A group of residents in North Dakota has filed a petition with the Secretary of State’s office for a proposed constitutional measure that could lead to significant changes in the state’s electoral process. The proposed changes include replacing voting machines with hand-counted paper ballots and restricting mail-in voting by requiring all mail-in ballots to be received by 8 p.m. on the day before the election.
