The move was immediately praised by parties across the political spectrum. Overseas Pakistanis Minister Farooq Sattar said, “This decision will enable them to become a part of Parliament, as they are sending over $11 billion in remittances (to Pakistan) per annum”. They should also be given representation on reserved seats in the national and provincial assemblies, he added. “The ECP’s move is a historic step for strengthening democracy by involving more and more people in electoral process,” observed Pakistan Muslim League-Nawaz (PML-N) leader Mushahidullah Khan.

An official of the establishment division told The Express Tribune that the notification was issued a few days back, without mentioning the exact date. The official who requested anonymity could not explain why the notification was not made public. Khan, when contacted, confirmed the extension. This is one of the most high-profile extensions given by the Pakistan Peoples Party-led government after Chief of Army Staff Gen. Parvez Kayani and Director-General Inter-Services Intelligence Shuja Pasha.

The advisor to the Ex-CM Khyber Pakhtunkhwa on political affairs, Sikandar Aziz Khan has suggested to the Election Commission of Pakistan to immediately impose the system of proportional representation for the larger interest of the country and the people as in this system votes will be cast in support of the political parties and not candidates that will result in enhancement of the percentage of cast votes.

Addressing a press conference in the press club on Thursday, Sikandar Aziz Khan advised the Election Commission of Pakistan to make immediate amendments in the law in this connection and adopt the system in which the seats in the national and provincial assemblies would be allotted to the political parties according to the percentage of received votes. He said the existing system had created a lot of defects in the ruling party and majority of the people were reluctant to cast their votes. He said from the existing system it was clear that those rich candidates were being brought to power who had spent huge funds on the elections and after wining the polls use every underhand method to get the money back.

Pakistan Election Commission has suspended the membership of 231 lawmakers, including Interior Minister Rehman Malik and Defence Minister Chaudhry Ahmed Mukhtar, who failed to submit statements of their assets and liabilities within a stipulated deadline.

A spokesman for the panel said the body had suspended the membership of 13 members of the Senate or upper house of parliament, 103 members of National Assembly or lower house of parliament and 115 members of the assemblies of Punjab, Sindh, Khyber-Pakhtunkhwa and Balochistan.

Warraich, who was on a visit to raise funds for the flood victims in Sindh province of Pakistan, told the community that after the completion of his UAE visit he will submit a report to President Asif Ali Zardari with recommendations for the voting rights of overseas Pakistanis and issuance of passports with a validity of up to 10 years.

The case for voting rights to Sehajdhari Sikhs got a new twist on Monday with a Amritsar resident filing a new petition in Punjab and Haryana High Court seeking stay over the constitution of new managing committee of the Shiromani Gurdwara Parbandhak Committee (SGPC). Satnam Singh also demanded quashing of a notification dated October 8, 2003 issued by the Central government barring Sehajdhari Sikhs from casting votes in SGPC elections.

No directions were issued on the petition as the Full Bench, presiding over the petition challenging the ban on voting rights to Sehajdhari Sikhs, tagged the fresh petition with the pending petitions. The petitioner said that he does not sport turban or beard and was thus not allowed to vote in the SGPC elections despite the fact that he has faith he goes to the Gurdwara and has faith in Guru Granth Sahib.

The Election Commission of Pakistan (ECP) has agreed in principle with the AJK authorities to retain the right of dual vote for Kashmiris settled in the four provinces and Islamabad. “Yes, they have approved retention while accepting our arguments for the dual votes of AJK people who are living in Pakistan,” confirmed AJK election commission Secretary Muhammad Younas.

Talking to The News on Sunday, he said the ECP with its chief election commissioner (CEC) would give a formal nod to reject the pending proposals and continue the recognition of AJK people in exercising their right to vote. The CEC, Justice (Retd) Hamid Ali Mirza, and ECP members, full commission, would meet tomorrow (Tuesday) to dispose of the applications. They would discuss different aspects i.e. legalities, input from AJK authorities and Right of Citizenship Act. “The ECP secretary conveyed me the willingness of the ECP that the Kashmiris’ right of dual vote, one in AJK and second in Pakistan, would be maintained in accordance with previous arrangements,” Younas said. To a question, he described it an achievement under which the Kashmiris’ right of two votes would not be snatched.

Election Commission of Pakistan excluded 37.1 million suspected voters from the electoral rolls and the new electoral roll is composed of more than 87.2 million voters. The Secretary ECP Ishtiak Ahmad Khan issued details from headquarter of Election Commission of Pakistan on Saturday.

Ishtiak Ahmad Khan said the ECP handed over its database of Electoral Rolls-2007 to NADRA on 11th February 2011 for verification of voters against their database. NADRA reported back on 05/03/2011 that out of 81 Million voters registered in Final Electoral Rolls 2007, 44 Million voters were verified against CNIC database whereas approximately 37 Million voters were not verified which was made public by the ECP through a press release dated 8th March 2011.

After deletion of these 37 million unverified voters from the Draft Electoral Rolls, 2011, NADRA added 36 million who had obtained CNIC after preparation of Electoral Rolls-2007. NADRA can provide evidence from its database with regard to 37 Million unverified voters as well as 36 Million voters who have been added into the Draft Electoral Rolls, 2011.

Balochistan had the highest rate of fake voters during the 2008 general election, according to findings from the Election Commission of Pakistan (ECP) and National Database and Registration Authority (NADRA).

A glance at statistics from the province do not reflect well on the electoral process. In Killa Abdullah there were total of 387,823 registered voters and only 70,820 could be verified. In Kech, of the 218,953 registered voters only 84,500 were legitimate. In Loralai there were 226,658 registered voters, of which a meagre 52,657 could be verified. Of Jaffarbabad’s 391,608 registered voters, only 98,919 were not bogus.

The legitimacy of our current government has been severely questioned by recent findings that almost half of the entries in voter lists at the last election were fake. The startling facts emerged as the ECP and NADRA were preparing new voter lists based on computerised national identity cards(CNICs). Discrepancies emerged between the electoral rolls used for last general election and succeeding by-polls held so far.

Technological innovations will make bogus voting difficult if not impossible in Pakistan, where the number of bogus votes has called into question the legitimacy of the present government, if the introduction of biometrics is mandated for the next elections.

Once election authorities have compiled computerised electoral rolls with voters’ pictures, they plan to introduce specially designed ballot papers inscribed with a watermark, magnetic ink and biometrics to determine voters’ identity. Voters will stamp the ballot paper with magnetic ink. Once the votes are polled, the election commission (ECP) will be able to verify them by their counterfoils.  “In case of any complaints, the fake voter can be traced by biometrics,” an official involved in the electoral reforms told The Express Tribune.

Secretary Election Commission Ishtiaq Ahmed Khan has said that NADRA had provided new voter’s list consisting almost 80 million entries to the Election Commission, and process of their home to home verification would be commenced from 22nd August, which would be completed till 30 September.

He was addressing a media briefing here on Saturday. He said that it is a historical development which would ensure holding of free, fair and impartial elections in the country. The campaign has been postponed due to a delay in the printing of electoral rolls. Chairman National Database and Registration Authority (NADRA) Ali Arshad Hakeem had requested that the schedule be reconsidered due to problems being faced in the printing of lists containing 80 million voters.
Following the request, the election commission decided to start the campaign from next month.

Earlier, ECP Joint Secretary Sher Afgan had said that 37 million votes in the electoral lists were not bogus, but unverified votes, and could not be removed until next year.

The Azad Jammu and Kashmir Election Commission formed a tribunal to address what it expects will be many complaints by candidates relating to the June 26 Legislative Assembly polls, even as it denied charges of rigging in the polls.

A spokesperson for the election commission said that the tribunal would be a faster mechanism for dealing with petitions likely to be filed by many of the losing candidates. The Muttahida Qaumi Movement (MQM) has already begun filing cases alleging rigging in the AJK elections and the Pakistan Muslim League Nawaz (PML-N) is reportedly considering a similar move.

However, even as it formed the tribunal, the Election Commission spokesperson denied that they had been involved in any vote rigging.“No incident of casting fake votes or any unlawful use of influence upon the polling staff was reported in any of the constituencies,” the spokesman said.

Muzaffarabad High Court (MHC) has postponed elections on three constitutional assembly seats in LA-30, 36 and 41 constituencies of Azad Kashmir, our sources reported.

According to sources, citizens of LA-41 constituency appealed in the MHC that their names have been removed from the voters’ list. They demanded that their names should be added back in the list. As a consequence, MHC has deferred voting in the constituency that was to take place on Sunday. Elections in LA-30 Karachi Jammu 1 and LA-36 Karachi Kashmir Valley 1 have also been called off.

The spokesman continued in the statement that it was the decision of the government to engage field staff including the Patwaris of the Revenue department, instead of the staff of the Education department, for the preparation of the voters lists. The spokesman said a lot of mistakes/errors emerged after the fresh/updated voters lists were printed.

The election commission is preparing electoral lists for twelve non-territorial seats of the AJK’s legislative assembly in clear violation of Articles of 218 and 219, stated the petition. Candidates from across Pakistan may contest these seats.

Javed Akhtar, a Pakistan Muslim League-Nawaz candidate for the upcoming general election in AJK filed the petition under Article 184(3) of the Constitution. His counsels, Naseer Bhutta and MM Rafique Rajawana contended that the ECP does not have the mandate to conduct elections in AJK under Articles 218 and 219 of the Constitution.

The Sindh High Court on Tuesday issued notices to the secretary local government, the Election Commission of Pakistan and others on a petition regarding non-holding of local bodies’ election.

The petitioner, Dr Raheela Magsi, has assailed the second and fifth amendments to the Sindh Local Government Ordinance, submitting that such amendments were ultra vires to articles 140-A and 32 of the Constitution.

She submitted that people’s right to franchise by forming local governments was being denied due to the prolonged delay in holding local government elections. She prayed to the court to direct the Election Commission to hold local government elections and remove administrators who were working against any constitutional mandate.
