President Trump on Thursday named Kris W. Kobach, the Kansas secretary of state who has pressed for aggressive measures to crack down on undocumented immigrants, to a commission investigating vote fraud, following through on his unsubstantiated claim that millions of “illegals” voted for his Democratic rival and robbed him of victory in the national popular vote. Mr. Kobach, who has championed the strictest voter identification laws in the country, will be the vice chairman of the commission, which will be led by Vice President Mike Pence and is expected to include about a dozen others, including state officials from both political parties, said Sarah Huckabee Sanders, the deputy White House press secretary.

President Trump’s decision on Tuesday to fire the F.B.I. director, James B. Comey, immediately fueled calls for an independent investigator or commission to look into Russia’s efforts to disrupt the election and any connections between Mr. Trump’s associates and the Russian government. Calls to appoint an independent prosecutor have simmered for months, but until now, they had been voiced almost entirely by Democrats. Mr. Comey’s insistence that he was pressing ahead with the Russia investigation, and would go wherever the facts took him, had deflected those calls — especially because he was in such open defiance of a president who said the charges were “fake.” Mr. Comey’s firing upended the politics of the investigation, and even Republicans were joining the call for independent inquiries.

The director of the U.S. Census Bureau is resigning, leaving the agency leaderless at a time when it faces a crisis over funding for the 2020 decennial count of the U.S. population and beyond. John H. Thompson, who has served as director since 2013 and worked for the bureau for 27 years before that, will leave June 30, the Commerce Department announced Tuesday. The news, which surprised census experts, follows an April congressional budget allocation for the census that critics say is woefully inadequate. And it comes less than a week after a prickly hearing at which Thompson told lawmakers that cost estimates for a new electronic data collection system had ballooned by nearly 50 percent.

Technology can do a lot more to make our elections more secure and reliable, and to ensure that participation in the democratic process is available to all. There are three parts to this process. First, the voter registration process can improved. The whole process can be streamlined. People should be able to register online, just as they can register for other government services. The voter rolls need to be protected from tampering, as that’s one of the major ways hackers can disrupt the election. Second, the voting process can be significantly improved. Voting machines need to be made more secure. There are a lot of technical details best left to the voting-security experts who can deal with the technical details, but such machines must include a paper ballot that provides a record verifiable by voters. The simplest and most reliable way to do that is already practiced in 37 states: optical-scan paper ballots, marked by the voters, counted by computer but recountable by hand. We need national security standards for voting machines, and funding for states to procure machines that comply with those standards. This means no Internet voting.

In January, America’s main intelligence agencies issued a report concluding that Russia interfered in the 2016 election, using a combination of cyber-intrusion, espionage, and propaganda. In addition to the details provided in this account, media outlets have since reported that several election databases were hacked before and after the election. While the Department of Homeland Security found no evidence any of these efforts manipulated vote tallies, the assaults have left many Americans asking: Just how safe are voting machines from cyberattack? The answer is not reassuring. For more than a decade, independent security experts have repeatedly demonstrated that many electronic voting machines are dangerously insecure and vulnerable to attack and manipulation by bad actors.

Georgia: Voters seek review of Georgia voting system before 6th District runoff | Atlanta Journal Constitution

Eleven voters have asked Georgia Secretary of State Brian Kemp to review the state’s voting system ahead of next month’s hotly contested 6th Congressional District runoff. The request is allowed under state law. It comes after one of the three counties in the district — Fulton — experienced a technical snafu on April 18 that delayed reported election results in the race. It also follows a letter to Kemp in March from a group of voting advocates who recommended that the state overhaul its elections system and begin using a system with a paper audit trail.

Kansas: Kobach told to disclose voting plan he took to Trump | Associated Press

A federal judge has given Kansas Secretary of State Kris Kobach until Friday to give the American Civil Liberties Union two documents outlining proposed changes to a federal voting law. U.S. District Judge Julie Robinson said Wednesday that she privately reviewed the documents, including the one Kobach was photographed taking into a meeting with then-President-elect Donald Trump in November. Robinson said she found no error in a magistrate’s April 17 ruling requiring Kobach to produce the redacted documents as part of a lawsuit challenging the state’s voter registration requirements. The ACLU is representing some Kansas voters and the League of Women Voters in that lawsuit.

Montana: Aging voting machines pose challenges for disabled, counties | Associated Press

Elections clerks across Montana could find themselves increasingly challenged to serve voters with severe physical disabilities because of a dwindling supply of polling equipment designed especially for people who cannot use traditional voting machines. Existing inventories of voting machines for disabled voters are antiquated, some nearly two decades old. Many units are in disrepair and elections officials have been unable to replace the aging machines with newer, modern equipment because of state law. In 2008, a disabled voter sued Missoula County for not being in full compliance with federal law when it did not have a backup unit for a malfunctioning machine specially designed for people who do not have full function of their limbs.

New Hampshire: Lawsuit challenges absentee ballot signature process | Associated Press

The American Civil Liberties Union filed a lawsuit in federal court Wednesday that challenges the process of validating signatures on absentee ballots in New Hampshire. The suit says current law allows election officials to reject an absentee ballot without giving notice to the voter, if they think there’s a signature mismatch in the voter’s paperwork. It also says it puts moderators in the difficult position of acting as handwriting experts. The ACLU filed the suit against the secretary of state’s office on behalf of three absentee voters whose signatures were rejected. All voted in the 2016 general election, but didn’t learn their vote wasn’t counted until this year. One of them, Mary Saucedo, 94, of Manchester, is legally blind and is allowed to obtain assistance in completing the absentee ballot process. Her husband helps her.

Texas is on the verge of eliminating straight-ticket voting, which supporters say would force voters to pay attention to every race on a ballot but critics say could decrease turnout and put the state at risk of yet another civil rights lawsuit. “I disagree that (straight-ticket voting) is a right, I believe it is an option,” said Rep. Ron Simmons, R-Carrollton, author of House Bill 25. “I believe this will provide better candidates, better elected officials and I do not believe it will harm voting down the ballot.” Statewide, 63 percent of Texas voters cast straight-ticket ballots during the November general elections, according to Texas Election Source, a non-partisan data-driven public policy group. In Bexar County, the figure was 57 percent with 340,847 voters casting straight ticket ballots for either all Republicans, all Democrats, all Libertarians or all Green Party candidates out of a total of 598,691 votes cast. Forty percent of all straight ticket ballots were for the Republican Party; 57 percent went to the Democrats.

At the end of the day-long meeting, Chief Election Commissioner Nasim Zaidi that the poll panel will hold a “challenge” for political parties to prove their allegations that the machines were or could be tampered with. “All future elections will be mandatorily held with VVPAT (Voter-verifiable paper audit trail),” he said. “The Commission will hold a challenge and offer an opportunity to political parties to demonstrate that the EVMs used in the recently-concluded assembly elections were tampered or the EVMs can be tampered with even under the laid down technical and administrative safeguards,” he added.

FBI Director James Comey predicts that if left undeterred, Russian hackers will one day attempt to change the vote tally in a U.S. election. Comey said as much during a public hearing Wednesday in the Senate Judiciary Committee. Members asked Comey a series of questions concerning Russia’s ability to conduct damaging cyber-operations against both the U.S. and its allies. “In my view, [Russia is] the greatest threat of any nation on earth given their intention and capability,” Comey blankly stated. Last year, in the months preceding the U.S. presidential election on Nov. 8, the Homeland Security Department discovered a series of digital attacks aimed specifically at voter registration databases used in different states.

Russia succeeded in its goals of sowing discord in U.S. politics by meddling in the 2016 presidential election, which will likely inspire similar future efforts, two top former U.S. voices on intelligence said on Tuesday. Former Director of National Intelligence James Clapper and former House Intelligence Committee Chairman Mike Rogers agreed at a panel at Harvard University that Russia likely believed it had achieved its goals and could attempt to repeat its performance in elections in other countries. “Their purpose was to sew discontent and mistrust in our elections they wanted us to be at each others’ throat when it was over,” Rogers said at the panel at Harvard’s Kennedy School of Government. “It’s influencing, I would say, legislative process today. That’s wildly successful.”

Having done exactly that in the 2016 U.S. elections, President Vladimir Putin’s intelligence agencies are now directing their subterfuge at Europe, including the continent’s foremost economic powers: Germany and France. The immediate targets of Russian cyber-meddling are Emmanuel Macron, the front-runner in the second and final round of France’s presidential election, set for May 7, and think tanks associated with German Chancellor Angela Merkel, whose governing coalition faces elections this fall. Like Hillary Clinton, whose campaign was similarly in the Kremlin’s crosshairs, neither Mr. Macron nor Ms. Merkel has been shy about condemning Moscow’s aggression in Ukraine. They have backed economic sanctions against Russia that have infuriated Mr. Putin.

A federal judge on Thursday ordered Georgia to temporarily reopen voter registration ahead of a hotly contested congressional runoff in the 6th District. U.S. District Judge Timothy Batten made the ruling as part of a broader lawsuit by a Washington-based advocacy group, which last month accused Georgia of violating federal law by reducing the amount of time residents have to register to vote. Voter registration shut down March 20 ahead of the deciding runoff June 20 for the 6th District election, which is being held in the northern suburbs of metro Atlanta. Batten, however, ordered registration immediately reopened until May 21.

The State Board of Elections says hackers gained access to the information of 80-thousand Illinois voters — including their social security numbers and driver’s licenses. Elections officials say hackers had access to Illinois’ system for nearly three weeks before they were detected. They did get access to personal information, but officials say that’s about it. Senator Michael Hastings from Tinley Park says the source of the breach matches an address the FBI has linked to Russian state security. He says future elections could be in danger. “If they know how to operate through our system, not only at our state level, but through our municipalities, there’s no telling what they can do.”

Maryland: Auditors say Maryland election board put voters’ personal data at risk | Baltimore Sun

A report released by legislative auditors Friday says the State Board of Elections needlessly exposed the full Social Security numbers of almost 600,000 voters to potential hacking, risking theft of those voters’ identities. The determination that election officials did not fully protect voters’ personal information was one of several highly critical findings in the report. The audit also faulted state election officials’ handling of issues including ballot security, disaster preparedness, contracting and balancing its books. He’s by far the most popular politician in the 3rd Congressional District. Herbert, of course, isn’t running to replace Chaffetz. He can use it to fend off legislative efforts to dictate how party nominees are chosen in a special election. French presidential candidate Emmanuel Macron suffered a “massive, co-ordinated hacking” effort Friday night less than 48 hours before the election—an attack that drew immediate parallels to the cyberattacks that hit Hillary Clinton’s presidential campaign last year, as well as to alleged electoral interference in other parts of Europe. Macron’s campaign announced Friday that tens of thousands of its internal emails and documents were leaked to the public via a file-sharing website. The parallels to the 2016 U.S. election are striking: Both occurred days before an election. Both were carried out by hacking the personal and professional email accounts of campaign staffers. And both were directed at more establishment-friendly candidates—not their conservative opponents. While the perpetrators of the Macron hack haven’t been identified, numerous intelligence agencies have expressed confidence that Russia was behind the hacking of Clinton’s emails during the 2016 U.S. election. Russia is also said to have targeted the French electoral process, as well as elections in other counties where the leading candidates have been critical of Vladimir Putin, the Russian president.

The UK government was given details last December of allegedly extensive contacts between the Trump campaign and Moscow, according to court papers. Reports by Christopher Steele, a former MI6 officer, on possible collusion between the the Trump camp and the Kremlin are at the centre of a political storm in the US over Moscow’s role in getting Donald Trump elected. It was not previously known that the UK intelligence services had also received the dossier but Steele confirmed in a court filing earlier this month that he handed a memorandum compiled in December to a “senior UK government national security official acting in his official capacity, on a confidential basis in hard copy form”.

National: House Intelligence Committee reportedly agrees on witness list for Russia probe | Business Insider

The House Intelligence Committee has agreed on a witness list of between 36 and 48 people for its investigation into Russia’s interference in the 2016 election, CNN reported Wednesday night. Included on the list are current and former associates of President Donald Trump believed to have been in contact with Russian officials during the campaign or transition period. According to CNN’s Anderson Cooper, the list includes Jared Kushner, Trump’s son-in-law and senior adviser; Roger Stone, a Trump confidant; Michael Flynn, the former national security adviser; and Carter Page, an early Trump campaign adviser. … The full committee has also now gained access to the classified intelligence documents Nunes said he obtained from a source on White House grounds last month, according to CNN. Nunes sparked bipartisan outcry and came under intense scrutiny when he briefed Trump on the documents directly without first sharing them with Schiff.

Maine: House rejects requiring voters to present photo IDs | Portland Press Herald

The Maine House rejected a bill Tuesday that would have required voters to present photo identification at their polling places in order to cast a ballot. Majority Democrats prevailed on a 76-67 vote that split mostly on party lines in rejecting L.D. 121, which required a voter provide proof of identity with a photographic identification, such as a driver’s license or state-issued identification card. The bill will likely still receive a vote in the state Senate, but it appears all but dead for 2017 with the House’s rejection. Rep. Karl Ward, R- Holden, the bill’s primary sponsor, expressed frustration with Democrats via Facebook following the vote Tuesday. He wrote that the measure would have “prevented virtually all voter fraud in Maine,” and vowed to defeat Democrats at the polls in 2018.

North Carolina: Judges back governor over election changes | Greensboro News & Record

North Carolina judges on Friday put a temporary brake on renewed efforts by Republican state lawmakers to curtail the new Democratic governor’s control over state and local elections. A panel of state trial court judges voted 2-1 to stop a new law from taking effect Monday until a more extensive hearing on May 10. The panel’s majority said Gov. Roy Cooper was likely to succeed in challenging a law GOP legislators passed this week diluting the ability governors have had for more than a century to pick election board majorities. State Senate leader Phil Berger blasted the temporary restraining order, saying legislators had responded to the panel’s rejection of an earlier version by tailoring the revamped effort “exactly as they required.”

North Dakota: Burgum signs voter ID bill amid lawsuit | Bismarck Tribune

North Dakota Gov. Doug Burgum signed legislation amending the state’s voter identification laws Monday, April 24, despite warnings it doesn’t comply with a federal judge’s ruling. Burgum signed House Bill 1369, his spokesman Mike Nowatzki said. It comes amid a federal lawsuit challenging changes made by the Republican-led Legislature in the past two sessions. The bill allows those who don’t bring a valid ID to the polls to cast a ballot that’s set aside until they produce an ID. If an ID doesn’t include required information or is out of date, a voter could use a current utility bill, bank statement, government-issued check, paycheck or government document to supplement the ID.
