A plenary session of the House of Representatives will rule on Tuesday on a draft election bill that includes an unsettled clause about the electoral threshold level for political parties.
Viva Yoga Mauladi, House faction deputy chairman of the National Mandate Party (PAN), said that because the factions had been unable to agree on three clauses, the leadership of the House, also known as the DPR, agreed on Monday to bring the draft bill to the plenary session for a decision.
The three clauses concern the level of the electoral threshold, the minimum percentage of votes a party must have to be allowed to have a seat at the legislature and the vote count method, including how to count residual votes. The draft bill, he said, would include all of the options presented by various factions.
“The most important thing in the upcoming plenary meeting is that the House initiative to revise the election law is approved,” said Marwan Jafar, House faction chairman of the National Awakening Party (PKB).
Although the bill will not be passed because it is still incomplete, the plenary session will decide whether or not to continue deliberation on the bill by forming a special committee.
Marwan said this was a first because lawmakers do not usually bring unfinished draft bills to a plenary.
