Hundreds of election administrators, county clerks, and voter registrars converged on a hotel ballroom in Austin for training with the Texas Secretary of State’s office. The theme of the week is election security and integrity. The nearly 800 election officials came from across the state to share best practices to prevent tampering with Texas elections. “I am getting a lot of information crammed into my brain in three days,” Archer County election administrator and voter registrar Christie Mooney said. Mooney is a one-person operation in Texoma, keeping track of approximately 6,270 voters in the county, and administering elections. “Every election official needs to learn the new laws that came out of the legislative session that just happened,” she explained.

As President Trump’s own FBI director warns that Russians are planning to try to undermine American democracy in the next presidential election, Republican lawmakers led by Senate Majority Leader Mitch McConnell (Ky.) are blocking bills aimed at blocking foreign hackers from states’ voting systems. Why? Republicans have policy objections to the legislation, but it seems clear that politics is at the forefront of McConnell’s decision-making. Specifically, the politics of pleasing Trump. Trump is so sensitive to findings that Russians tried to help him win in 2016 that a Cabinet secretary was warned against briefing him on it. He’s repeatedly sided with Russian President Vladimir Putin over his own intelligence community about whether Russians interfered. He’s said he might accept foreign help in his 2020 reelection. And last month, he made light of it all when he mock-scolded Putin in front of cameras. “Don’t meddle in the election,” he said, waving a finger and wearing a smile. That puts McConnell in a tough spot: Pass legislation, which election security experts say is needed, and risk sparking the president’s ire, or block the legislation — and risk increased Russia election interference and public ridicule.

Senator Mitch McConnell is usually impervious to criticism, even celebrating the nasty nicknames critics bestow on him. But Mr. McConnell, the Senate majority leader, is incensed by the name “Moscow Mitch,” and even more miffed that he has been called a “Russian asset” by critics who accuse him of single-handedly blocking stronger election security measures after Russia’s interference in 2016. Democrats had been making the case for months, but it was supercharged last week by the testimony of Robert S. Mueller III, the former special counsel, who told the House Intelligence Committee that the Russians were back at it “as we sit here.” Mr. McConnell cites several reasons for his opposition — a longstanding resistance to federal control over state elections, newly enacted security improvements that were shown to have worked in the 2018 voting and his suspicion that Democrats are trying to gain partisan advantage with a host of proposals. Republican colleagues say that Mr. McConnell, a longtime foe of tougher campaign finance restrictions and disclosure requirements, is leery of even entering into legislative negotiation that could touch on fund-raising and campaign spending.

Robert Mueller was consistent on one point during his congressional testimony last week: Russian interference in U.S. elections is one of the most serious threats to American democracy he’s seen in his long career. On Wednesday, during testimony before the House Intelligence Committee, Rep. Will Hurd, R-Texas, asked the former special counsel if he thought “this was a single attempt by the Russians to get involved in our election,” or there was “evidence to suggest that they’ll try to do this again?” “Oh, it wasn’t a single attempt,” Mueller responded. “They’re doing it as we sit here. And they expect to do it during the next campaign.” The very next day, the Senate Intelligence Committee released a bipartisan report saying that Russia probably attempted to infiltrate election systems in all 50 states. Also last week: Senate Majority Leader Mitch McConnell, R-Ky., blocked two election security bills that made it out of committee with bipartisan support. In other words, a moment of potential bipartisanship is becoming partisan anyway, as the 2020 election looms.

Remember how we went straight from “Ha ha, no reason to worry about so-called climate change,” to “Well, too late now to do anything about catastrophic climate change?” It’s still not too late to mitigate the damage, though. And let’s not let that same flawed thinking keep us from doing what we can, even at this late date, to minimize the serious threat of foreign cyber attacks ahead of next year’s election. As former Special Counsel Robert Mueller’s testimony last week reminded us, we’re in urgent need of the bipartisan election security legislation that Senate Majority Leader Mitch McConnell says he has no intention of letting go forward. Could Russia intervene in another election, Mueller was asked. “They’re doing it as we sit here,” he answered, while “many more countries” race to catch up to Russia’s ability to compromise our democracy. Should one of these other countries ever attempt an incursion on behalf of a Democrat, we’re guessing that McConnell would not be quite so “c’est la vie.”

It appears that Russia’s attempt to hack Florida’s election system was more intense than first thought. A new Senate Intelligence report suggests that there were actually “four” Florida counties hacked instead of two that we first told you about back in April. The 61-page report details the hack attempts. It now says all 50 states were targets. Florida, which is referred to as “State 2” in the report, was a key target. The report says the feds repeatedly warned the state about potential hacks, but then-Governor Rick Scott said he knew nothing about it until he became a senator. “They got into two counties in Florida. They didn’t get anything done, but they got into two counties,” Scott told NBC Meet the Press. Much of the report was redacted, and every state except Illinois was assigned a number.

The past week featured stark reminders of the importance of election security as the 2020 presidential election swiftly approaches. First, former Special Counsel Robert Mueller testified to the House Intelligence Committee that the Russian government was interfering with American democracy “as we sit here.” Next, the Senate Intelligence Committee released a detailed report on election security, reciting the extensive malign cyber activity conducted by Moscow in the lead-up to America’s 2016 presidential election and concluding that “little has been done to prevent it from happening all over again.” Press coverage of both of these warnings has emphasized—understandably—the need to harden U.S. defenses against various forms of cyber interference that Russia—and now Iran, too—appear intent on carrying out in the 2020 election. While it’s true that 2020 election security is critical, it’s important to emphasize that protecting our elections can’t wait until 2020 is upon us. That’s because, if our foreign adversaries’ goal is (as the Senate Intelligence Committee report confirmed) to undermine American confidence in our own democracy, the opportunities to do so are already unfolding. Long before Election Day arrives, the release of internal campaign emails, the distortion of public polling data, the laundering to campaigns of money that originates from impermissible sources—all of this can contribute to advancing the objectives of Russia and other hostile foreign actors intent on undermining public confidence in American elections and, ultimately, our democracy.

The Australian Electoral Commission has revealed the nation’s core electoral systems experienced no successful cyber-attacks during the 2019 federal election campaign. But the agency, which has been increasingly worried by the prospect of external interference, won’t say whether any attempts to compromise the systems were detected. In a bid to guard Australia’s systems against the threat of compromise, the AEC introduced monitoring through a dedicated security operations centre in the lead up to the May 18 ballot. It follows what the agency has described as a worsening cyber environment in the years since the July 2016 election through events like Russia’s alleged cyber interference in the 2016 US election. Many of these concerns stem from the ageing nature of the country’s system for election and roll management, which have been in place since the early 90s and are in dire need of replacement.

Amid growing warnings about the security of American voting systems, many states are rushing to address vulnerabilities exposed by the 2016 election, even as intelligence officials worry they are fighting the last battle and are not sufficiently focused on a new generation of threats headed into 2020. Delaware has replaced its voting machines to assure paper backup that would provide a record in case of a breach. South Carolina’s State Election Commission said this month that it would introduce a paper-based voting system in January and planned to “build additional layers of security designed to harden the new system.” Yet Florida, home of the United States’ best-known presidential balloting problems, like hanging chads in 2000 and still mysterious Russian activity in 2016, once again seems far behind. And the fear among American intelligence officials is that the federal government and the 50 states may be making the classic mistake of believing their adversaries will use the same techniques again. “No one expects the Russians will use their old playbook” in the next election, said Suzanne Spaulding, who oversaw election security at the Department of Homeland Security during the Obama administration and is now looking at how Russia is expanding its targets to undermine confidence in the American judicial system.

Congress may have already missed its window to shore up state election systems against foreign cyber-attacks ahead of the 2020 election. Former Special Counsel Robert Mueller’s testimony this week on his investigation into Russia’s role in the 2016 election has reignited calls for the passage of a bipartisan election security bill. But Republican Senate leaders have balked at approving any such measure prior to 2020. GOP leadership said Mueller’s testimony did little to persuade them of the need for legislation. Moreover, one of the only GOP lawmakers pushing election security reforms on Capitol Hill said states have effectively run out of time to implement changes ahead of the next presidential election. Sen. James Lankford, R-Oklahoma, told reporters Thursday that Congress should shift its focus to the 2022 mid-term election. “I’ve had folks say we need to hurry and get money out the door so they can buy new systems, that’s not going to happen for 2020. There’s no way to do it for 2020 because you can’t buy the equipment, get it in, test it, evaluate it, train your volunteers on it when the first primary is six months away,” Lankford said. “The discussion now is not about 2020. That’s already resolved. They’re not going to add new stuff unless it’s already currently in the pipeline. It’s really 2022 at this point.”

In the months before the 2016 presidential election, one U.S. state received a notification from a federally-backed cybersecurity group, warning about suspicious cyber activity directed at its networks. The state IT officials did not share the alert with other state government leaders and as late at January 2018, the same officials reported nothing “irregular, inconsistent, or suspicious” took place before the vote. In fact, GRU, Russia’s military intelligence agency, had scanned one of the state’s “election-related” domains, according to a new Senate report. In another state, leaders did not turn over to the Senate which of its systems had been targeted by Russians. Officials told Senate investigators they hadn’t seen evidence of scanning or attacks on its election infrastructure. Instead, they told the committee that they had seen a “probing” of its state systems. Again, DHS told the committee that GRU had scanned the state’s Secretary of State website. And in a third state, officials told Senate investigators they had not noticed a connection between their systems and the IP addresses listed in a warning from the federal government. And again, DHS told the committee that GRU scanned the state’s government domain.

A new Senate report on Russian interference in U.S. elections highlighted one of the biggest challenges to preventing foreign meddling: the limited powers and ability of the federal government to protect elections run by state and local officials. That has given fuel to those who argue that a larger federal role is needed. The Senate Select Committee on Intelligence issued the first part of its report into Russian interference in the 2016 election on Thursday, noting that Russian agents “exploited the seams” between federal government expertise and ill-equipped state and local election officials. The report also emphasized repeatedly that elections are controlled by states, not the federal government. It called for the reinforcement of state oversight of elections — a view blasted as inadequate by Sen. Ron Wyden, an Oregon Democrat on the committee. He called on Congress to establish mandatory cybersecurity requirements across the country. “We would not ask a local sheriff to go to war against the missiles, planes and tanks of the Russian Army,” Wyden wrote. “We shouldn’t ask a county election IT employee to fight a war against the full capabilities and vast resources of Russia’s cyber army. That approach failed in 2016 and it will fail again.”

Testifying before Congress this week about his investigation of Russian interference in the 2016 elections, Robert Mueller, the former special counsel, seemed eager — desperate, even — to drive home one message: foreign adversaries are intent on undermining American democracy, and the United States is still vulnerable to them. Even as Mr. Mueller declined to elaborate on most of his findings, he was unequivocal in warning that Russia meddled in the 2016 presidential race, that it aims to do so again — “They’re doing it as we sit here,” he said — and that “many more countries” are developing similar capabilities. Declaring foreign interference “among the most serious” challenges to American democracy, he urged those with “responsibility in this area” to act “swiftly.” Mr. Mueller is right to be worried. While progress has been made in safeguarding the nation’s electoral system, partisan bickering has impeded Congress from enacting a range of important reforms, from improving coordination between state and federal authorities to upgrading election infrastructure to closing loopholes in campaign finance laws. As is often the case, the legislative bottleneck is in the Republican-controlled Senate, but both parties have done their part to politicize the issue.

Three months after Florida’s state government was blindsided by the release of previously classified information that two local elections offices were hacked ahead of the 2016 presidential elections, Gov. Ron DeSantis and members of Congress have been caught off-guard once again by a newly released intelligence report on Russian elections interference. On Thursday, the U.S. Senate Select Committee on Intelligence released a heavily redacted 67-page report that appears to include new information about efforts by Russian hackers to probe and target elections networks in Florida — including the FBI’s suspicions in 2018 that, in fact, four county elections systems had been hacked rather than two. The report, which mentions that hackers may have carried out cyber reconnaissance missions across all 50 states, details attempts by the Russian intelligence GRU syndicate to probe elections systems in Illinois and 20 other unnamed states. It specifically discusses those efforts in Illinois and an unnamed “State 2,” where details about meetings and cybersecurity efforts appear to mostly jibe with what’s previously been disclosed about the election system hacking attempts in Florida. But the report does not definitively name Florida. And nearly 24 hours after the release of the report, with the Senate Intelligence Committee apparently unwilling or unable to provide more information, Florida’s politicians and elections officials remained stuck in yet another guessing game about Russian hacking and the security of Florida’s elections networks.

New revelations that all 50 states had their voting systems targeted by Russians in 2016 and that more foreign actors are waging online disinformation campaigns are adding fresh urgency to state efforts to safeguard the 2020 vote. “The stakes are very high and I feel that every day,” said Minnesota Secretary of State Steve Simon, who met last week with state officials tasked with reviewing election security strategies before absentee primary voting starts in January. “No secretary of state can guarantee success. What we can guarantee is that we will try to minimize risks. But we’re in a fight here apparently with nation states.” Special Counsel Robert Mueller warned Congress last week that Russia’s “sweeping and systematic” campaign to disrupt the 2016 election was not a mere one-off attempt: “They’re doing it as we sit here, and they expect to do it during the next campaign.” Meanwhile, the U.S. Senate Intelligence Committee concluded that Russia went after voting systems in all 50 states in 2016. Federal law enforcement and intelligence assessments previously disclosed that 21 states, including Minnesota, had been targeted. Though no votes were determined to have been affected, the committee’s report surmised that Moscow may have tried to probe vulnerabilities in state systems to exploit later or try to undermine confidence in the election.

This week, the United States Senate Select Committee on Intelligence released a report on Russian interference in the 2016 U-S election. The report says in part, “Intelligence developed later in 2018 bolstered Mr. Daniel’s assessment that all 50 states were targeted.” Other portions of the report also state that Russian IP addresses and actors are believed to have researched or visited election websites and databases in all 50 states. So we asked the South Carolina Election Commission for a response. “The state Election Commission understands that what we do as a state agency to secure South Carolina’s election infrastructure has an impact on national security. Whether we were targeted or not doesn’t change what we do. We take election security seriously whether we’re targeted or not. So, we’re taking all reasonable measures to secure our state’s election infrastructure,” said spokesman Chris Whitmire.

Mueller III warned lawmakers on Wednesday that Russia was again trying to sabotage American democracy before next year’s presidential election, defended his investigation’s conclusions about Moscow’s sweeping interference campaign in 2016 and publicly rejected President Trump’s criticism that he had conducted a “witch hunt.” The partisan war over Mr. Mueller’s inquiry reached a heated climax during nearly seven hours of his long-awaited testimony before two congressional committees. Lawmakers hunted for viral sound bites and tried to score political points, but Mr. Mueller consistently refused to accommodate them, returning over and over in a sometimes halting delivery to his damning and voluminous report. Mr. Mueller remained a spectral presence in Washington over the past two years as the president and his allies subjected the special counsel and his team of lawyers to withering attacks. Speaking in detail for the first time about his conclusions produced occasionally dramatic moments in which he ventured beyond his report to offer insights about Mr. Trump’s behavior.

The Senate Intelligence Committee has released its long-awaited bipartisan report on election security and Russian interference in the 2016 presidential election. Among the key findings of the report, the committee writes that “the Russian government directed extensive activity, beginning in at least 2014 and carrying into at least 2017, against U.S. election infrastructure at the state and local level.” The report is heavily redacted in some areas and is 67 pages. The Senate panel, which has been investigating Russian interference for more than two years, released a summary version of its election security findings in May 2018. The panel released its redacted report one day after former special counsel Robert Mueller appeared on Capitol Hill to testify about his own 22-month investigation into Russian interference in the 2016 election and possible obstruction of justice by President Trump. The congressional document, which is the product of a bipartisan investigation led by Senate Intelligence Committee Chairman Richard Burr (R-N.C.) and Vice Chairman Mark Warner (D-Va.), recommended that officials give “renewed attention” to vulnerabilities in voting infrastructure, such as further securing voter registration databases.

As the Senate Intelligence Committee was releasing the first volume of its comprehensive report into Russian election interference in 2016, a Republican senator was making clear that he still wants to get support for encouraging states to have paper audit trails and to boost the ability of election officials to get timely security clearances. Sen. James Lankford of Oklahoma, who has been working with Minnesota Democrat Amy Klobuchar, told reporters Thursday that with the 2020 primaries and caucuses just around the corner, security enhancements would be meant for the next midterms. “The discussion now is not about 2020. That’s already resolved,” Lankford said. “They’re not going to add new stuff unless its already currently in the pipeline. It’s really 2022 at this point.” Lankford said that if he and Klobuchar can find a way to overcome objections from lawmakers concerned about undue federal influence in state and local elections, they will be looking for a legislative vehicle for their measure.

Senate Republicans blocked two election security bills and a cybersecurity measure on Wednesday in the wake of former special counsel Robert Muellerwarning about meddling attempts during his public testimony before congressional lawmakers. Democrats tried to get consent to pass two bills that would require campaigns to alert the FBI and Federal Election Commission about foreign offers of assistance, as well as a bill to let the Senate Sergeant at Arms offer voluntary cyber assistance for personal devices and accounts of senators and staff.  But Sen. Cindy Hyde-Smith (R-Miss.) blocked each of the bills. She didn’t give reason for her objections, or say if she was objecting on behalf of herself or the Senate GOP caucus. A spokesman didn’t immediately respond to a request for comment. Under Senate rules, any one senator can ask for consent to pass a bill, but any one senator is able to object. The floor drama comes after Mueller warned about election interference during his testimony before the House Intelligence Committee, saying Russia was laying the groundwork to interfere in the 2020 election “as we sit here.” “We are expecting them to do it again during the next campaign,” Mueller said.

A new challenge at this year’s DEF CON will let kid hackers take aim at simulated election campaign financial disclosure portals and use their findings to stage disinformation campaigns. DEF CON’s Voting Village and AI Village have teamed up with r00tz Asylum, a nonprofit dedicated to educating kids about white-hat hacking, to teach budding infosec enthusiasts ages 8–16 about digital threats to democracy. Like the Voting Village, which lets adults explore flaws in election infrastructure, r00tz Asylum gives kids a chance to poke holes in election security. Last year, r00tz Asylum made its first foray into election security. Kids used SQL injection to access and manipulate synthetic state election results websites, where they could change the candidates and displayed vote counts. It took two 11-year-old hackers just 15 minutes to crack a replica of the Florida Secretary of State’s website and change its vote count reports.

IF THERE is one thing former special counsel Robert S. Mueller III made clear in his Wednesday congressional testimony, it is that his investigation was not an “illegal and treasonous attack on our Country,” as President Trump characterized it in a tweet shortly before Mr. Mueller’s appearance. On the contrary, Mr. Mueller underscored that it was Russia that attacked the country’s democracy in the 2016 presidential election through a cyber-campaign designed to help Mr. Trump. Mr. Trump, the former special counsel confirmed, welcomed that assistance. A number of his top aides lied in the ensuing investigation. Those lies, Mr. Mueller said, impeded his probe. Perhaps most seriously, Mr. Mueller said Russia’s interference is continuing and will be repeated in the 2020 presidential election. “Over the course of my career, I have seen a number of challenges to our democracy,” Mr. Mueller said. “The Russian government’s effort to interfere in our election is among the most serious.” He added: “They’re doing it as we sit here, and they expect to do it during the next campaign.” What’s more, “many more countries” are also looking at election hacking.

Frankly I never thought that securing the elections would be a partisan issue.  But then, why am I surprised?  Anything that touches Washington becomes a partisan issue.  Securing the elections, ensuring ballot machines can’t be hacked, and ensuring voter registration data isn’t altered or deleted should be a common goal for everyone in Washington. Elections are the core of a democracy; if we lose faith in that process, our very existence as a democratic country is in jeopardy.  And yet, politicians find ways to spar also on these issues.  The GOP wants to just send money to the states and allow them to do what they choose, as long as they generically “secure the infrastructure.”  I guess they forget that we have 50 states and this approach would likely lead to 50 different approaches, an enormous waste of money and resources, and poor results across the board. It is clear that I prefer the Democrats’ approach.  States need to be told what to do, i.e. they need to be held to a certain level of security standards; and this is achieved by setting clear policies and precise requirements. 

California: The Unsexy Threat to Election Security | Krebs on Security

Much has been written about the need to further secure our elections, from ensuring the integrity of voting machines to combating fake news. But according to a report quietly issued by a California grand jury this week, more attention needs to be paid to securing social media and email accounts used by election officials at the state and local level. California has a civil grand jury system designed to serve as an independent oversight of local government functions, and each county impanels jurors to perform this service annually. On Wednesday, a grand jury from San Mateo County in northern California released a report which envisions the havoc that might be wrought on the election process if malicious hackers were able to hijack social media and/or email accounts and disseminate false voting instructions or phony election results. “Imagine that a hacker hijacks one of the County’s official social media accounts and uses it to report false results on election night and that local news outlets then redistribute those fraudulent election results to the public,” the report reads. “Such a scenario could cause great confusion and erode public confidence in our elections, even if the vote itself is actually secure,” the report continues. “Alternatively, imagine that a hacker hijacks the County’s elections website before an election and circulates false voting instructions designed to frustrate the efforts of some voters to participate in the election. In that case, the interference could affect the election outcome, or at least call the results into question.”

A recent tweet from Alicia Hernan — whose Twitter account described her as a wife, mother and lover of peace — did not mince words about her feelings for President Trump: “That stupid moron doesn’t get that that by creating bad guys, spewing hate filled words and creating fear of ‘others’, his message is spreading to fanatics around the world. Or maybe he does.” That March 16 tweet, directed to a Hawaii congressman, was not the work of an American voter venting her frustration. The account, “@AliciaHernan3,” was what disinformation researchers call a “sock puppet” — a type of fictitious online persona used by Russians when they were seeking to influence the 2016 presidential election. But it was Iranians, not Russians, who created @AliciaHernan3, complete with a picture of a blonde woman with large, round-framed glasses and a turtleneck sweater. It was one of more than 7,000 phony accounts from Iran that Twitter has shut down this year alone. And Iran is far from the only nation that has, within its borders, substantial capacity to wage Russian-style influence operations in the United States ahead of next year’s election. That means American voters are likely to be targeted in the coming campaign season by more foreign disinformation than ever before, say those studying such operations.

Senate Democrats labeled Senate Majority Leader Mitch McConnell (R-Ky.) as “the lead opponent” to election security efforts in a report released Tuesday. The attack came as Democrats continue to push McConnell to bring election security legislation to the Senate floor. The report, specifically released ahead of the House hearings featuring special counsel Robert Mueller on Wednesday, details what the Democrats see as steps taken by McConnell since 1999 to resist election security and voting reform efforts.  “For years, Sen. McConnell has fought to increase the impact of dark money and corporate spending in our elections,” the Senate Democrats wrote. “But now, after reportedly fighting efforts to expose Putin’s interference during the 2016 elections, Senator McConnell is blocking bipartisan reforms that would secure our elections from foreign interference.” The Senate Democrats pointed to efforts by McConnell and other Senate Republicans to block election security efforts in the Senate, accusing McConnell of “threatening the integrity of, and faith in, our democratic institutions.”

Russia is determined to interfere in U.S. elections despite sanctions and other efforts to deter such actions before the next presidential election in 2020, FBI Director Christopher Wray said on Tuesday. “The Russians are absolutely intent on trying to interfere with our elections,” Wray said during a Senate Judiciary Committee hearing. Wray appeared at an oversight hearing a day before Robert Mueller, the former special counsel, was due to testify publicly before Congress about his two-year investigation of Russian interference to sway the 2016 presidential race toward President Donald Trump. “Everything we’ve done against Russia has not deterred them enough?” asked Senator Lindsey Graham, the Republican committee chairman. “All the sanctions, all the talk, they’re still at it?” “Yes. My view is until they stop they haven’t been deterred enough,” Wray responded. Mueller’s investigation disclosed an elaborate campaign of hacking and propaganda during the 2016 presidential race and resulted in indictments that charged 25 Russian individuals and three Russian companies.

Russia’s attack on American elections in 2016, described in Special Counsel Robert Mueller’s recent report as “sweeping and systematic,” came as a shock to many. It shouldn’t have. Experts had been warning of the danger of foreign meddling in U.S. elections for years. Already by 2016, the wholesale adoption of computerized voting had weakened safeguards against interference and left the United States vulnerable to an attack. So, too, the shift to digital media and communications had opened new gaps in security and the law that could be used for manipulation and blackmail.  Russia—and perhaps other powers like China and Iran—will likely try to exploit these vulnerabilities once again in 2020. The United States was caught flatfooted the last time. Now, nearly three years after the Russian efforts first came to light, the United States has made relatively little progress toward hardening its electoral system against interference. Each day it waits to do so raises the likelihood of another election tainted by significant foreign meddling.  Fortunately, there are still measures that Congress, the Federal Election Commission, and other policymakers can take to substantially blunt a future attack. With just over six months remaining until the New Hampshire primary and the start of 2020 voting, lawmakers and executive branch agencies should make election security a priority by upgrading equipment, guarding against hacking, and combatting foreign influence operations.

Sen. Ron Wyden (D-Ore.) and former 2020 presidential candidate Rep. Eric Swalwell (D-Calif.) will speak at this year’s DEFCON Voting Village, MC can reveal. The lawmakers will join California Secretary of State Alex Padilla and former NSA national threat operations director Sherri Ramsay in the election security-focused corner of the cybersecurity conference, which runs Aug. 8-11 in Las Vegas. “The overwhelming interest we are seeing from government leaders demonstrates that securing our democracy is a national security priority,” Voting Village co-founder Harri Hursti says in a press release set to go out this morning, “and we need policy solutions that address the concerns brought to light each year by this Village.” The Voting Village sparked controversy last year when the National Association of Secretaries of State dismissed its findings about voting technology vulnerabilities by saying the test conditions were unrealistic. NASS said at the time that it looked forward to working more closely with the village’s organizers this year. That appears to have happened: This year’s event will “feature a significant increase” in government speakers, including “prominent state and local election authorities,” the organizers said. Other speakers will hail from the DHS Cybersecurity and Infrastructure Security Agency, the Defense Advanced Research Projects Agency and the Pentagon. And good news for attendees seeking a hands-on experience: Per the organizers, there will also be “a more extensive array of voting equipment” this year.
