A Ward 3 candidate denies allegations that she offered to drop off and pick up absentee ballots for Glenarden residents and a hearing has been scheduled for next week to investigate election complaints which, if verified, could change the results of the mayoral race and land the candidate in trouble with state law.

The meeting will be held 5 p.m. May 18 before the city’s Board of Elections Chairwoman Geraldine Langford to discuss issues such as a note on Ward 3 candidate Judy Diggs’ website that states residents can do “early voting” from April 8 to April 29. The city never established an early voting date separate from the May 2 election day.

Attorney General Douglas F. Gansler on Wednesday announced the settlement of a claim against Premier Elections Solutions, formerly known as Diebold. The settlement, negotiated by the Office of Attorney General, will be worth more than $3 million to the State.

In 2008, the Attorney General, on behalf of the State Board of Elections, brought a claim against Diebold to recoup costs that the State incurred to remedy security issues that had arisen with the Diebold machines.

Efforts by Sen. Ron Young to reform the state’s voter registration system are gaining traction in the Maryland General Assembly. Young, a Frederick Democrat, sponsored two bills this session to help improve voter registration. They have until midnight Monday, when the General Assembly is scheduled to adjourn, to pass both chambers.

The first, which has already passed the Senate and on Thursday passed the House of Delegates with an amendment, would allow Maryland election officials to share voter registration with other states. The Senate is scheduled to vote today on an identical bill that originated in the House of Delegates.

Nearly one out of four Marylanders who have tried to register to vote at a Motor Vehicle Administration office in the past four years has not been added to the voter rolls, according to state records obtained by The Sun.

Though some of these tens of thousands of would-be voters have undoubtedly found alternative methods to register, officials at the State Board of Elections say they field calls every year from residents who say they turned up at the polls on Election Day only to discover their names did not appear on the rolls. Elections officials, good-government advocates and lawmakers say the failures illustrate the challenges of implementing the federal Motor Voter Act.

The state of Maryland will be making a foolish choice if it decides to renege on its promise to replace our risky paperless touchscreen voting machines with a paper ballot, optical-scan voting system. The new voting system, with just one-fifth the equipment of the old one, would be much cheaper to operate and maintain. It would reinstill voter confidence by finally putting in place a safe, reliable voting system that records the votes as voters intended, and allows recounts to be conducted in close races. Maryland voters overwhelmingly favor a paper record of their votes and the transition to the new system is mandated by a law that passed the General Assembly unanimously in 2007. After years of debate and reams of data from computer security experts exposing a vast number of security vulnerabilities in touchscreen voting, as well as information from other states about the cost benefits of transitioning to optical scan voting, it appears that a well orchestrated effort has resurfaced at the 11th hour to mislead the Board of Public Works and others about the true costs of purchasing the new system versus the cost of trying to keep the old system on life support.
