Nearly every state is using electronic touchscreen and optical-scan voting systems that are at least a decade old, according to an important report by the Brennan Center for Justice at New York University School of Law. A lawsuit filed in Richmond Circuit Court challenges 11 of Virginia’s legislative districts, arguing that they violate the state constitution’s requirement of compactness.
