Come 2018, the county could have to cough up more than half a million dollars for new voting equipment and it could go back to paper ballots. Kim Strach, executive director of the North Carolina State Board of Elections, said in a letter sent to local elections offices that most voting equipment in the state is nearing the end of its lifespan. She said counties will need to plan for large expenditures to buy new voting equipment. In her letter, Strach said direct record electronic voting equipment will need to be replaced because the machines will be decertified in January 2018. She said a law change will require a paper ballot for all certified voting systems. The state board of elections will have to approve any new voting equipment, she said.

Two vendors will meet with election commissioners as part of the companies’ statewide push to grab Arkansas’ next voting equipment contracts, said coordinator Jennifer Price during the commission’s first meeting of the new term. California-based Unisyn Voting Solutions and Nebraska-based Election Systems & Software are both angling for the state’s attention, Price said. Election Systems & Software provides the state’s current equipment and support. New contracts could net either company tens of millions of state taxpayers’ dollars, Price said. “It’s the money that’ll be the holdup,” Price told the three commissioners, who oversee all city and county votes. “The state appropriating the money is the biggest hurdle.”

Ohio voters would lose most of their Election Day polling places under a plan for centralized voting pushed by the head of the group representing county elections officials. Urban areas such as Franklin County could see a reduction of 60 to 75 percent, translating into a potential drop from the current 404 voting locales to perhaps a little more than 100. The tradeoffs: Voters could cast a ballot from any polling location in their home county. And the cost to run elections would drop substantially, especially with most Ohio counties due to replace aging voting equipment. “The more I talk to people nationally, the more I read and learn, this has the potential to be a game-changer for voters, for taxpayers and for elections administrators,” said Aaron Ockerman, executive director of the Ohio Association of Election Officials. “We’ve got to be more efficient. We have to take advantage of technology and think outside of the box.”

Even worse, Ohio’s setup is based on technology from the 1990s, he said yesterday during the Ohio Association of Election Officials’ winter conference at the Greater Columbus Convention Center. “Your voting technology is old. It’s ancient by technology standards,” said Masterson, who admits to being an elections geek. “I don’t know how old your office computer is, but I wouldn’t keep mine for a decade. And we’re asking people to run elections on it.”

But the system lacks a large central count machine that could efficiently tally the stacks of absentee ballots. “We’re trending towards half the votes in the state being absentee,” Veeder said.

Florida: Orange County updating voting equipment for $1.5 million | Orlando Sentinel

Orange County’s voting equipment is undergoing a $1.5 million upgrade aimed at modernizing the system, making the ballot-counting faster and improving access for disabled voters. The County Commission on Tuesday is expected to authorize spending about $1.35 million on the project in the current fiscal year. The remainder was spent last year. Supervisor of Elections Bill Cowles said he had hoped to have the new system up and running in time for this spring’s municipal elections, but that timetable didn’t work out because an element of the system has yet to be certified by the state. If all goes according to plan, Cowles now hopes it will be in place for the presidential preference primary slated for March 1, 2016. One key change will be to do away with land lines for transmitting results. “We want to upgrade them from land line to wireless modeming on election night because more and more facilities are getting away from land lines,” he said. “The trade off is, I don’t have to put land lines into the polling places. “Savings will come in not having to install land lines in the future.” The new system also will include vote-counting machines.

The Forsyth County elections office wants to buy new elections equipment this year, but the county commissioners will have to decide whether to fund the request. Steve Hines, director of elections for Forsyth County, said his office is asking to replace all of its voting equipment – including the optical scanners that record paper ballots at precincts and the larger tabulator used at the elections office. Hines said his office is still in talks with the vendor for Election Systems & Software equipment, but has a rough cost estimate of about $1.4 million. Hines said he hates to ask for that much. “But I’d hate to go through what we went through this past year on a presidential scale,” Hines said. The elections office dealt with a number of hiccups in the general election last November, including breakdowns of vote-counting machines at precincts and the elections office. The equipment is about a decade old. … The county uses paper ballots on Election Day, but it uses iVotronic touch-screen machines for early voting and Election Day handicap-accessible voting. The county will no longer be able to use those machines as of 2018 because they don’t print a ballot.

Terry McAuliffe has his way, there will be new voting machines across the commonwealth in time for the 2015 November elections. McAuliffe announced in a news release last week that his proposed budget includes $28 million to replace the variety of voting machines in the state with a single type of machine that will use paper ballots that get scanned into an electronic format. The switch will remove touch-screen voting machines that proved to be a problem in the 2014 election, during which 49 localities reported voting equipment issues with no paper trail to fall back on, McAuliffe said. “[W]e cannot expect Virginians to come to the polls on Election Day if we cannot ensure that their votes will be counted correctly and in a timely manner,” McAuliffe said in the release. “The problems Virginians encountered on Election Day this year were unacceptable, which is why I have taken unprecedented steps to replace all legacy voting equipment in the commonwealth with state-of-the-art machines that have paper trails and will update our Department of Elections website. The money will cover new voting machines for 2,166 precincts in the state as well as reimburse 401 precincts that have already purchased the approved machines.

A total of $28 million is included in the state budget to provide new voting machines to precincts across Virginia, so all polling places will have uniform, state-of-the-art equipment for the 2015 November elections, Gov. Terry McAuliffe announced Monday. On Election Day 2014, 49 Virginia localities reported voting equipment issues, and currently Virginia precincts are using a wide variety of machines that are often outdated and lack paper trails. McAuliffe also will include in his budget $30,000 per fiscal year to update the Department of Elections’ website to ensure reliable reporting for future elections.

The nonpartisan makeup of the state board that oversees elections, ethics and campaign finance laws in Wisconsin is its greatest strength, its director said at a meeting Tuesday amid calls from Republicans who control the Legislature that an overhaul is needed. Government Accountability Board director Kevin Kennedy defended the nonpartisan structure of the panel, as well as having it oversee elections, lobbying, ethics and campaign finance laws. Republicans are talking about breaking up the board, replacing the judges who are on it with partisan appointees, and other changes. Debate over what to do with the 7-year-old board is in the spotlight following an audit released Friday that detailed a number of problems with its operation, but did not recommend dismantling it or moving toward a partisan structure.

Virginia: McAuliffe proposes $28 million to replace voting machines around the state | Richmond Times-Dispatch

Gov. Terry McAuliffe is proposing $28 million to fund digital scan voting machines for precincts across the state in time for the November 2015 general election. McAuliffe noted in a statement that 49 Virginia localities reported problems with voting equipment on Nov. 4. Virginia localities now use various types of equipment, including some machines with no paper trail. Under McAuliffe’s proposal the state would cover the cost of purchasing the new voting machines for 2,166 precincts across Virginia. The state would reimburse 401 precincts that have already purchased the approved type of machine. The new digital scan machines would have a paper trail. On Wednesday McAuliffe will brief the legislature’s money committees on his proposed amendments to the state’s two-hyear budget covering July 1, 2014 to June 30, 2016. McAuliffe’s proposal will include $30,000 per budget year to update the Department of Elections’ website, which crashed on Election Night.

A report of the state’s ethics and elections agency released Friday found officials waited years in some cases to review whether felons had voted and did not promptly audit electronic voting equipment. The Government Accountability Board also avoided imposing late fees on candidates and political groups that hadn’t file their campaign finance reports on time. Republicans who control the Legislature pounced on the report by the nonpartisan Legislative Audit Bureau, saying it provided evidence the accountability board needs to be dismantled. … The board’s director, Kevin Kennedy, said his agency had many successes but had fallen behind on some matters because its resources have been strained in recent years by a wave of recall elections; implementing a voter ID law that has been sidelined by courts; conducting the first statewide recount in more than 20 years; administering newly drawn legislative districts; and responding to litigation on such matters.

National: Change at helm of ES&S in new year | Omaha-World Herald

Aldo Tesi will step down as chief executive officer of Omaha-based Election Systems & Software on Jan. 1, the company announced Wednesday, and will be succeeded by Tom Burt, the company’s current president and chief operating officer. Tesi, 63, joined the company as president in 1999 and was named president and CEO in 2000. He added the role of chairman in 2013 and will remain in that position. … ES&S is the largest provider of voting machines and election support services in the world. The company’s voting systems and services are used in a majority of counties across the United States in addition to countries including France, Venezuela and England. Under Tesi’s direction, ES&S has grown from about 250 employees 15 years ago to 460 employees today.

Kansas: Malfunction results in missing votes | Salina Journal

A malfunction of electronic voting equipment left 5,207 votes out of the original Nov. 4 Saline County vote total, but no election outcomes were affected, according to the Saline County Clerk’s Office. What was affected was a change in the percent of voter turnout, from 35.47 to 50.47 percent, and the total number of votes, 17,532 out of 34,735 registered voters. “That’s a huge difference,” county Chairman Randy Duncan said when notified by the Journal of the error. “That’s scary. That makes me wonder about voting machines. Should we go back to paper ballots?” Saline County Clerk Don Merriman said after the meeting that four of the 34 PEBs, or Personal Electronic Ballots, were not reading correctly on election night, which left the votes out of the original count. The problem has been fixed, he said. He said the missing votes weren’t discovered until after votes were canvassed on Nov. 10. Merriman said he learned of the error during a “triple check” with flash cards from the PEBs.

Recount results, which the State Board of Elections certified during a teleconference meeting Tuesday, showed Robinson picked up a net of 17 votes across the state. Robinson has told State Board of Elections officials that he has conceded and will not seek a further recount. While the overall vote swing was not enough to make a meaningful dent in the election total, changes in Davidson, Lenoir and Wilson counties, all of which use touch-screen voting equipment, involved eye-catching totals of several hundred votes each. In Davidson County, Beasley picked up 520 votes and Robinson gained 884 votes since the time county elections officials originally canvassed votes. The problem, elections officials there say, was a faulty media card used to store and transfer votes from a touch-screen machine.  “It did not affect any of the outcomes of local races at all,” said Donna Zappala, who handles information technology issues for the Davidson County Board of Elections. The county was able to recover the votes from a backup system, she said.

Florida: Elections chief concerned about aging voting machines | Palm Beach Post

Decade-old voting equipment is quickly aging in nearly half the state’s counties, and there has been a struggle at the local level to secure money to cover the replacement costs. Secretary of State Ken Detzner said he will meet next month with local supervisors of election in Orlando to determine which counties are most in need of new equipment before the 2016 elections. “It’s kind of one of those things that you don’t think about until something happens,” Detzner said this week. “We know we need to do something.” Detzner estimated that about 30 counties might need new equipment or upgrades, but he declined to specify the counties. There is no statewide accounting of equipment needs by county. Calls to the Palm Beach County Supervisor of Elections Office were not returned Tuesday, but Palm Beach County acquired its current voting machines, an optical scanning system, six years ago. Before 2008, the county used a touch-screen voting system, which drew criticism because it left no paper trail. The touch-screen system, in turn, was the county’s answer to the 2000 election that brought national ridicule because of the Butterfly Ballot and problems with punch-card chads.

Virginia: King William’s voting machines are old enough vote | Tidewater Review

King William County’s first district polling center at the West Point Armory experienced technical difficulties on Election Day when one of the optical scan voting systems stopped working. The system, an AccuVote-OS central scanner and tabulator used to read paper ballots, reportedly stopped working when its scanner malfunctioned. A technician was able to repair the machine before polls closed at 7 p.m. Had a technician failed to repair the scanner on election night, all paper ballots would have had to be counted by manual hand-count. King William County General Registrar Susan Mickens said all eight of the county’s scanners are aging and need to soon be replaced.

Texas: Jefferson County Clerk blames faulty voting equipment for delay | KBMT

Jefferson County Clerk Carolyn Guidry seemed pleased at voter turnout for the 2014 mid-term elections in Jefferson County. She says 37% of the county’s 146,039 registered voters cast ballots, that’s 53,710 voters who participated. However Guidry, who won re-election herself, was not pleased at how the county’s electronic voting system performed. Malfunctions caused the vote count to be delayed, and final results were not available until 4:00 a.m. the day after the elections. Guidry said, “It’s very frustrating when I have employees working 24 hours on elections, because of the flaws of a system.” Guidry blames ES&S voting equipment the county purchased in 2006.  Tuesday’s flaw was with the scanner that counts mail-in ballots, forcing Guidry to call for a technician to fix it, the closest one was in Tyler. It would take until 4 a.m. the next day to count all 3900 mail-in ballots, and when they were all counted some Republicans who had been in the lead, ended up losing.  Guidry says that’s because two-thirds of the mail-in ballots favored Democrats. But the mail-in ballot scanner was not the only problem of the night, not all voting machines had been shut down which made it impossible for votes in those machines to be counted.

Kansas: Electronic voting machines may soon phase out, but not in Sedgwick Co. | KSN-TV

New national data released Monday indicates that nearly 70 percent of American voters will cast their ballots Tuesday by hand, using paper ballots. According to Verified Voting, an election watchdog, the growing trend of return to paper ballots is due to a “deterioration of voting machines.” KSN News reached out to Sedgwick Co. elections officials to learn more about the use of electronic voting machines locally, as well as in counties across the state, to find out why a majority of counties across the nation are turning back the clock and opting for paper ballots instead. In the 2012 general election, voters in Sedgwick Co. experienced their fair share of blunders at the ballot box. “We do have one polling place that their ballots would not read and this one precinct they would not read on our machines, as well,” said Tabitha Lehman, the Sedgwick Co. Elections Commissioner, in 2012.

California: Major challenges await Bowen’s successor in California | Sacramento Bee

Voting equipment around the state is breaking down. There is limited money for new systems. A complex statewide voter registration database has been years in the making. And while hundreds of thousands of campaign dollars change hands every day in California, the state’s public-disclosure system confuses searchers and occasionally stops working. Whoever gets the keys to California’s secretary of state’s office in January will inherit a lengthy to-do list for the post’s role overseeing voting and elections, its most public responsibility. The office also handles businesses filings. Secretary of State Debra Bowen, who recently disclosed that she is battling depression, has defended her tenure and blamed politics for would-be successors’ criticism of her office during this year’s campaign. Budget cuts during the recession and a lack of new funding have hampered efforts to improve some programs, she has said, such as the Cal-Access campaign-finance website. But whether it is Republican Pete Peterson or Democrat Alex Padilla, California’s next secretary of state will need to hit the ground running, county registrars and other experts say.

A recent presidential commission report on election administration characterizes the state of U.S. voting machines as an “impending crisis.” According to the report, created in response to a presidential order, existing voting machines are reaching the end of their operational life spans, jurisdictions often lack the funds to replace them, and those with funds find market offerings limited because several constraints have made manufacturing new machines difficult. On Election Day, these problems could translate into hours-long waits, lost votes and errors in election results. In the long term, such problems breed a lack of trust in the democratic process, reducing the public’s faith in government, experts say. According to Barbara Simons, a member of the board of advisers to the federal Election Assistance Commission (EAC), the problem can’t be avoided any longer. “People died for the right to vote as recently as the civil rights movement,” she said. “The American Revolution was all about being able to control our own democracy, and that means voting … We know that a lot of machines were breaking in the 2012 election. It’s not that it’s an impending crisis. This crisis is already here.” Also, outdated voting machines can present security risks both in hardware deficiencies (some machines use generic keys to protect sensitive panels) and in software flaws that are difficult if not impossible to detect when compromised, according to security audits. Assessing the security of many of these systems is difficult, however, since companies insist proprietary software and hardware may not be disclosed to third parties. Government audits are often not fully public. The current problem is rooted in the short-term fixes that were implemented to solve the last major voting crisis, in 2000, when unreliable punchcard machines led to ambiguous ballots in Florida, putting the presidential election into question. After further issues in the 2002 midterm elections, Congress passed the Help America Vote Act (HAVA) that fall. HAVA gave states millions of dollars to replace punchcard machines and created the EAC, charged with establishing standards for voting systems.

One fun reason not to join Yavapai County’s Permanent Early Voting List is to check out the latest high-tech voting machines. The Yavapai County Recorder’s Office and its Elections Department have brand new touch-screen voting machines that talk to users and let them know if they voted for too many or too few candidates. While that’s the most visible of the new voting equipment, the county also has new ballot scanning machines. They count ballots so fast that poll workers at vote centers will no longer scan and modem results to the main Prescott office from various voting centers around the county. Instead, vote center workers will drive to Prescott with the ballots so they can be scanned and counted on the new high-speed machines. Noting that three-fourths of voters now vote early anyway, Recorder Leslie Hoffman and Elections Director Lynn Constabile think ballot counting will get done about the same time as it has in the past, since they are restricted on when they can start. “I have a feeling it’s going to be the same amount of time,” Constabile said.

To keep that commandment, state lawmakers want localities to purchase voting machines that leave a paper trail. However without state funds to back up the directive, local registrars must figure out how long they can chance using the old touch-screen machines while they find money to afford new ones. Botetourt County Registrar Phyllis Booze worries touch-screen voting equipment purchased following the Bush v. Gore debacle might not hold up to the demand of heavy voter turnout expected for the 2016 presidential contest. Under state law, she can’t buy replacements for broken or worn machines and she needs hundreds of thousands of local dollars to switch to paper-based optical scanners.

More and more often these days, Neal Kelley and his staff find themselves rooting through shelves at used computer stores in Orange County, Calif., looking for something they can’t find anywhere else: laptops that run on Windows 2000. Kelley is the registrar of voters in Orange County, and one component of his election equipment still runs on the Microsoft operating system from 14 years ago. As in most places around the country, Orange County’s voting technology is based on federal standards set after Congress passed the Help America Vote Act (HAVA) in 2002. The razor-thin presidential election in 2000 between Al Gore and George W. Bush revealed that outdated technology had left thousands of votes uncounted. With HAVA, Congress encouraged local governments to install electronic voting equipment, resulting in a wave of upgrades across the country. Between 2002 and 2004, Congress allocated more than $3 billion for some 8,000 local jurisdictions to replace the punch card devices and lever machines they had been using for more than 30 years. But today, a decade later, that upgraded election infrastructure is quickly becoming obsolete. In a worst-case scenario, current equipment will start to fail in the next couple years, forcing fewer voting booths to process more ballots, a recipe for longer lines and voter frustration. “What you don’t want is disenfranchised voters who are deciding not to cast a ballot because of these issues,” says Kelley. “We can’t let ourselves get to that point. We need to be ahead of this curve.”

Texas: Young County takes voting equipment decision to the 12th hour | Graham Leader

For the fourth time, Young County Elections Administrator Lauren Sullivan pitched the purchase of new election equipment to county officials, and, for the fourth time, county officials tabled the item. The Young County Commissioners Court will discuss the new equipment one final time at its June 30 meeting; the last day the county can purchase the equipment at a drastically reduced price, according to representatives from its manufacturers, Hart Intercivic. The court’s last-minute approach has to do with the cost, more than $330,000 over 60 months, a deal that Sullivan said the county will not see again once the June 30 deadline for the discounted “cutting edge” Hart Intercivic Verity election equipment passes. Once the deadline passes, the new equipment, which Sullivan said will become a necessity one way or another, could raise in price as much as $150,000.

With electronic voting equipment nearing the end of this life expectancy, Barton County Election Officer Donna Zimmerman is eyeing the future and sees a need for a change. This change could include a return to the old-school paper ballots. With such an evolution on the horizon, Zimmerman hosted a voting equipment demonstration in the Barton County Courthouse Thursday morning. Kansas county clerks and election officials joined her staff for the presentations. Participants witnessed demonstrations from multiple voting system manufacturers. ElectionSource of Grand Rapids, Mich., presented Dominion Voting Systems and Henry M. Adkins & Son of Clinton, Mo., presented Unisyn Voting Solutions. “It appears that the trend is to return to paper ballots with equipment only for used by those with disabilities,” Zimmerman said. “This is the yo-yo in elections. But those machines haven’t always worked out as well as their backers hoped, and a decade later they’re showing their age. And Congress isn’t expected to provide more billions for states to replace their aging voting systems any time soon. Aneesh Chopra, President Obama’s choice to be the nation’s first Chief Technology Officer from 2009 to 2012, wants to do something about the problem. He is teaming up with a group called the Open Source Elections Technology Foundation to address the problem. Their plan: develop the software necessary to run an election and release it as an open-source project. Chopra and his colleagues believe that could lead to better election systems while simultaneously saving cash-strapped states money. After every national election, you can find media reports of voting machine “glitches.” Common problems include “vote flipping” (where the voter tries to vote for one candidate but the machine registers it as a vote for another), broken machines, and mis-configured ballots. These issues can cause long lines as pollworkers take malfunctioning machines offline or have to spend time trying to fix them rather than checking in voters.
