After oral arguments this morning, the Fifth Circuit granted a request by the State of Texas to stay a district court decision enjoining portions of Texas’ voter registration laws, including recently enacted bans on performance-based compensation for paid registrars and a requirement that registrars be residents of Texas.
The circuit’s short order did not state reasons for the stay but said that the panel would “assign reasons as soon as possible.” The decision was 2-1, with Judge Smith and Judge Haynes in the majority and Judge Dennis dissenting. The circuit’s order can be found here.
