Republican recount observers are raising a red flag over votes cast by residents who registered on election day after pages of missing signatures from same-day voters have been discovered throughout the City of Racine. When someone registers to vote on the day of the election, poll workers take the completed registration form and create an entry in the poll book and then duplicate it in a second poll book. The voter is required to sign their entry in the same book other voters sign their entry in order to cast a ballot — and it’s those signatures that are missing in some wards in the June 5 recall election. It’s not known how many signatures are missing, but Racine County Clerk Wendy Christensen said there are entire pages of missing signatures in wards throughout the city. While some of the missing signatures were found on pages other than where they should have been, it is unclear exactly how many have been discovered elsewhere. It’s also unknown why some signatures appear on pages separate from their entries on the poll books.

That effort stretched into the eighth day. County Clerk Wendy Christensen said she expected the current recount to be time-consuming but was confident the county would meet its deadline. She said the tabulators would work Saturday and take Sunday off, but that they may end up working the following weekend.

A new report, released by a group of Anchorage voters who paid for a partial recount of April’s botched municipal election, calls into question several of the processes employed by election workers both on election night and during a recount afterwards.  It was presented in front of the Anchorage Assembly today, by Anchorage voters Linda Kellen Biegel, Melissa Green, Carolyn Ramsey and others. The report also says the city violated its own election code, known as Title 28, when election workers handed out photocopied or sample ballots in place of official ones when polling places ran dry.

Maine election officials have scheduled a ballot recount in a state House primary race that was decided by two votes. A recount will be held Tuesday for the House District 47 Republican primary, which covers Rockland and part of Owls Head. Unofficial results from last Tuesday’s primary showed GOP candidates Gordon Mank Jr. with 165 votes and James Raye with 163 votes. The seat is currently occupied by Democrat Edward Mazurek, who is term-limited and cannot seek re-election.

Government Accountability Board staff attorney Mike Haas says the order for the recount will issued by GAB on Monday, and the Racine County Clerk’s office will begin the process at 9:00 Wednesday morning. “The recount has to be completed within 13 calendar days of the date that we issue the order. After that time there’s an appeal period of five business days, if a candidate wants to appeal to circuit court,” says Haas. Barring an appeal, GAB would then certify the results. Right now, Democrat John Lehman leads Republican incumbent Van Wannggard by 834 votes. Costs of the recount will be borne by the taxpayers of Racine County, although the Wanggaard campaign did pay a fee $685 when the petition requesting the recall was filed with GAB.

The town of Webster, Texas, is rolling the dice on its newest city council member. Literally. After Diana Newland and Edward Lapeyre each won 111 votes in a runoff election Saturday and a recount confirmed the result yesterday, Texas election code forced the two to “cast lots.” A nearby pair of dice settled the matter: Newland rolled a five, while Lapeyre came up short with a four. “It seemed odd, but after discussing it [with Lapeyre], we were just ready to get it over with,” Newland said, adding that her opponent was gracious about his misfortune. “I could not have gone out and campaigned a third time, and we had already gotten people to come out twice, bless their hearts.”

The troubled April 3 special election in Tulsa’s House District 71 has led state and local officials to change procedures, software and training to makes sure all voters and candidates have confidence the process. On election night, Democrat Dan Arthrell was declared the unofficial winner by three votes. But a subsequent recount led to Republican Katie Henke being certified the winner by one vote. Only hours after the recount ended, Tulsa County election officials discovered two unsecured ballots for Arthrell still sitting in an election machine. They later said that evidence suggested that on two other occasions people were allowed to vote twice because of mistakes by precinct officials. Ultimately, the Oklahoma Supreme Court found it impossible to determine who won the election and invalidated the vote.

Ethical questions arose Thursday at the Davison County Courthouse in Mitchell when two men with ties to Tuesday’s election participated on recount-related boards. Billy Lurken, news director for KMIT radio in Mitchell, was covering the recount process Thursday morning for the radio station when the need arose for a resolution board. A resolution board examines ballots that a vote-counting machine can’t process, possibly because of marks that are difficult for the machine to read. The members of the resolution board examine the machine-rejected ballots and decide to reject or accept them, and also determine the voter’s intent if the ballot is accepted.

The winners are the same: Tracy, Gunkel, Vehle, Putnam, Kriese and one-way streets. The vote totals and margins, however, did change after the votes cast in Tuesday’s local elections were counted twice more Thursday at the Davison County Courthouse in Mitchell. The new counts had been deemed necessary Wednesday after Auditor Susan Kiepke acknowledged errors in Tuesday’s results. Thursday, Kiepke blamed the errors on the county’s vote-counting machine or the software used with it. Vote totals seem to have been changed at “random,” she said. “It appears to be a software problem,” she said. A technician from Election Systems & Software, of Omaha, Neb., spent the day in the office trying to figure out what went wrong and assisting with the recount. He said he is not permitted to disclose his name and declined to answer most questions, but he defended the machine. “Nothing. I didn’t find nothing wrong with the machine,” he said.

A Republican judicial candidate who had requested a hand recount of all mail ballots cast in her race has hit a snag in the law that may derail that recount. The tallies in the County Civil Court-at-Law No. 2 race stand at 61,956 for incumbent Theresa Chang and 61,721 for challenger Donna Detamore, according to the Harris County Clerk. Detamore went to bed ahead, but woke up roughly 200 votes behind after County Clerk Stan Stanart said the Republican Party ballot board (charged with verifying the authenticity of mail ballots) delivered about 2,700 ballots after 10 p.m. on Election Day, leading to the late shift in the tally.

Wisconsin Democrats moved ahead Wednesday with plans for running the state Senate, even though the crucial recall contest they say handed them a one-seat majority remained too close to call. At a news conference, Senate Democratic Leader Mark Miller of Monona said he is the new majority leader and has already spoken with Republican Leader Scott Fitzgerald about the transition, dismissing the possibility that incumbent GOP Sen. Van Wanggaard might seek a recount. “We look forward to opening up the governmental process to the public,” Miller said. Fitzgerald said Miller’s stance is premature. Democrats forced Wanggaard, Fitzgerald and two other GOP senators into recalls as payback for supporting Gov. Scott Walker’s divisive policies. There may be a glimmer of good news for Wisconsin Democrats despite last night’s convincing win by Republican Scott Walker in the recall race for governor. After a vote tabulation glitch in Racine County, Democrat John Lehman appears to have come out on top in a state Senate recall that late Tuesday night looked as if it was going the way of incumbent Republican Van Wanggard. The margin is less than 1,000 votes, and Wanggard has yet to concede though Lehman, who held the seat until 2010, declared victory. It’s only one seat, but that’s enough for now to flip control of the state Senate from the GOP to Democrats, a change that could in theory make things harder for Walker to impose his conservative agenda in Madison.

While Waukesha County Executive Dan Vrakas and his chief of staff insisted Tuesday that County Clerk Kathy Nickolaus was not the one in charge of election duties for the recall election, she appeared to be at the helm. Nickolaus refused to respond to questions in her office, turning her back and closing her office door while a reporter waited at a service counter. Her deputy, Kelly Yaeger, didn’t respond, either. Nickolaus was observed passing out election supplies to local clerks leading up to Tuesday’s election, and she’s the one who fielded questions Tuesday from the field, said Gina Kozlik, Waukesha’s deputy clerk-treasurer. Shawn Lundie, Vrakas’ chief of staff, said he was confident procedures put in place with Yaeger would ensure smooth reporting of votes Tuesday night. Vote counting in the county clerk’s office appeared to go smoothly – an assessment confirmed by Lundie. About 80% of the vote was reported by about 10 p.m.

The Anchorage Assembly certified the recount of the April 3rd Municipal Election Tuesday evening. Several Assembly members pushed for public comment on the certification, but the chair denied it. KSKA’s Daysha Eaton was there and filed this report. The Chair of the Election Recount Board, Denise Stephens presented a report of their work to the Assembly. She explained that 13 of the 15 precincts the Board reviewed closely matched with a few of the precincts off by 1 or 2. At Precinct 840, Service High School, the Board could not find 8 ballots for voters that had signed the register. One possible explanation is that these 8 voters left the precinct without voting after having signed the precinct register. Precinct 660 had a similar result with 6 signatures more than corresponding ballots. The recount resulted in no change in the outcome of the election. Stephens noted that the Election Board did investigate the voting machines.The April 3rd Municipal Election was fraught with problems. An Election Commission report blamed the Clerk’s Office for not distributing enough ballots. More than half of the precincts ran out of ballots.  Assembly members Harriet Drummond requested public comment on the certification.

An Election Recount Board has released the results of a hand recount of the votes cast in 15 precincts during the Anchorage Municipal Election. The Board spent the past couple of weeks checking paper ballots against voting machine results and voter registries. The 12-person Election Recount Board met at City Hall Monday morning to sign off on their report. They found that most precincts were only off by one or two ballots. But Precinct 840 had 205 signatures more than ballots. Municipal Attorney Dennis Wheeler was on hand to explain. “The voters apparently signed the voter register but also signed the question register and had their ballots placed in question envelopes. And we think we have them all accounted for with the exception of eight.  It may be, we have some evidence of this, but it may be that those eight persons could not wait in line any longer. And, although they had signed the register, they left without actually casting a ballot, which is why you have more people who have signed than ballots cast,” Wheeler said.

Tracie Hunter is a week or so away from becoming Hamilton County’s newest juvenile court judge after a recount Thursday confirmed she won the 2010 election. The final count put Hunter, a Democrat, 74 votes ahead of Republican John Williams in an election that is believed to be the longest in county history. Hunter trailed Williams by 23 votes after the election on Nov. 2, 2010, but a court order to count about 300 contested provisional ballots gave her the victory. “It has been a long struggle,” said Hunter’s lawyer, Jennifer Branch. “But it was worth the effort because we Americans believe every vote should count.”

Sometimes, a few votes make a huge difference. Just ask Rick Santorum. In January, Rick Santorum won the Iowa caucuses, but, because of vote counting and tabulation errors, Mitt Romney was declared the winner. In the two weeks before the error became clear, Romney’s campaign gained momentum, while Santorum’s withered. Unfortunately, the same problem – or worse – could easily occur in Massachusetts. This year, voters will choose the president, and control of the US Senate may come down to the race shaping up between Scott Brown and Elizabeth Warren.

United Kingdom: Date set for recount of Glasgow ward after votes not included | STV

A date has been set for a recount of votes in a Glasgow City Council ward after it emerged hundreds of ballots had not been included in the official count. Local authority elections took place on May 3 but it emerged last week that some votes in the Langside ward were not added to the final tally of votes in Glasgow. A recount of the whole ward is set to take place at around 4pm on Tuesday which could change the overall results. Returning officer George Black and senior officers involved in the count have agreed to forgo their fee from the election to pay for the recount.
