Jefferson County commissioners Thursday agreed to appropriate more money to the county board of elections to cover increased expenses associated with the upcoming presidential election. Frank Bruzzese, board of elections board member, said presidential elections are always more expensive to conduct, especially this year when every voter will receive an application for an absentee ballot. The commissioners appropriated $605,000 to the board of elections, with the state contributing an additional $17,000 for mapping congressional districts. Bruzzese said the board of elections spent $746,000 four years ago during the presidential election. Commissioners agreed to appropriate an additional $102,000 to the board of elections, bringing the budget total to $722,000. Kenya will have one of the world’s most expensive elections next year if electoral officials get their way. Standard Digital can report that taxpayers risk paying several times more per voter than people in other countries fork out. This raises serious questions on whether the proposed costs of the next General Election have been inflated. Officials with the Independent Electoral and Boundaries Commission today rejected Sh17 billion set aside by Treasury for the planned March 4, 2013 poll. Instead, they are demanding Sh35 billion to conduct the first election under the new constitution as well as an anticipated run-off shortly thereafter. IEBC chairman Mr Isaack Hassan said if they plan the March 4, 2013 elections using the Sh17.5 billion Treasury  has allocated the commission in the 2012/2013 budget, they will be forced to extend the election date by  two or three days. He said the commission’s budget has a deficit of Sh23 billion and it will cost them at least Sh17.5billion to carry out a re-run in case of a tie in the presidential election. Read More »

Dozens of local and county officials are asking Gov. Jan Brewer to veto a bill that would force cities to consolidate their election dates with the state. The officials appealed to Brewer’s background as a county supervisor and secretary of state, asking her to help cities maintain local control of their elections. They argued that HB2826 would stamp out local control, politicize non-partisan elections and increase election costs. HB2826 would force all cities in Arizona to hold their primary and general elections for candidates in even-numbered years beginning in 2014, at the same time as state and federal elections. Twenty-seven county election officials signed a letter to Brewer, urging her to veto the bill. At least 40 of the 76 municipalities that would be affected, along with the League of Arizona Cities and Towns, also sent letters to the governor, according to Ken Strobeck, the league’s executive director. This morning’s Arizona Capitol Times includes a story about several counties’ call for the Governor to veto an election consolidation bill. According to the article, 27 county officials and 40 of 76 affected municipalities signed a letter arguing that the bill “would stamp out local control, politicize non-partisan elections and increase election costs.” More specifically, they are concerned that by bringing local elections in line with federal and state elections would create a host of problems. Palm Beach County commissioners on Tuesday agreed to upgrade vote-counting software, just over a month after a vote-counting mix-up in the Wellington city council election. The software improvements cost $117,450 in a deal with Dominion Voting Systems, Inc. Supervisor of Elections Susan Bucher had the deal in the works before the Election Night problems in Wellington. Bucher in March initially blamed software problems for her office naming the incorrect winners in two Wellington races. The software upgrades and other procedural changes are supposed to iron out any problems like those that occurred in Wellington and speed up Palm Beach County’s traditionally slow vote counting. The governor’s office might not be the only place affected by Wisconsin’s recall election. Local governments are facing a price tag of about $17 million for the related contests. Officials are scrambling to make up for five- and six-figure expenses that have not been figured into their 2012 budgets. In Northeastern Wisconsin’s largest county, for example, the clerk says she might not have enough manpower to keep up with the additional workload. ”We’re buried. Just buried,” said Darlene Marcelle, Brown County clerk since 1996. “We’re going to need a temporary employee just to keep up with this.” Her staff estimates that it will spend almost $122,000 to conduct the May 8 recall primary, according to figures from the state Government Accountability Board. The June 5 general recall vote likely will double that cost. Outagamie County expects to spend about $132,000 per election. What does it cost to implement a strict voter ID requirement?  Many legislators would like to know. So would NCSL. Because we get this question frequently, we looked into it last month. First, we created a webpage with links to many legislative fiscal notes that were attached to this year’s voter ID bills. We then called state and local election officials in states that are implementing new laws this year.  Last, we summed up what we had learned about voter ID costs in a short essay in Electionline Weekly. Here’s an excerpt from that document:

In 2012, cost estimates for voter ID laws range from “no fiscal impact” in Nebraska and Virginia to “unknown greater than $7,027,921” in Missouri for the first year of implementation. With six days to go before the snap general elections, Greek labor unions called local administration employees on Monday to join a week-long anti-austerity protest, threatening to short circuit the polls. Greece has reduced election spending for the upcoming contest by about 25 percent compared to the previous parliamentary elections held on October 2009, in the context of efforts to cut down on public expenses to counter an alarming debt crisis, according to Greek Interior Minister Tassos Giannitsis. It is estimated that Sunday’s ballots will cost the Greek state approximately 60 million euros (79.38 million U.S. dollars). Greece will pay 20 percent less to hold a general election on May 6 than it cost in 2009, as the government tries to cut down on spending in a second year of austerity measures. The May 6 vote will cost more than 60 million euros ($79 million), according to initial estimates by the country’s Interior Ministry. Greece’s Supreme Court will announce tomorrow those parties taking part in the election. A total 9.85 million citizens are eligible to vote in one of the 20,560 polling stations in the country, that is 360,000 more than in 2009, Interior Minister Tassos Yannitsis said at a press conference in Athens today. Talk about throwing good money after bad. Taxpayers will shell out about $1 million to elect a replacement for disgraced Brooklyn pol Carl Kruger — who pleaded guilty to taking more than $1 million in bribes — although the eventual winner will spend no more than eight months in office. That’s because Kruger’s 27th District state Senate seat will be wiped off the map by the redistricting process by the end of the year. There still hasn’t been a winner declared in the March 20 special election to replace Kruger — who resigned in disgrace in December — between Republican David Storobin and Democratic Councilman Lew Fidler. Storobin unofficially won by a mere two votes. So now, officials will recount all 22,000 ballots by hand — a lengthy process that could take months and hours upon hours of overtime at the Board of Elections. But the Legislature will adjourn for the year in June, which means the eventual winner may never cast a vote in Albany. If you love to vote, 2012 is your year. Four major elections will take place in New York this year, starting with Tuesday’s presidential primary. Primaries for U.S. Senate and the House of Representatives follow June 26, and primaries for state and local offices come Sept. 11. The general election caps off the season Nov. 6. “I guess you really get to be a part of the process this year,” Rockland County Republican Election Commissioner Louis Babcock said. The abundance of elections has raised several concerns, including the cost of holding so many and whether voters will keep turning out. “It’s costly and it’s taxing on the voters to come out that many times,” Westchester County Republican Election Commissioner Doug Colety said. Last year, electionline ran an article entitled, “Debate Over Photo ID at the Polls Shifts to Costs.” Since then, voter ID — the issue of how voters are identified at the polls — has only gotten hotter. Recently, Pennsylvania enacted photo ID legislation, Minnesota’s legislature put aconstitutional amendment about photo ID on the November ballot, and Virginiasent a bill to the governor, which he proposed changes to. See the National Conference of State Legislature’s Voter ID: State Requirements webpage or last week’s Electionline Weekly for the status of voter ID legislation around the country. This year, cost concerns seem to be buried beneath the partisan debate. And yet money always matters, so the question remains: how much does it cost to implement a photo voter ID requirement? No one knows for sure. There are before-the-fact estimates, and after-the-fact “actuals,” but none are cut and dried. Jay Inslee and Sam Reed are both right. A special election to pick a replacement for Inslee in the 1st Congressional District could cost state taxpayers close to $1 million, as Secretary of state Reed says. But the extra election won’t cost that much, as Inslee says. ”The overall cost (of the 2012 election) doesn’t change,” Kitsap County Auditor Walt Washington said. Well, it changes a little, he said. Putting another choice on the primary and general election ballots adds maybe $5,000 to each election in Kitsap County. But while the overall bill is pretty much staying the same, the state is required to pick up a little more of the tab because it is a special election.  Read More »

We’re less than a month from the recall primary.  The general election will be in June. The local costs for the election are adding up. Election officials say figuring out turnout for the recall election is a lot like taking a shot in the dark. ”I’m just trying to think of is it going to be like a normal partisan primary or is it going to be like an April election, or is it going to be higher turnout than that, so we’re trying to get our head around what exactly a good guess would be because we do have to order the ballots now,” says Eau Claire County clerk Janet Loomis. That turnout drives the cost of those elections. ”I’m thinking around 25 percent for the primary, maybe 40 or better for the June,” Loomis says. Eau Claire County is expected to spend an extra $20,000 just to print the ballots for the recalls.  Read More »

Why would it cost $1 million to have a special election to fill the final six weeks of Jay Inslee‘s term in Congress? The answer may be that it doesn’t. But that wasn’t the first question asked today. That designation went to Washington State Republicans who held a press event at the likely Democratic gubernatorial nominee’s Seattle campaign headquarters. In an event titled “Send Inslee the Invoice,” state GOP chairman Kirby Wilbur wants to know why Inslee won’t pay for the election he caused. Wilbur is trying to help the governor campaign of Republican Rob McKenna. Inslee triggered the issue when he resigned his seat in Congress to devote his time to the campaign for governor. The assumption was that the seat would go unfilled for the final eight months of the year and be filled by one of the people running to replace him in Congress. But Inslee resigned late enough so as not to trigger a stand-alone special election for his unexpired term. instead, whichever candidate won the full, two-year term would have taken office early to fill out Inslee’s unexpired term. Republicans continue to pound Democratic gubernatorial hopeful Jay Inslee over the expense of the special election to pick a temporary replacement for the 1st District congressional seat he abandoned last month. State GOP Chairman Kirby Wilbur called a news conference Monday morning in downtown Seattle to demand that Inslee pay for the special election. ”He could pay this bill, rather than stick it on taxpayers,” Wilbur said. Secretary of State Sam Reed’s office has estimated the special election could cost the state close to $1 million. But it turns out that figure is misleading. We’re in the middle of another contentious primary election season and a debate has emerged about whether voters should be required to provide state-issued identification at polling precincts. Currently West Virginia election law follows the Help America Vote Act, federal regulations which outline voting practices and standards. Secretary of State Natalie Tennant said during an interview with The State Journal’s Decision Makers that a process is in place now that provides checks to the identification and registration process. “ … While Tennant agrees with making more elections more secure, she said she has concerns over whether this type of requirement would discourage or intimidate some potential voters from participating in the election process. “It is a right and not a privilege to vote,” said Tennant. “Someone who doesn’t drive, can’t get there to get a card, or can’t afford a state issued ID card.” Read More »

The consultant who prepared the city’s General Election ballot with a critical error in its Chinese-language instructions said he wants the city to split the cost of the mistake. The mail-in ballots recently sent out to the city’s nearly 29,000 voters included instructions in four languages, but directed voters in Chinese to choose up to three instead of two City Council candidates in the race for two open seats. The mistake is expected to cost up to $10,000 and prompted the city to send out correction notices in the four languages to all voters, elections officials said. ”We feel it should be a 50/50 split,” Scott Martin, president and owner of Anaheim-based Martin and Chapman Co., said. “We initiated it but they approved it. On our proof form, we emphasize to double check all spellings and translations.” A city election official signed a form stating that “Martin and Chapman Co. will not be responsible for any errors (including translations) found after the proofs are signed off.” Read More »

The St. Charles, MO County Executive recently vetoed a $1.2 million contract for new voting machines requested by the elections director and approved by the county council. Unlike his counterparts in some other county governments, he isn’t unhappy with the performance of the election director. Nor does he appear to have any issue with the new voting machines being sought or the company providing them under the contract. Rather, he is concerned that the County only got one bid for the new machines, saying “[a]nytime we have $1.2 million in expenditures and only one bid, I’m going to be very suspicious.” Normally that would make sense, but here’s the problem: only one vendor (the one who got the contract – the contract that got vetoed) is certified to do business in the State of Missouri. Los Angeles County is by far the biggest election jurisdiction in the U.S., but if dealing with 4.5 million voters isn’t enough, the county is also hampered by an outdated voting system. The registrar says it’s due for a major facelift, and he’s looking to the public for answers. Logan says a countywide election can mean organizing up to 5,000 polling places and 25,000 poll workers on election day. ”Election day is equivalent to a military operation. Massachusetts towns and cities spent thousands of dollars to prep voting machines, staff polling locations and notify voters of any big changes in their election routines for last week’s presidential primary. While municiple clerks expected  relatively few voters to show up, that makes little difference in terms of cost for an election. Clerks typically organize for a busy day, just in case a crowd shows up ready to exercise its civic duty. “There’s a certain base amount of work that has to be done before any election,” said Donna Hooper, president of the Massachusetts Town Clerks Association, who is also the town clerk for Lexington. “You have to prepare and be ready for a full turnout.” Read More »

Counties across Ohio could save millions of dollars by requiring voters to use paper ballots instead of touch-screen voting machines, a Dayton Daily News analysis of a state audit has found. A recent state audit of Butler County contends that the county could save more than $4.5 million over five years by making the switch. Butler, the state’s eighth largest county, is one of 52 counties that uses touch-screen, ATM-like machines. Others include Montgomery, Greene, Miami and Darke. Following the same math used for the Butler County audit, Montgomery County possibly could save $5.5 million over five years, and Greene County nearly $1.4 million. In more than half of Vermont’s cities and towns Tuesday’s Town Meeting Day ballots will be counted by hand. The state has the technology to change that, but many towns are not making the switch. Calais Town Clerk Donna Fitch is getting ready for Town Meeting Day, when ballots will be counted the same way they were when she was a little girl–by hand. “It’s nice to have all of us sit around and count the ballots and everybody takes it very seriously, but it does mean we are often up late,” she said. Fitch will work with a team of ten to count the votes in the town of 16-hundred. Some citizen groups and nonprofits Tuesday expressed confusion and surprise over a new requirement at the polls that required voters to declare their citizenship. Before obtaining ballots, registered voters were asked to check a box declaring they are a U.S. citizen. Voters seeking an absentee ballot saw the same question on applications. Under the Michigan Election Law, voters have to swear under oath they are an eligible voter — which includes U.S. citizenship — when they apply to vote and it is verified by the Secretary of State’s or local clerks’ offices when the application is processed. Critics call requiring verification at the polls a “redundant” waste of tax dollars. Wake County commissioners want a better deal than the one offered by the company that has the voting-machine franchise in every North Carolina county. Election Systems & Software, represented in North Carolina by New Bern-based Printelect, became the state’s sole supplier in 2006. Cherie Poucher, director of the Wake County Board of Elections, told Wake County commissioners Monday that the company spent about 80 hours cleaning and maintaining the county’s election machines for a $200,000 fee last year. The issue was before the commission because ES&S has been pushing a maintenance agreement to Wake County’s elections board and others across the state. It is ironic that in an era when certain elected officials rail against unfunded mandates, government waste and the lack of citizen participation in the civic life of the country, those same officials are spending their taxpayer-funded resources on wasteful, ineffective voter photo ID legislation. Every three or four years, voter photo ID legislation such as Pennsylvania House Bill 934 — introduced by Rep. Daryl Metcalfe — makes its way to the forefront of the legislative agenda, moving to the top of the queue over bills that could help taxpayers save money, create jobs or even improve schools. HB 934 offers to misuse dollars from the federal Help America Vote Act intended to remove barriers to voting for the explicit purpose of making it harder for Pennsylvanians without a photo ID to vote. In the upcoming recall election against Republican Gov. Scott Walker, Wisconsin faces the first ever gubernatorial recall in the state, and only the third gubernatorial recall in the country’s history. Next to the presidential campaign it will likely be the biggest, most expensive race in the country, costing $100 million or more — and that’s just for one state, compared to the whole country. In last year’s state Senate recalls, when six Republicans and three Democratic incumbents were put on the ballot — with control of the 33-seat chamber officially up for grabs — nearly $44 million was spent on those nine races, between the candidates, their political parties, and the various third-party ad groups on both sides. So how much will it be worth everyone’s while, with the whole governorship itself, plus four additional Republican state Senate seats, all on the line? South Carolina taxpayers will be on the hook for a high-powered Washington attorney’s $520-an-hour rate when the state sues the federal government this week to protect its voter ID law. That litigation could cost more than $1 million, according to two South Carolina attorneys who have practiced before the U.S. Supreme Court. Supporters of South Carolna’s voter ID law say it is necessary to prevent voter fraud. Opponents say there is no proof that a voter-fraud problem exists.S.C. Attorney General Alan Wilson has more than five dozen staff attorneys to handle the state’s legal affairs, but Wilson hired a former U.S. solicitor general to litigate the voter ID case at a rate of $520 an hour, a contract obtained last week reveals. The €55m e-voting fiasco could become even more expensive because the machines may now be too old to sell. The Government last night admitted it might be forced to pay someone to dispose of 7,500 machines languishing in storage for the past decade. The reason is because the machines are so out of date that finding a buyer may be impossible and they would have to be disposed of at great expense. The Department of the Environment yesterday sought expressions of interest for the ‘sale or recovery’ of 7,500 machines and associated equipment including cases, storage trolleys and tables. The Ross County Board of Elections is facing an unexpected $18,525 cost because of a state requirement to change batteries in all its voting machines. Director Nora Madru delivered news of the directive, which was issued by Secretary of State Jon Husted, to Ross County commissioners at their Tuesday meeting. The life of the batteries, which are soldered into the machines, is supposed to be five to seven years, Madru said. Sri Lanka is planning to amend its elections law so as to enable electronic voting, according to China’s Xinhua news agency citing Election Commissioner Mahinda Deshapriya on Monday. Speaking to media, the official said said that the government is considering to amend the current election law so that it would be possible to initiate electronic voting instead of the laborious hand counting system that is in practice now. ”Large amounts of public money are spent on elections as they are done manually with the entire process needing many people and resources,” said Deshapriya. Michael Noonan’s tongue-in-cheek suggestion that e-voting machines could be a novelty factor in pubs got few Number Ones from publicans yesterday. Mr Noonan aired the notion that the 7,500 machines could be an attraction in Irish pubs around the world. He failed to explain, however, how they would be packed and shipped to far-flung venues. Pub owners were certainly not taking the suggestion in the spirit with which it was delivered by Mr Noonan. He reckons they would give punters and emigrants the chance to vent their electoral anger on 7,500 electronic machines rather than turning to jukeboxes and gaming machines. Read More »

In case you missed it over the holidays – I know I did – on December 27 Pew’s Election Data Dispatches looked at some new research on election costs in California and Colorado. Both studies found – as similar research had in North Dakota - that less-populous counties had a higher cost per registered voter. More specifically (from the Dispatch):

In California, the study examined election expenditures between 1992 and 2008 and found a 1 percent increase in county population correlated with a 0.05 percent decrease in expenditures per registered voter. For example, San Diego County had an average cost of $6.57 per voter, while Modoc County, the third-smallest county in the state, spent $18.07 per voter. Similarly, the Colorado report found the average cost per voter in 2010 for small counties was $10.21 versus $4.95 for medium counties and $4.92 for large counties.  Read More »

On Friday afternoon, the Wisconsin Government Accountability Board (GAB) released cost estimates that showed the hotly-contested recall of the state’s governor could cost the state more than $9 million in 2012. GAB obtained the figures through a survey of the state’s counties and municipalities and estimated that the recall costs would break down as follows:

  • + County estimated costs: $2,348,423.98
  • + Municipal estimated costs: $5,821,898,.20
  • + GAB estimated costs: $841,349.00
  • + Total estimate: $9,011,762.18
