using a formula based on voter turnout data and poll closing time. The number only includes people discouraged by the wait at their specific polling site, and not those who stayed home due to “the general inconvenience of election day.” The real number, Allen says, is likely much higher. One study also showed that black and Hispanic voters nationwide waited longer on average than white voters.
