On the same day Minnesota’s presidential electors will ceremonially cast their votes for President Barack Obama, a bipartisan bunch of Minnesota lawmakers proposed exchanging the power of the Electoral College and making the national popular vote supreme. The new system, backed by a diverse group of legislators, would give weight to the number of actual votes presidential candidates get, rather than just number of Electoral College votes, in presidential elections. A diverse group of Minnesota backers say it would  mean every vote would have equal value during presidential campaigns, removing the candidates’ incentive to focus primarily on the handful swing states. “Everyone understands that places like Ohio, Pennsylvania, swing states, this is a really good process for them right now. Unfortunately, the rest of the country gets hosed,” backer Rep. Pat Garofalo, R-Farmington, said Monday.

Nebraska: Early voting change would help blind voters | Omaha.com

Early in-person voting would have to start 10 days later in Nebraska to comply with a federal law that requires special machines to be available for blind voters. Secretary of State John Gale said Monday that he will seek a new law in the upcoming session of the Nebraska Legislature to cut early voting from 35 to 25 days. The change would not affect mail-in or absentee voting. Starting early in-person voting 10 days later would give officials more time to program AutoMark machines, which allow visually impaired voters to cast secret ballots without assistance.

After serving a combined 14 years on both the Richland County Election Commission and the Richland County Board of Elections and Voter Registration, Liz Crum has resigned. Crum, who served as the board’s chairperson, first announced her intention to resign Monday night. Tuesday, her resignation letter made clear she was not happy with management at the Richland County Election Commission. “I have lost confidence in Ms. McBride’s ability to serve as Executive Director and to manage the office effectively,” she writes.

Texas: Speedy appeal on voter ID law | SCOTUSblog

The time may be short for the Supreme Court to act on the state of Texas’s power to impose a new voter photo ID law, but the state nevertheless plans to pursue a prompt appeal in hopes of a quick final decision, perhaps during the Justices’ current Term.  The state got permission on Monday to pursue an immediate appeal from a three-judge U.S. District Court in Washington.  That court had ruled against the voter ID law in August. Texas officials already have taken steps to try to get the Justices to rule during the current Term on new redistricting plans for the Texas delegation in the U.S. House of Representatives and for the two houses of its state legislature.  The Justices will consider that appeal at their January 4 Conference, after the state gave up some of its filing rights in order to advance the case.  That would be in time, if the Court accepts review, for a decision before the Justices’ summer recess in late June.  (That case is Texas v. United States, docket 12-496).   If the Court were to move ahead this Term on one or both of the new Texas cases, that would mean a further exploration of the scope — and even the constitutionality — of Section 5 of the Voting Rights Act of 1965.

Wisconsin: State would need to spend $1.2M to check for illegal voters, report says | Wisconsin State Journal

Wisconsin would need to spend $1.2 million to begin checking federal databases for names of non-citizens who should be removed from voter registration lists, says a report from the state’s election agency. Two other states have found relatively few illegal voters on the lists, and there’s no reason to suspect more would be detected in Wisconsin, an agency spokesman said Monday. The Government Accountability Board is to decide Tuesday on sending the staff report to the state Legislature, which would need to enact new laws before the agency could use the federal Systematic Alien Verification for Entitlements program.

Bermuda: Longtime political party ousted in Bermuda after general elections | The Washington Post

Voters have ousted the political party that has ruled the wealthy British territory of Bermuda for 16 years, according to preliminary general election results early Tuesday. Bermuda Premier Paula Cox’s Progressive Labor Party was defeated by the One Bermuda Alliance, which was founded following the 2007 elections and will rule the territory for the first time. Cox also lost her seat in the House of Assembly, where the One Bermuda Alliance claimed 19 of 36 seats for a two-seat majority.

Egypt’s Supreme Election Commission regarded the claims of fraud and violation in the constitution referendum raised by opposition as baseless and non-objective, Counselor Mahmoud Abou Shoosha, a commission member, told reporters during a press conference Tuesday. Condemning violation and fraud claims as “lies,” Abou Shoosha said that the voting was based on the voters’ national ID number that was impossible to be duplicated and that the referendum was held under full judicial supervision.

After the controversial and pressure-filled referendum to oust President Traian Basescu in July 2012, the Office for Democratic Institutions and Human Rights of the OSCE carried out a “Needs Assessment Mission Report” and issued its findings on the upcoming “Romanian Parliamentary Elections 9 December 2012” in Warsaw on 18 October. The OSCE concluded from its research that “While the mission would visit a limited number of polling stations on election day, systematic observation of voting, counting, or tabulation of results on election day is not envisaged.” The 9 December parliamentary elections in Romania, in fact, seemed not to have been as shot through with fraudulent practices as those in July. After the elections took place, there were very few protests about abuses at the polling places.

South Koreans have started casting their votes in a potentially historic presidential election that could result in Asia’s fourth-largest economy getting its first female leader. Polling stations opened on Tuesday, with polls showing a tight race between ruling conservative party candidate Park Geun-Hye and her liberal rival from the main opposition party, Moon Jae-In. The booths were schedule to close at 6pm with a national holiday declared to allow maximum turnout among the country’s more than 40 million registered voters.

The voter turnout for this year’s president race is expected to hover around 70 percent, the country’s National Election Commission (NEC) said Tuesday. The prediction by the state election watchdog comes a day before people cast their votes to pick the country’s next chief executive and is based on a nationwide poll it commissioned earlier in the month. The survey of 1,500 people by local pollster Korea Research Center showed 79.9 percent claiming they will definitely vote.

In the last few weeks, a small number of Republican legislators — all in states that voted for Barack Obama — have talked about splitting up their electoral votes. When I wrote about this, I got a few comments along the lines of “hey, is this a trend, or are you scaremongering?” No. It’s a trend. Reid Wilson reports that Wisconsin, along with Michigan and Pennsylvania, is home to Republicans who might press their gerrymandered legislative advantage to assign electoral votes by gerrymandered congressional districts. “If you did the calculation, you’d see a massive shift of electoral votes in states that are blue and fully [in] red control,” said one senior Republican taking an active role in pushing the proposal. “There’s no kind of autopsy and outreach that can grab us those electoral votes that quickly.”

Republicans alarmed at the apparent challenges they face in winning the White House are preparing an all-out assault on the Electoral College system in critical states, an initiative that would significantly ease the party’s path to the Oval Office. Senior Republicans say they will try to leverage their party’s majorities in Democratic-leaning states in an effort to end the winner-take-all system of awarding electoral votes. Instead, bills that will be introduced in several Democratic states would award electoral votes on a proportional basis. Already, two states — Maine and Nebraska — award an electoral vote to the winner of each congressional district. The candidate who wins the most votes statewide takes the final two at-large electoral votes. Only once, when President Obama won a congressional district based in Omaha in 2008, has either of those states actually split their vote. But if more reliably blue states like Michigan, Pennsylvania, and Wisconsin were to award their electoral votes proportionally, Republicans would be able to eat into what has become a deep Democratic advantage.

The Supreme Court will hear oral arguments Feb. 27 in a lawsuit that challenges a central provision of the Voting Rights Act. The court announced the scheduling Monday. The case, Shelby County v. Recently, NBC News had a segment focusing on the intensive training United Parcel Service requires of new drivers. It’s a fascinating look – especially the video of trainees (and then the reporter) struggling on the “icy sidewalk” used to teach balance – but it also included a discussion about efficiency that got me thinking about election administration and polling places in particular. What struck me was the degree to which the training focuses on shaving time – literally seconds – off of every delivery. For drivers, that means keeping keys to the truck on their fingers (so they don’t set them down or have to fumble for them) and learning how to fasten a seat belt with one hand while turning the keys to the ignition with the other. This focus on efficiency may strike you as extreme, but when you consider that the average driver is delivering 200-300 packages a day those seconds begin to add up.

California saw a record share of general election voters opt to cast their ballot by mail this year, with 51 percent of the state’s 13.2 million participants using mail-in ballots. The general election record, which still trails the state’s all-time high of 65 percent mail-in ballots set in this year’s primary, was announced today as Secretary of State Debra Bowen’s released the official statement of vote. The numbers include vote-by-mail ballots dropped off at polling stations as late as Election Day.

Florida: Miami-Dade Group Meets To Consider Election Law Changes | CBS Miami

For the first time Friday, Miami-Dade’s election task force agreed to five ideas to prevent another election fiasco. The proposals are meant to avoid a repeat of the 8 hour lines to vote and days to count the votes. This is just the second meeting for the Task Force but due to an upcoming vote by the Miami-Dade Commission they forced the proposal through.  The commission will vote next week on a delegation agenda for their Tallahassee legislators.

Today, December 17, is the date the presidential electors of each state meet to cast their official votes for president. No drama surrounds the event this year, because there have been no vote-counting disputes between November 6 and now that could affect the outcome of the presidential election. To invoke a phrase that has become familiar, the margin of victory was comfortably beyond the margin of litigation. But, as 2000 showed, it may not always be so, and some numbers from this year’s election indicate that, of all the presidential swing states, Ohio is the most vulnerable to a ballot-counting dispute that would delay determining the Electoral College winner. As will be detailed below, the swing states fall into three categories in terms of their level of risk–low, medium, or high–with respect to a disputed presidential election.  Ohio stands alone in having the highest risk.

A federal court deferred further proceedings in a lawsuit filed by Texas over the state’s voter identification law until the U.S. Supreme Court rules on whether part of the Voting Rights Act is constitutional. A three-judge panel in Washington said today that “in the interest of efficiency and judicial economy” it will wait for the Supreme Court to review a provision of the 1965 law requiring all or part of 16 mostly Southern states to get federal approval before changing their voting rules. The Texas suit challenges the same provision.

State election records show that voters in Wisconsin’s Democratic-leaning counties have been more likely to register to vote at the polls, but voters in Republican-leaning areas also made heavy use of the state’s same-day registration law. The Wisconsin State Journal reported that in three recent statewide elections, one in eight ballots came from voters who registered that same day, according to data from the Government Accountability Board. The data was for the November 2008 and November 2010 elections, and the June 2012 gubernatorial recall election.

A motley alliance of socialists, liberals and conservatives won the 9 December Romanian parliamentary elections. What they clearly share is profound dislike for the country’s once-powerful president, Traian Basescu, whose five-year mandate continues into 2014. What is less obvious is how they will govern the country. The Socialist-Liberal Union (USL), made up of the Social-Democrats, the Liberals and the Conservatives, won the majority in both chambers of the Romanian parliament, with about 60 percent of votes for each house. The great loser was the Right Romania Alliance (ARD), president Basescu’s political family, which got just 16 percent.

Tne of the top officials in charge of overseeing Egypt’s vote on a contentious draft constitution has resigned citing health problems, while critics believe the resignation was prompted by widespread irregularities. Zaghloul el-Balshi, the secretary general of the election committee, attributed his resignation to “a sudden health crisis”, according to a copy of a letter he sent to the committee on Wednesday that was published by several Egyptian dailies including the privately owned el-Watan. Relatives told local Egyptian media that el-Balshi had undergone eye surgery.

Technically, that won’t happen until the electoral college casts its ballots Monday — presumably in favor of the winner for each state. Even then, Congress has to formally declare Obama the victor after counting the electoral votes on Jan. 6. Such is the nature of an often poorly understood — and some argue arcane — system for electing the U.S. president. But many voters faced waits like that on election day because of some states’ attempts to discourage voting rather than encourage it. The federal government has to intervene and set some rules. All Americans should have reasonable access to the polls. California Sen. Barbara Boxer has a proposal she calls the LINE Act that could work. It would require national standards for the number of voting machines, election workers and other resources to ensure no one has to wait longer than an hour to vote.
